The following have been modified:
PROPOSAL PREPARATION INSTRUCTIONS
1.0 INTRODUCTION
This solicitation package is a Request for Proposals (RFP) that will result in the award of one Firm-Fixed Price (FFP) contract. The award will be comprised of one (1) responsible awardee (contractor) to prepare for and accomplish the LCU 1665 as outlined in Section C of this RFP. Thus, the Government anticipates awarding one (1) contract through the best value trade-off process (IAW FAR 15.101-1).
This RFP shall be competed as a total small business set-aside. The NAICS Code for the RFP is 336611 Shipbuilding and Repair, and the small business size standard is 1,250 employees.
ALL INQUIRIES shall be directed to Lisa DeBolt, Contract Specialist, at 619-850-3525, lisa.debolt@navy.mil and Roderick Rioveros, Contracting Officer, at 619-556-2309, roderick.rioveros@navy.mil. To ensure the Government is able to adequately address and respond to an Offeror’s Request for Pre-Proposal Information via a RFP amendment, questions shall be submitted no later than three (3) calendar days prior to the RFP’s posted closing date time, up until the end of the business day. Requests or questions will be answered in writing and provided to all Offerors prior to the required date for submittal of proposals. Although every effort will be made, the Government makes no guarantee that all questions received within the allotted timeframe will be answered. Offeror’s questions that are answered will be addressed in subsequent amendments to the RFP and will be posted to Beta Sam at www.beta.sam.gov. All Requests for Pre-Proposal Information should reference the applicable RFP and/or specification page and paragraph number and be submitted on the Request for Specification Clarification Form (Attachment S-2) provided with this RFP. Offerors should not expect proposal due dates to be extended in response to questions submitted after the question due date.

All copies of the proposals (Volumes I, II, and III, if applicable) shall be submitted to the PCO at the address below no later than the RFP closing date and time as stated on page 1, Block 9, of the RFP.

Alteration of RFP: Offerors shall respond to the RFP as posted. Offerors who alter the RFP (except for completing appropriate “fill-in” blocks and certifications) may be considered non-responsive and thus ineligible for award.
The Government will not entertain alternate proposals. If the Offeror (1) fails or refuses to assent to any of the terms and conditions of this RFP; (2) proposes additional terms or conditions; (3) fails to submit any of the information required by this paragraph 2.0; or (4) fails to provide written acknowledgement of all amendments issued, then the Government will consider the offer to be unacceptable and ineligible for contract award.
Proposal Information: Offerors shall not presume the Government has knowledge outside of information provided in the Offeror’s proposal. Additionally, Offerors are advised that statements such as: “the Offeror understands”, “the Offeror has a long history of outstanding support”, “standard procedures shall be used”, “well known techniques shall be employed” or any paraphrasing of the RFP, shall be considered inadequate to demonstrate experience, knowledge of, or compliance with RFP requirements. Offerors are encouraged to provide specific and concise information to validate all assertions.
Amendments: The Government may revise the RFP at any time by means of an Amendment. It is an Offeror’s responsibility to ensure it is accessing the FBO website to view potential amendments and procurement notifications for this RFP.
Teaming Arrangements (if applicable): Proposals must be submitted by one (1) prime contractor. To be evaluated as a Joint Venture (JV), Offerors must provide a notarized JV agreement (with the price proposal) delineating roles and responsibilities for all proposed work.

Text shall be Times New Roman with a minimum font size of 12. Each side of the page will count as one “page”. Any type contained on graphics page shall not be smaller than 10-point font.

The Government shall seek relevant performance information on all Offerors based on the past and present efforts provided by the Offeror and data independently obtained from other government and commercial sources. In the investigation of an Offeror’s past performance, the Government reserves the right to contact former customers and Government agencies and other private and public sources of information. The Government will also assess the role that subcontractors have played in contributing to an Offeror’s success and/or failure and to what extent subcontractor’s performance has contributed to an Offeror’s past performance evaluation.

The Offeror is to ensure that all reference information is up to date (can be reached at the telephone number and e-mail address listed on the RIS) and that each reference will cooperate.

The QMS must be submitted to the Government prior to the RFP’s closing date and time to demonstrate the Offeror’s capability to be fully compliant with contract performance requirements and to satisfy the Government’s determination of contractor responsibility. Offerors are strongly encouraged to submit the QMS as soon as possible to give the SWRMC QA Department ample time to review and approve the QMS to ensure no delay in contractor eligibility to perform the contract. Point of contact regarding this requirement is SWRMC_qa_c132@navy.mil
