PRF 210004 Appendix B paragraph B.3.1.4.1.3 IDS Luminance Dynamic Range specifies that the IDS shall provide a luminance dynamic range from 0.001 ft-L to no less than the IDS system minimum average surface luminance. IDS surface luminance for all three devices 2F174, 2F190, and 2F239 is specified in PRF paragraphs B.3.1.4.2.5, B.3.1.4.3.6, and B.3.1.4.4.6 to be not less than 7 ft-L. The combined requirements imply a projector native contrast of 7,000:1, which limits the selection of projectors to specific panel technologies, and which makes other projector panel technologies non-compliant, including the DLP projectors installed and operating on the current devices. Was the inclusion of this requirement intended to limit the selection of
PRF Requirements for Luminance Dynamic Range are obtainable as written and the Government does not intend to limit specific solutions. Refer to PRF Requirements B3.1.4.6 and B3.1.4.7.

7 CDRL
Deliverables
SOW 3.1.1.7.1 SOW 3.1.1.7.1 states “The contractor shall provide the contractually required documents, data, and information IAW the CDRLs via a site that meets current Federal Government, Navy, and NAWCTSD Information Assurance standards when a given CDRL requires such deliveries.
The agreed to means for delivery shall be determined by the IPT with final approval by the Government. The contractor shall notify the Government team via email upon each posting of new or changed contractual documents, data, and information. Only unclassified data shall be posted.”
Currently DoD SAFE is the only option;
however, in the future the government may change from DoD SAFE to different delivery method that has not been identified at this time.
Will transmission of Controlled Unclassified Information (CUI) via DoD SAFE.(SOW 3.1.2.14) meet this criteria?
8 CDRL
Deliverables
SOW 3.1.1.7.2 SOW 3.1.1.7.2 states “The contractor shall ensure that all data item deliverables are delivered without read-write restrictions and without password protection.
The DD Form 1423-1 for program CDRLs require many items to be delivered in Electronic Format on CD-ROM.”
If the contract includes DFAR 252.204-7012, the Contractor is required to comply with security requirements in National Institute of Standards and Technology (NIST) Special Publication (SP) 800–171 for ‘‘Protecting Controlled Unclassified Information (CUI) in Nonfederal Information
Updated SOW to read, "The contractor shall ensure that all data item deliverables are delivered without read-write restrictions, but will require password protection."
Systems and Organizations’. NIST SP 800-171 includes standard controls required for protection of CUI. Specifically, controls MP-4 and SC- 28 imply encryption is required for protecting CUI on optical discs based on the following criteria:
• MP-4 includes “Protect information system media until the media are destroyed or sanitized using approved equipment, techniques, procedures.”
• SC-28 includes “protection of information at rest”
Using disc encryption techniques would interfere with the requirement in SOW
3.1.1.7.2. How is the
Contractor expected to reconcile these requirements so that the Government’s objectives are achieved?
9 DD-254 SOW 3.1.2 Please supply a draft copy of the DD-254
Please see Amendment 1 to the RFP. The DD- 254 has been added as Attachment 8.
10 NIST
Compliance
SOW 3.1.2.3(b) SOW 3.1.2.3 (b) states “Within 30 days of the execution of the award for this SOW, the contractor shall provide notice of any security requirements specified by NIST SP 800-171 not implemented at the time of that award to the DoD CIO via email at osd.dibcsia@mail.mil.”
This appears to be extracted from an older version of DFARS 252.204-7012. That specific statement was amended with a change notice prior to the effective date in 2017.
That paragraph currently reads:
(ii)(A) The Contractor shall implement NIST SP 800-171, as soon as practical, but not later
Please see updated SOW language in Amendment 1 to the RFP. “The Contractor shall implement NIST SP 800-171, as soon as practical, but not later than December 31, 2017. For all contracts awarded prior to October 1, 2017, the Contractor shall notify the IPT ISSO or Deputy USMC ISSM via e-mail.”
than December 31, 2017. For all contracts awarded prior to October 1, 2017, the Contractor shall notify the DoD Chief Information Officer (CIO), via email…….
Since the TSC IV contract was awarded after October 1, 2017, should this language in the SOW be revised accordingly?
11 R&M predictions
SOW 3.2.3.14.2 SOW 3.2.3.14.2 Prior to CDR, the contractor shall develop R&M predictions for the trainer equipment to examine the probability that the R&M requirements in PRF 210004 will be met with the proposed design.
Since this is a modification effort, will the government be providing the existing baseline R&M prediction data for the legacy items that are not being modified so
Yes, the Reliability Prediction Report document (CH-53E TTU

that the new data can be merged with it to establish the overall trainer R&M predictions?
12 Encryption Specification 3.1.10.1.8 SPEC 3.1.10.1.8 Encryption requires cryptography that is FIPS 140-3 compliant.
It may take some time for FIPS 140-3 compliant commercial products to become readily available on the open market. Will there be any contingency directive if this becomes an issue?
At this time, we are not planning any contingencies.
