Background
The reference Sources Sought (titled: SOURCES SOUGHT FOR SURFACE NAVIGATION, SEAMANSHIP, AND SHIPHANDLING (NSS) TRAINING SYSTEMS AND SUPPORT (N6134021R0020 now N6134022R0036) for the acquisition above, originally posted via SAM on 08OCT20, is still intended to be solicited as a competitive acquisition. To summarize, the Naval Air Warfare Center Training Systems Division (NAWCTSD) has requirements to: (1) procure new and modified Navigation, Seamanship, and Shiphandling (NSS) Training systems; (2) provide continued life cycle support of established NSS training systems under NAWCTSD’s cognizance;
and (3) continue the establishment and fielding of a Navigation, Seamanship, and Shiphandling Trainer (NSST) software baseline using a Modular Open System Approach (MOSA). The NSST system is designed to holistically support the Surface Navy’s requirements for the training, qualification, and certification of individual watchstanders and watchteams in the performance of job tasks related to navigation, seamanship, and shiphandling. NSST devices are deployed to training sites throughout the world. NSST development is currently being delivered under contract N6134018D0002 (via 5 delivery orders) initially by CSRA LLC and subsequently novated to General Dynamics Information Technology (GDIT).
. This IDIQ is delivering:
a. An initial software baseline (NSST baseline 0) establishing initial core capabilities and a software baseline update (NSST baseline 1) focused in increasing the NSST systems capabilities to simulate U.S. Navy ship specific interfaces.
b. Twenty-two (22) NSST devices to eight (8) training sites at fleet concentration areas.
c. Initial Navigation Training System Lab (NTSL) capabilities including a test article and four
(4) development seats.
Draft Documents NAWCTSD anticipates releasing draft statements of work (SOWs), Specifications (PRFs), and CDRLs prior to RFP for industry review and feedback in accordance with the schedule listed below. The releasing of these documents are for the overarching Indefinite Delivery/Indefinite (IDIQ) and the first Delivery Order.
Anticipated Solicitation Criteria
It is anticipated that this acquisition will be competed full and open on an unrestricted basis.
Anticipated evaluation factors include: Technical, Past Performance, Small Business Utilization, and Price. It is anticipated that offerors will have approximately 45 days to submit their proposals after the solicitation is released. It is anticipated the technical proposals will require both written proposals and a limited technology demonstration. The requirements for a technology demonstration are described below. As part of the Technical volume, Offerors must provide certification that their proposed maritime simulation software has an active Class A statement of compliance (SOC) for Bridge Operation in accordance with DNVGL-ST-0033.
Failure to provide this SOC with the proposal will render the proposal ineligible for award.
Information Regarding Demonstrations
The Government is continuing to develop the proposal requirements for the anticipated demonstrations. At the current planning state, the Government anticipates the inclusion of two sample task demonstrations:
1. Physics model demonstration sample task: The Government anticipates providing Offerors a limited set of sea trial data for a single ownship model. The Government anticipates requiring Offerors to deliver a demonstration system and test procedures to demonstrate:
a. The Offeror’s capability in delivering physics models that match sea trial data;
and,
b. The Offeror’s capability in delivering test procedures and system tools to effectively and efficiently test and evaluate physics models.
2. Stress test demonstration sample task: The Government anticipates requiring the submission of a video showing a) visual scene quality; and b) real time performance metrics that demonstrates the Offeror’s capability to deliver image generation software that:
a. Present high quality visual scenes;
b. Meets or exceeds stress test requirements; and
c. Operates within existing hardware constraints including: Intel Core i7-8700, GeForce RTX 2080, 16 GB RAM, and 4K resolution display.
The Government, regarding the approach for demonstration, no longer anticipates the use of Government provided computers.
Potential Offerors should submit their Joint Certification Program (JCP) certificate (which allows U.S. / Canadian contractors access to unclassified export controlled technical data/critical technology) to Duane Drury in order to receive the GFI, which includes export-controlled data, necessary to complete the physics model demonstration task.
For more information about the JCP certificate, potential offerors may visit dla.mil
