As the photographer, determines the type of equipment to be used, coverage desired, and placement and setup of subject matter to be photographed. Frequently the RDT&E work cannot be repeated and there will only be one opportunity to photograph the test, event, or subject matter.

(ii) Administrative photography - The Contractor shall arrange groups and individuals for best artistic value for the purpose of photographing dedication ceremonies, news events, re-enlistment ceremonies, retirement ceremonies, and visitors. The Contractor shall perform passport and portrait photography in the studio utilizing backdrops, lighting, and camera most suited for coverage desired. Because administrative photography is frequently required on short notice personnel and equipment must be maintained in a state of readiness with no lost time for loading cameras, replacing batteries, etc.

(d) Graphics and Imaging Overtime Requirement

(1) Use of overtime may be allowable on a case-by-case basis. To the maximum extent practicable, the Contractor will request and receive PCO approval before execution of overtime. In the event that time/circumstances do not allow for advance approval, the Contractor will immediately notify the PCO by the next business day for concurrence. If the PCO determines that overtime could have been avoided, was excessive, or was wholly unnecessary, the Government will not authorize billing for the overtime and the Contractor shall absorb the labor costs. In addition, should the Contractor fail to notify the PCO of unplanned overtime by the next business day, the Contractor automatically forfeits the right to invoice for any overtime, unless every reasonable attempt to notify the PCO was made but was unsuccessful (i.e., loss of electrical power).

This functional area supports the operation of a Navy Telecommunications center (i.e., transmission, receipt, acceptance, processing, and distribution of incoming and outgoing organizational message traffic). Performance of this effort shall require a North Atlantic Treaty Organization (NATO) briefing.
