Several Questions have been raised concerning this solicitation. See below for the questions and aswers.

1) Page 3, Item 0001, of the solicitation Supplies / Services states “Pickup and return for Limited Technical Inspection (LTI) of up to 70 Evinrude (250HP) Gen I and II Outboard Motors located at Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS), in accordance with the SOW contained in the section 1.0.” This CDRL seems to only ask for the cost to pickup and return up to 70 outboard engines for the Limited Technical Inspection (LTI). Please clarify the intent of the CDRL.

1) Answer: Contract says: “Contractor shall pick up and return OBMs to Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS), VA in lots of up to five (5) each and possibly in multiple lots.”

This sentence means to say: “contractor shall pick up, inspect, provide a quote, refurbish and repair the engines and then return the engines.”

CDRL A001 pertains to the Inspection and repair estimate/LTI report preparation. In order to perform CDRL A001, Contractor shall pick up the engines in lots of 5 to 10 engines, inspect the engines and provide a repair estimate (AKA Limited Technical Inspection Report).

2) Page 3, Item 0001, of the solicitation Supplies / Services states “Pickup and return for Limited Technical Inspection (LTI) of up to 70 Evinrude (250HP) Gen I and II Outboard Motors located at Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS), in accordance with the SOW contained in the section 1.0.” Can someone provide the quantity of the GEN I and GEN II engines which comprises the LOT of 70 engines?

2) Answer: JEB-LCFS has about a total of 78 engines, 34 GEN1s and 44 GEN2s. There will likely be 5-10 engines to be repaired at one time, it depends on the capability of the Contractor. This does not mean all 78 engines have to be repaired at once, up to 78 can be repaired, but it is likely that 15-20 engines will be repaired per FY.

3) Page 3, Item 0001, of the solicitation Supplies / Services states “Pickup and return for Limited Technical Inspection (LTI) of up to 70 Evinrude (250HP) Gen I and II Outboard Motors located at Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS), in accordance with the SOW contained in the section 1.0.” Can a serial number for a GEN I and a GEN II be provided to ensure estimates are accurate?

3) Answer: The serial numbers are not known at this time. However, Serial numbers will be on the delivery order that will be provided to the Contractor so that Contractor can go and pick up the engines. Contractor should use the serial number to identify the engines and associate the LTI report applicable to the engine.

4) Attachment 1, Statement of Work, 1.0 Scope, states pickup and return OBMs to JEBLCFS in lots up to five (5) each and possibly in multiple lots. Is the contractor to assume we will pickup lots of five (5) OBMs at a time or only one (1) at a time? This will cause the cost to fluctuate depending on the number of trips required to pick up and return 70 OBMs. Please clarify.

4) Contractor’s should have the capability of transporting at least 5 engines at one time since the NWS Unit will have at least 5 engines to be repaired. If the NSW Unit has 10 engines to be repaired, Contractor has the right to pick up and repair only 5 engines at one time; however, Contractor is welcomed to pick up all 10 and repair all 10 at one time if the Contractor desires. NSW Unit may have between 5 to 10 engines to be repaired at one time. Contractor has the right to repair just 5 engines at one time and wait for the NSW Unit to have another 5 the next time. Or the Contractor can pick up all the 5 to 10 engines, provide and inspection quote (repair estimate or LTI report), and then refurbish and repair them once the Contracting Officer issues a Delivery Order for the repairs.

5) Attachment 1, Statement of Work, 3.1 Inspection (CDRL A001) details the inspection and LTI report for each engine and the cost estimate to correct any deficiencies discovered. Where is the pricing for the LTI to be included in the CDRLs.

5- Answer: LTI Report should only pertain to the repair cost which is in addition to the inspection and refurbishment costs. LTI Report should include the cost of the Bombardier (BRP) repair parts and repair labor. The costs of inspection and refurbishment are indicated on the contract and are separate from the repair cost. LTI Report should not include the inspection and refurbishment cost at all whether material or labor, since the inspection and refurbishment costs are fixed costs.

6) Attachment 1, Statement of Work, 3.3, Operational Testing is specified as taking place at JEBLCFS. Can this testing take place at the Contractor’s facility?

6- Answer: Contractor will have to prove to the NSW Unit that the engine works properly. The only way to do this is to test the engine at JEBLCFS.

7) Page 3, Item 0002, of the solicitation Supplies / Services states “After authorization, refurbish up to 70 outboard motors in accordance with the Statement of Work (SOW) located in the section 3.2 of addendum to 52.212-4.” Paragraph 3.2 makes no reference to addendum 52.212-4. Please clarify.

7- Answer: Should read only the Statement of Work paragraph reverence only, omit the addendum 52.212-4.
