About this file

This is a Questions and Answers document (N61331-26-Q-KS17) addressing technical and operational requirements for lithium battery storage containers.

The buildings must comply with UFC 3-520-05 requirements for lithium battery storage. Containers require minimum exterior dimensions of 22' × 11'6" × 9'9" and interior dimensions of 20' × 10' × 7'6", with a mandatory four-hour fire-resistance wall rating. The design must accommodate various battery types and sizes that will change based on program needs and demand, with batteries primarily stored free-standing but designed to accommodate future rack-mounting. Handling will be performed via cart or hand carry. The containers must be capable of both storage and charging operations, though only one use case will occur at a time; however, flexibility is required to transition between storage-only and charging-only configurations as future needs evolve. A Dry Chem 21 LB pre-engineered dry chemical fire suppression system is required, UL and ULC Listed and FM Approved, equipped with fusible link detection for automatic actuation, manual pull station, remote annunciation means, nozzles for total flooding application, and an audible alarm. The system must ship with a full tank of suppressant. Additionally, the containers must include detection, ventilation, and fire department interface capabilities as outlined in the Brand Name or Equivalent specification. No simultaneous charging and storage is required operationally.

Questions and Answers N61331-26-Q-KS17

Question: Do these buildings need to meet UFC 3-520-05 requirements for lithium battery storage?

Answer: Yes, these buildings have to meet the UFC 3-520-05 requirements for lithium battery storage.

Question:

Container Size Flexibility

The referenced “brand name or equal” configuration appears to be a custom footprint. Would the end user be open to an alternate standard ISO format, such as a 40' L × 8' W container?

Answer: The container needs to be a minimum of 22’ x 11’6” x 9’9” for the exterior, and minimum of 20’ x 10’ x 7’6” for the interior. These dimensions are required for the proposed site location. A 40’L container would exceed our site restrictions.

Question: To confirm the required fire-resistance ratings.

Can you confirm whether the 4-hour wall rating is mandatory, or if a 2-hour enclosure would be acceptable?

Answer: The four (4) hour wall rating is mandatory.

Question: Battery Size and Handling Method, To properly engineer floor loading, ventilation, and charging layout, can you confirm: The battery type and size (weight, dimensions, chemistry)?

Answer: There are going to be various battery types and sizes that will be stored within the container.

We do not have the exact battery information as it changes based on programs and demand for storage location.

Question: Whether batteries will be palletized, rack-mounted, or free-standing?

Answer: Batteries will primarily be free-standing, but may need to accommodate rack-mounted in the future.

Question: Handling method (forklift, pallet jack, cart, etc.)?

Answer: Handling method of the batteries is typically cart, hand carried, etc.

Question: Whether simultaneous charging and storage will occur?

Answer: It will not require simultaneous charging and storage. However, the containers need to be able to provide for both as needs change; i.e. one for storage and one for charging may need to change in the future, to both for storage or vice versa.

Question: What will this container be used for?

Answer: Both need to be able to store and charge batteries, even though it will only conduct one use case at a time.

Question: Fire Suppression Expectation The specifications reference suppression features. Can you confirm whether the end user is expecting:

o Active suppression inside the container (dry chemical, clean agent, etc.), or o A containment-focused design with detection, ventilation, and fire department interface (FDC), leaving suppression to external response?

Answer: Dry Chem 21 LB is required: UL, ULC Listed and FM Approved Pre-Engineered Dry Chemical Fire Suppression System For Class A, B AND C Fires. Equipped With Means For Remote Annunciation. System Includes Fusible Link Detection For Automatic Actuation, Manual Pull Station, and Nozzle(s) For Total Flooding Application. Audible alarm included with system. Dry chemical systems ship with a full tank of suppressant.

It also needs to have the detection, ventilation, and fire department interface that is outlines in the Brand Name or Equivalent specification.
