B-1 Catalog Approach

IDIQ SOW Paragraph 1.3.2 mentions a "Catalog approach" wherein the Government will identify quantity and type of pre-priced catalog items and refers to SOW paragraph 3.3. SOW paragraph 3.3 covers the SETR process, Test and Evaluation, and ILS requirements. None of these seem to align with what paragraph 1.3.2 calls a Catalog approach. Please explain the Catalog approach.

IDIQ SOW 1.3.2

IDIQ SOW 3.3 18-Aug-22

When the Government procures a product using the "catalog approach" the contractor shall perform work specified in IDIQ SOW sections 3.1 and 3.3 to deliver that product. A delivery order SOW will not be written for products procured using the catalog approach. Offerors need to account for all costs to deliver products in conformance with the specified requirements in the proposed catalog pricing.

B-2 NSST Baseline 2

Will maintainability of existing contract deliveries (NSST Baseline 1 delivery orders) be required of contractor during transition to NSST 2 baseline? In other words will contractor be responsible for addressing NSST 1 Baseline 1 availability issues not related to NSST Baseline 2 transition? If contractor will be required to address NSST Baseline 1 availability issues during the trainsition, what GFI will the contractor be provided to correct availability issues with NSST Baseline 1?

DO1 SOW 3.2.1.1 19-Aug-22

The Government anticipates that the NSS IDIQ will be one of multiple contract vehicles that the Government may use for NSST baseline 1 sustainment activities. Any tasking and associated GFI related to NSST baseline 1 would be specified and provided ICW a particular delivery order. There are no NSST baseline 1 sustainment requirements specified in the initial delivery order.

B-3 NSST Baseline 2 Multiple questions were asked about the availability requirement DO1 SOW 3.2.1.1 19-Aug-22

Installation windows will need to be coordinated with each training command closer to the event. In most cases, work outside of normal working hours can be supported if adequate advance notice is provided.

An example of 50% availability is: If a site has 2 NSST-4 devices, 1 NSST-4 device shall remain available for the training command to continue to perform the training mission while the offline device is modified and verified.

B-4 System

Requirements Analysis

Is the PRF the same document utilized on the current NSST program? If so, will the current RTVM and compliance be a basis for DO1? DO1 SOW 3.2.2.1.1 19-Aug-22

There was a significant re-write of the PRF for this NSS IDIQ.

A complete requirements analysis needs to be performed to establish a RTVM IAW the specified requirements.

B-5 Delivery Orders Does the government expect requirements analysis efforts for catalog type delivery ordrs (DOs)? IDQC - 3.2.7.1.1 19-Aug-22

Requirements analysis is required under DO1. Requirements analysis is not specified in IDIQ SOW 3.1 or 3.3 which are applicable to catalog products.

19-Aug-22 The Government anticipates releasing a subset of currently availabe technical data and providing industry oportunity to visit a NSST site. Please withhold questions about NSST baseline 1 systems until this information has been made available.

C-2 System Specification

Is the Government's intent for bidders to propose the solution for DO 001 PRF in its entirety or will a more detailed and focused set of requirements be provided with the final RFP?

PRF 210025 19-Aug-22 The contractor's task will be to bring all NSST systems and associated data into complete conformance with the these requirements with optimal reuse of existing hardware and optional reuse of existing software and technical data. The DO1 tasking does not include maintenance or repair of failed components covered under COMS contracted support, or replacement of components with normal and expected performance degredations over time (e.g. projector luminance output is expected to decrease over the life of the projector bringing it below VDS luminance thresholds)

C-3 Maintenance intercommunicatio ns system

Does a wireless comm system fulfill this requirement? 3.3.12.1.4 16-Aug-22 Use of wireless systems is not strictly prohibited but is not recommended since they incur security and reliability risks that must be addressed.

C-4 Scalability

1 - Does the integrated multi-ship requirement mean there is a need to interconnect multiple NSST trainers during the running of a scenario? If so, are there any specific trainer variants that will need to be interconnected and what is the maximum number of interconnected trainers or ownships that wil be required to satisfy this requirement?

2 - If connected trainers is required, will all trainers reside on the same network, or is there a requirement to interconnect trainers that reside on different networks as well?

1 - Yes, "every potential combination" means if a network has, as an example, one (1) NSST-3, one (1) NSST-4, and one (1) NSST-5, each permutation of integration shall work:

- All 3 independently operating

- NSST-3 and NSST 4 integrated and NSST-5 independent

- NSST-3 and NSST-5 integrated, and NSST-4 indpenedent

- NSST-4 and NSST-5 integrated, and NSST 3 independent

- All 3 operating in an integrated scenario 2 - Norfolk and San Diego have a separate network for the NSST-1s, Mayport has a separate network for the NSST-6, otherwise all trainers are on the same network.

C-11 Weapon Types

Will any ballistics data be provided as GFI? Which MK/MOD of these weapons will need to be simulated? Will GFI that provides information like weapons modes of operations (Rate of Fire, salvo size, ammunition types, muzzle elevation, training rates …etc.)

Weapon simulation needs to be delivered using publicly available information. Variables cited should be configurable.

Simulations need to support bridge team training related to basic weapon enagagement decisions, and provide visual feedback showing when engagements are occouring.

Engagement outcomes should be an operator decision so the training scenario supports the training objectives.

C-12 Engagement Orders Multiple questions have been asked about weapon engagement orders 3.1.3.2.14.2 19-Aug-22

The means of interface is not specified to allow flexibility and innovation in implementation. The system needs to support the participation of a Gun Liason Officer (GLO), Anti- Terrorism/Force Protection Officer (ATFPO), Bridge Tactical Action Officer (TAO), or equivalent type watchstander in training scenarios.

C-13 Warning Flare Is this a requirement for all NSST Variants (NSST 1-6)? Will a requirements description of student interface be provided (e.g. Control Panel, Haptic)?

Para 3.1.7.2 lists 19 ownship classes that may widely differ in physical control (e.g. LCS). Will a list of physical control criteria for Desktop SCC be provided? Is there an expecation that the Desktop SCC be reconfigurable to meet compatibility of all ownships listed in 3.1.7.2? Will this Desktop SCC be used to practice casualty response, if so which casualties?

The DSCC is required to be a non-ship specific console that is compatible with every ownship. Note: Indpendence and freedom classes are specified as "generic controls" since class unique training is provided through dedicated LCS trainers.

A GFS simulated radar will be provided for integration into the system and run on the radar consoles. GFS includes the 3.1.3.8 specified models and interfaces. This does not preclude or prohibit alternative simulated radars from also being run on the radar consoles, but only the GFS radars are specifically required. The Government will maintain configuration control and the development roadmap for the GFS radar simulation software.

C-22 Remote Optical Sight (ROS)

1. What is the Mk/Mod Electro-Optical Sensor Systems (EOSS) that will need to be modeled?

Specific Requirements

In DO1 Draft SOW (Para 3.2.1.2) there is a requiremet to deliver a NSST 5A, but in this paragraph NSST 5A is not listed as a NSST configuration requirement for Yokosuka. Can you explain why? Is Yokosuka NSST 5A in DO1 Draft SOW an interim delivery that in a future DO would then be upgraded to a NSST 5?

The Government is currently only interested in solutions that are actively conforming to this international standard. Regardless of product, Offerors must satisfy the requirement as written.

There is no prohibition on satisfying the requirement through a subcontractor.

E-2 NSST baseline 1 systems

Multiple questions were asked about the conformance of NSST baseline 1 systems to the draft requirements.

The Government's requirement is to deliver complete systems, devices, and technical data that conform to specified requirements regardless of existing system, device, and technical data conformance. The end result of this contract action must be systems, devices, and technical data that fully and completely conform to the specified requirements.

DO1 SOW 3.2.1.1.1 requires a re-host of software technology.

The Government may not be proposed as the source of this technology.

Multiple questions were asked about GFS and GFI (technical data)

The Government anticipates providing to the awardee any relevant NSST software items and technical data to which the Government has rights when it becomes available (but no earlier than award). GFS* and Government provided technical data will be provided without warranty of fitness or guarantee of conformance. Reuse of GFS* and technical data is optional.

Offerors shall not submit proposals dependent on the Government providing conforming GFS* or technical data.

(*With the exception of GFS specified in PRF 3.1.3.5.12.3, 3.1.3.8, & 3.1.3.9)
