Section H.4 of Basic IDIQ
What’s the status of the waiver requests? If you’re a small business, does the small business have to request a waiver?
The waiver deadline has been extended to provide Teaming Arrangement Plan (if submitting a waiver request) 14 days after the release of the draft RFP. As a reminder Section H.4 of the basic states:
“(c) TDPC prime contractors may enter into contractual relationships with other TDPC prime contractors under the following circumstances without an express waiver:
(1) If the DO/TO is a LOT I competition, LOT II prime contractors not awarded LOT I contracts may subcontract to LOT I prime contractors.”
2
IDIQ Functional Area
The presentation slides indicated Content Conversion solicitation will be released on TDPC under functional areas 1 and 2 as well as Lots 1 and 2. Can you explain clarify?
The conflicting slide was an error. The functional area for the CC contract is Functional Area (FA) 2 LOT 1.
3
Ratings
From this presentation we see that you are dropping four ratings from Wave 1 CC what will that do to Wave 2 CC?
At this time, the Government is considering having Wave 2 Content Conversion (CC) absorb any ratings excluded from Wave 1; and the Government is currently determining the final ratings for each Wave.
4
Ratings Integration
Absent the contracting choreography, how will the integration among ratings be managed? IT vs. other ratings that have similar content…there is a lot of integrations among the ratings. Who will do that integration among the ratings? Will the Contractor be responsible for integration among the ratings or another entity?
Integration among ratings is to be determined.
After Session Q & A
1
Cost
Industry is wrestling with pricing. How we are going to price Sailor 2025?
The RFP inclusive of sections L&M will lay out the requirements and evaluation criteria. At that time, the offerors will be able to assess and develop its estimated cost.
2
Section H.4 of Basic IDIQ
Waivers only if it’s exclusive?
Rephrased questions: Will section H.4 waivers be required only if teaming on an exclusive basis?
No, follow the waiver process as outlined in section H.4 of the basic contract. They are required for exclusive and non-exclusive arrangements.
3

5
Knowledge Capture
Is there a potential for bias in the data collected during the Knowledge Capture (KC)?
The knowledge capture (KC) records authoritative references, sea stories, and lessons learned. There are typically 3-5 instructors at a KC. The KC is collaborative with more than one instructor. The group only goes with the consensus, so there is very little room for bias. The government goes on each KC trip to monitor this.
The Government Instructional Systems Designers (ISD) use existing curriculum that is being trained so there is very little room for bias. Any phase of the program is supervised by the government Instructional System Design (ISDs) person on site.
6
Section H.4 of Basic IDIQ
Follow up to waiver question. For the Lot 1 “prime” to “sub” to another “prime”. Would it be the “prime” or the “sub” that needs to submit the waiver?
The prime would submit the waiver or proposed teaming arrangement in accordance with section H.4 of the basic contract.
7
Organizational Conflicts of Interest (OCI)
If the company is bidding for Content Conversion (CC) should we not bid for Contractor Support Services (CSS) positions? Even though it’s TSD wide we can’t submit an Organizational Conflict of Interest (OCI) management plan?
The Government is in the process of looking to determine if a potential OCI exist. If so, this will be identified in the RFP.
8a
CPM/AIM/LOM
Looking at the requirements for CPM and AIM- is the Contractor going to be given access to CPM, AIM, and LOM for development? Or is it expected we will make them and give them back?

It is a business decision whether the Contractor needs familiarity training as it applies to MRTS 3D.There is a sole provider for MRTS 3D ™; however, coordination will be the responsibility of the Contractor and with the sole provider.

The existing limitations of AIM to store media files is not a factor in the development of courseware for the anticipated contract. Thus, that will not be a reason to limit the development based on AIM. When AIM is phased out, a COTS solution will be in place.
Will we be given access to test Contractor developed software content at NAWCTSD location?
Yes, after contract award, the offeror will be provided access to a NAWCTSD testing facility. The contractor completes their Contractor Preliminary Inspection (CPI) testing at the contractor’s facility. | Wouldn’t it be better to have a company with content expertise that can serve in the role of an LSI (Lead Systems Integrator) as opposed to picking an LSI? |
The requirements for LSI will be identified in the RFP SOW.
22
Government Contacts
