ADDENDUM TO 52.212-2 -- EVALUATION--COMMERCIAL ITEMS (OCT 2014)

ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Evaluation Factors:

Factor 1 - Evinrude Certification Factor 2 - Past Performance Factor 32 - Price

Factors 1 and 2 , 2 and 3 are equal in importance.

Evaluation Rating

The Government will evaluate the proposal for whether or not the proposal met the requirements as specified in 52.212-, Instructions to Offerors—Commercial Items and Addendum to 52.212-1. Factor 1 will be evaluated on an “Acceptable” or “Unacceptable” basis as shown in Table 1.

Table 1: Factor 1 (Evinrude Certification) Acceptable/Unacceptable Ratings

RATING
DESCRIPTION
Acceptable
Proposal clearly meets the minimum requirements of the solicitation
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation

Factor 2 will be evaluated on an “Acceptable” or “Unacceptable” basis as shown in Table 2.

Table 2: Factor 2 (Past Performance) Acceptable/Unacceptable Ratings

RATING
DESCRIPTION
Acceptable
Based on the offeror’s past performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s past performance record is unknown
Unacceptable
Based on the offeror’s past performance record, the Government has no reasonable expecttion that the offeror will be able to successfully perform the required effort.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Factor 3 Price:

1. The Government will derive the evaluated price by adding the total amount of all proposed CLINS.

2. This effort is firm-fixed price. As a result, the risk of price escalation is on the Contractor and not the Government. Therefore, the Government will not conduct a price realism analysis

3. The Government will only evaluate the proposed price for reasonableness.

4. The Government anticipates adequate price competition and adequate picing competgition establishes reasonableness. However, the Government reserves the right to use other methods to determine reasonableness, but is not obligated to do so.

5. The Government may reject a price proposal if it is materially unbalanced between line items

Basis of Award:

Award will be on the basis of the lowest evaluated price proposals meeting or exceeding the acceptability standards for non-price factors.
