C-1 Statement of Compliance
The NSST Special Notice Released on August 1st 2022 contains the following statement: “As part of the Technical volume, Offerors must provide certification that their proposed maritime simulation software has an active Class A statement of compliance (SOC) for Bridge Operation in accordance with DNVGL-ST-0033. Failure to provide this SOC with the proposal will render the proposal ineligible for award.” A Product Certificate issued by the DNV-DL certifies that a Maritime Simulator meets the standards of DNVGL-ST-0033 and is a more extensive certification than a statement of compliance as it certifies an existing product rather than a product that is merely being offered. A Product Certificate also validates that the offering team is proposing technology that is currently conforming to the specified international standard and lowers risks even more than the Statement of Compliance, while offering the Government additional confidence during the evaluation process. Will a Product Certificate signed and sealed by the DNV-DL in the last five years satisfy the government’s requirement for a statement of compliance for Bridge Operation as stated above?
A product certificate would not be evaluated as satisfying the specified requirement. The requirement is for a statement of compliance. The Government is not accepting technical equivalencies.
C-2 Statement of Compliance
Response C-1 to QCCR Set 3 released on 26 September 2022 states that the government is aware of multiple potential Offerors who possess the Statement of Compliance (SOC) certificate for Bridge Operation Simulator software. However, the statement in the Special Notice specifically states that the requirement is for an Active Class A SOC and in our discussions with the DNV certification office the [NSST Baseline 1] software currently being delivered on NSST does not have an active SOC <redacted>. This would suggest that a proposal that contemplates the reuse and modification of the current NSST [baseline 1] software while compliant with the PRF Section 3.1.1.4 Maritime Simulation Software, would render the proposal ineligible for award. Is this a correct assessment?
If the proposed maritime simulation software previously had but no longer has an active SOC it would neither satisfy PRF section
3.1.1.4 nor elegibility requirements for award.
C-3 Statement of Compliance
Response C-2 to QCCR Set 3 released on 26 September 2022 states that “No Statement of Compliance has yet been provided to the Government for the technology used in the NSST Baseline 1”, does this imply that the Government expects to get a SOC on NSST?

C-4 Statement of Compliance
Response C-3 to QCCR Set 3 released on 26 September 2022 states that the government requires a copy of the Statement of Compliance (SOC) that has been signed and sealed by DNVL-DL and dated within the last 5 years.
<rephrased> If a SOC signed and sealed by DNV is past the date of validity but is within the 5 year renwal window, would submission of this SOC meet the Governments requirements for an awardable proposal submission?
The offeror would need to submit documentation that shows the certification is active. (i.e. the renewal process was sucessfully completed IAW certification requirements to extend the date of validity)
