Question Answer
1. General I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
No incumbent.
2. Site Visit Can you please advise if registration is required for the pre-Proposal Conference set for this Wednesday, Feb 20th at Saunders Yachtworks in Gulf Shores, AL?
Registration is not required
3. PWS As it required explicit access, are these documents considered to be CUI?
The documents are not CUI. However, the government intends to provide the documentation on a "need to know" access basis.
4. Site Visit
RFP
Payment structure: One payment a year is very burdensome for small business. May be better to add more deliverables. Ex. design review completion?
An amendment will be posted to address a revised price schedule. Please see Amendment 01 for specific changes.

Is there any rack space available for autonomy package?
Minimum 12” in port Equipment Rack Minimum 10” in standard Equipment Rack

When will amendments be posted? Last day for questions is 2/25/19. Standard to have a couple of days after due date to address any questions (estimated 2/28/19). Amendments may be posted at any time prior to proposal due date.
7. Site Visit Note:
During site visit three (3) vessels were available for view. Two out of water and one in water. The HSL16 is anticipated to be scheduled for 1st conversion. HSL16 a main difference from other vessels as the antenna mast has a metal bar across.
Additionally, the Seakeeper was under installation on the HSL16 vessel during the site visit.
8. General Would Government consider an extension until early April 2019 to allow for the development of the autonomous lifting apparatus to meet

The government is providing an extension to 3/15/19 to the proposal due date.
9. 4.1.8 Existing HSLs have poor maneuverability (small rudder, single shaft, no bow thrusters). Launch and recovery is possible with hardware modifications to the platforms but would have to assume low sea state. Regarding HSL L&R, since modifications to the HSL will be structural, who will approve and certify the modifications to ensure safety and structural integrity?
NAVOCEANO representative will approve the initial design. All structural modifications should be approved by a Naval Architect or licensed engineer.
All structural modifications involved in L&R shall be load tested with testing to be witnessed by NAVOCEANO representative.
10. 4.1.8 Since SS4 autonomous L&R will be challenging with the existing HSL, can we assume that modifications to the davit system and fenders, etc , (in addition to HSL mods) are acceptable?
Modifications to the boat and test davit are acceptable. Modifications to the davit shall be approved by the original davit manufacturer.
Who will accomplish T-AGS mods if required?
Again, this gets to the current multi-stage process for recovering HSLs – likely not suitable for autonomous operation. Will NAVO coordinate involvement and manage timeline with NAVSEA to ensure configuration management and approvals?
Modifications to the T-AGS are not part of this scope.
11. 4.1.2 4.1.4
Are all of the control interfaces for the main engine, steering, and generator identified and available?
Yes.
12. 4.1.2 4.3
For Information Assurance (IA), have the controls been identified according to the Risk Management Framework? If so, which controls are they?
Need more specifics. This may have to be answered based on proposal.
13. 4.1.2 4.1.7
We understand that ISS-60 interfaces with the Simrad AP-70 autopilot. Does the Autonomy system have to use the same autopilot? Or can a different method be employed? Can the steering system be modified as needed?
It is preferred to the use the Simrad AP-70 autopilot, but it is not required.
The steering system can be modified as needed.
14. The Northern Lights generator (M-843-N) does not appear to easily support remote operation (manual start/stop, etc) and is limited to 12KW output power. Can the generator be replaced as part of this effort?
The generator can be modified or replaced as needed.
15. For PWS-specified requirements that might not be met, is there a way Navy expects the contractor to highlight these differences?
Proposals shall note exceptions to the PWS.
