SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

QUESTION 1:

Contractor Question: Contractor would like to request extension until 9/22/2022 to submit proposals. The current 08 September 2022 submittal date follows the Labor Day holiday weekend, which reduces the productive time available to provide an adequate proposal.

Government Answer: Per RFP Amendment No. 0002, the RFP closing date/time has been extended to 12 SEP 2022, 1400 (Pacific).

QUESTION 2:

Contractor Question:

In regards to the entire solicitation:

• Will the Gov’t accomplish the requirements of installing cofferdams under LSI 009-77SW?

• Will the Gov’t allow the contractor to use Ships Force’s Power and Air as needed in order to reduce cost?

• Will the Gov’t allow the contractor to use Ships Force’s guest restroom in order to reduce cost?

Contractor request a two-week extension in order allow sub-contractors to provide an accurate pricing quote for all the requirements listed

Government Answer:

1. The Government will execute the installation of Cofferdam, when required, in accordance with paragraph C.2.18 of the Statement of Work.

2. The Contractor shall follow the requirements of paragraph C.2.18.1 of the Statement of Work and applicable references when a cofferdam is required.

3. The Contractor cannot use the ship’s power and air during the execution of the contract/delivery orders. Refer to paragraph C.2.4 and C.2.4.1 of the Statement of Work.

4. The Contractor cannot use any services on the ship during the execution of the contract/delivery orders. Refer to paragraph C.2.4 and C.2.4.1 of the Statement of Work.

5. RFP closing date/time is 12 SEP 2022, 1400 (Pacific).

QUESTION 3:

Contractor Question:

Background Section L, Paragraph 5.0 Past Performance (Factor 2) requires “Offerors shall provide Past Performance Questionnaires to their customers including the Department of Defense customers, for completion (Attachment S-1) for up to five (5) ship repair availabilities within the last three (3) years of this RFP’s proposal due date involving same or similar efforts.”

In our experience, the majority of the work directly relevant to the SOW in this Solicitation, over the last three (3) years, has been bid and awarded by SWRMC as individual RFQs/contracts. This work would not be eligible for consideration as a valid Past Performance citation under this RFP.

Question Will SWRMC allow use of individual RFQ/contracts, solicited and awarded by SWRMC over the last three (3) years, to be considered as valid citations for the Past Performance requirement under this RFP?

N5523622R0015

Government Answer: An offeror can submit information on individual purchase orders and contracts awarded by SWRMC over the last three (3) years for past performance evaluation. The Contracting Office will review the past performance information for relevancy in accordance with the RFP, Section M, para 3.2.3.(ii) RELEVANCY.

QUESTION 4:

Contractor Question: Sect L Para 2.0 does not provide the number of hard copies or electronic copies for the Past Performance Volume. Can the government provide the details for number of hard copies and electronic copies for the Past Performance Volume?

Government Answer: One (1) original on paper and One (1) electronic copy on CD-ROM.

QUESTION 5:

Contractor Question:

Background The government response to question 2, under amendment 002, establishes a 15-page limit for Past Performance, Section 5.

Question Will SWRMC allow a 2-page introduction for Past Performance, Section 5, in addition to the 15-page limit established for PPQ Parts I, II and III?

Government Answer: The Government will not allow for a 2-page introduction for Past Performance, Section 5, in addition to the 15-page limit established for PPQ Parts I, II and III.
