Question #10: Items A010, B010, C010, D010, E010. It is noted that the CLIN is for fabrication only. The ELIN does not include removal or installation. Please correct / clarify.

1. The Sub-ELINs under ELINs under A010, B010, C010, D010, and E010 are for materials that shall be repaired or replaced during the fabrication/installation services that are not included in any other ELINs.

2. The applicable Sub-ELINs and the quantity per Sub-ELIN will be identified during the shipcheck between the

Contractor(s) and the Government.

3. Example: Removal and replacement of Ventilation ducting under ELIN A001AE is called out. During the shipcheck, it was identified that the ducting brackets are corroded and have to be replaced. Sub-ELIN A010AJ will be included in the scope for the total length of brackets to be replaced.

Question #11: Items A011, B011, C011, D011, E011: It is noted that the ELIN is for inclined ladders only. There does not appear to be an opportunity to price vertical ladders. It is also noted that the ELIN inclined ladders are priced as EA instead of LF. The specialty manufactured incline ladders are priced per liner foot. It is noted that safety rails in the same ELIN are priced per LF. Please correct / clarify.

1. Removal and replacement of “Vertical Ladders” shall not be included in this contract.

2. Unit of Issue (U/I) for ELINs A011, B011, C011, D011, and E011 shall be changed:

From: “EA” (Each)

To: “LF” (Linear Foot)

3. For Inclined Ladders under ELINs A011, B011, C011, D011, and E011, the KTR shall submit the proposal for the Estimated Price per Unit Issue based on the LF (Linear Foot) listed in No. 1 above.

Question #12: Section L Para 3.0 b. requires the SF33 proposal and CLIN page to be submitted in Excel format.

Please correct to Adobe Acrobat .pdf format.

The SF33 proposal and CLIN page (Section B) are to be submitted in Adobe Acrobat pdf format and not Microsoft

Excel 2013 format. Section L, para 3.0 (b) has been revised in this amendment, see enclosed.

Question #13: SF33 block 9 and Section L Para 3.0 f. proposal due date is 04 SEP 2020. Request extension of due date to 18 SEP 2020 to permit adequate lead time for ELIN additions, dimensions, quantity and unit of issue corrections and offeror consideration.

RFP closing date will be extended from 04 September 2020 to 18 September 2020 (2:00 p.m. PST).

Question #14: Section B CLIN 1, Exhibits A-E, Items A011, B011, C011, D011, E011. It is noted that the ELIN is for inclined ladders only, there does not appear to be opportunity to price vertical ladders. Vertical ladders (GRP, steel, or aluminum) are manufactured in 12-foot sections. Vertical ladders are required to be cut to size by the contractor and installed in accordance with the solicitation. Please update the ELIN or provide new ELIN for vertical ladders in manufactured in GRP, Steel and Aluminum in 12 LF sections.

1. Vertical ladders shall not be included in this contract.

Question #15: Items A019, B019, C019, D019, E019: The ELIN requires marine chemist certification for compartment(s) and for piping system(s). With few exceptions, the marine chemist is required on day one with competent person renewal certification thereafter as needed. Recommend the A019 ELINS (1) clarify the price is

PER Compartment and PER Piping System, (2) ELINS price the marine chemist per day and (3) add ELINs to price the competent person renewal certification per day(s) as required by the PWS. Please correct / clarify.

1. Subject specifications will not be revised.

2. There are separate ELINs for “Certification of Compartment” and for “Certification of Piping” that should be priced separately.

3. The Unit of Issue of the ELIN clearly states that the proposal will be per compartment or per piping system.

4. Certification of Compartments and/or Piping systems are required only when there is actual hot work to be performed.

5. The Contractor shall submit an Estimated Price per Unit Issue based on the projected duration of hot work and the cost of Initial Certification and the subsequent renewal of certification combined.

Question #16: Items A022, B022, C022, D022, E022: ELINS A022 AA etc, requires prices for Rolling Scaffolding.

A022AB is for Fixed Scaffolding. It appears that A022AC etc. should be for Hanging Scaffolding. It is also recommended that the estimated quantity be increased to 500 HR consistent with the sister ELINS. Please correct / clarify.

1. The Description of ELINs A022AC, B022AC, C022AC, D022AC, and E022AC shall be changed:

From: “ROLLING SCAFFOLDING”

To: “HANGING SCAFFOLDING”

2. The estimated quantity of ELIN A022AC, B022AC, C022AC, D022AC and E022AC will not be revised.

3. The “100” is only an “ESTIMATE” of the quantity of Scaffolding ELIN that may be required for the entire year.

This figure is not the maximum amount that can be put on contract for the entire year. The figure can be exceeded as necessary to meet the requirement of the contract.

Question #17: Items A022, B022, C022, D022, E022: ELIN A022 and sub ELINS include supplies and services but do not include shrink wrapping as materials and services. (1) Recommend ELINs A022AA, AB and AC be priced in five (5) foot tall sections instead of Hours; (2) Recommend add Shrink wrapping ELIN when required by the solicitation and resulting delivery order priced per linear foot. Recommend add ELIN 022AD etc. for Shrink

Wrapping per LF. Please correct / clarify.

1. The Description of ELINs A022, B022, C022, D022, and E022 shall be changed to insert “including shrink wrap” before “in support’.

“SCAFFOLDING SERVICES. Provide labor, services, equipment, and materials for the erection, offload, certification, dismantle and offload of scaffolding, including shrink wrap, in support of sheetmetal services in accordance with the statement of work.”

2. The Description of ELINs A022AC, B022AC, C022AC, D022AC, and E022AC shall be changed:

From: “ROLLING SCAFFOLDING”

To: “HANGING SCAFFOLDING”

3. The KTR shall submit the proposal for the Estimated Price per Unit Issue based on the type of scaffolding for the

ELINs listed in No. 2 above.

4. New ELIN A022AD, B022AD, C022AD, D022AD, and E022AD are included to provide coverage for the shrink wrap necessary in the performance of the Sheetmetal services contract. Unit of Issue, SF (Square Foot).

Question #18: Scaffolding Items A022, B022, C022, D022, E022: ELIN does not provide opportunity to price daily inspection for the duration of the services. Recommend add ELIN A022AE etc. for daily inspection services by a certified inspector. Please correct / clarify.

1. The subject ELINs will not be revised.

2. The description of the ELIN clearly states that the daily certification of the Scaffolding shall be included in the price proposal.

3. The quantity of hours for this ELIN (in the RFP Scope Sheet) will be agreed upon by the Contractor(s) and the

Government during the shipcheck.

Question #19: Items A020, B020, C020, D020, E020: ELIN that requires labor, services, equipment, and materials for the submission, processing, approval, and completion of PCP and NDT tests is priced in hours. The estimated number of hours does not appear to adequately reflect existing conditions typically evaluated during shipcheck.

Recommend ELIN be priced in lots to substantiate the balance of services, equipment and materials as required by the PWS. Please correct / clarify.

2. The “10” and “50” figures are only an “ESTIMATE” of the quantity of hours that will be spent in the performance of the PCP and NDT for the entire year. This figure is not the maximum amount that can be put on contract for the entire year. The figure can be exceeded as necessary to meet the requirement of the contract.

3. The quantity of hours for the ELIN listed in No.1 above (in the RFP Scope Sheet) shall be agreed upon by the

Question #20: Items A024, B024, C024, D024, E024: ELIN does not provide a minimum order quantity which would result in extraordinary unbalanced pricing for the first gallon. ELIN does not sufficiently define who opens/closes, blanks, gas free tests, paint disturbed areas, pull blank and test tank. Please clarify.

1. Description of ELINs A024, B024, C024, D024, and E024 clearly states the purpose of this ELIN is to support

Sheetmetal services contract. This ELIN is not for emptying, cleaning, and gas free of tanks or voids.

2. This ELIN provides coverage for any type liquid that will be drained or produced during the performance of

Sheemetal services, most likely piping system repairs.

3. The quantity of gallons for the ELIN listed in No.1 above (in the RFP Scope Sheet) shall be agreed upon by the

Question #21: Items A014, B014, C014, D014, E014: ELIN A014 Piping Services includes a wide range of materials and sizes but is not adequately well defined to establish price inclusion, material applicability, pricing variances relevant to pipe sizes and the responsibility for supporting services. The sub ELIN labels do not adequately establish when pricing is required for steel, aluminum and copper nickel material. It is unclear why stainless steel is identified as a material. The sub ELINs (for all ordering periods A-E) AD and AH represent place holders for pricing 3”-4” pipe and 4”-6” pipe. Those are significant differences to be ceiling priced in two items.

The ELIN does not specifically include services such as gas free, certifications, PCP chlorination and cleaning, clean and flush, hydro testing. If the unspecified services are to be included in ELIN 0025 Over and Above labor and material the pools in that ELIN may not be adequate for the work normally associated with piping. Please correct / clarify.

2. The descriptions of the ELINs A014, B014, C014, D014, and E014, including Sub-ELINs, clearly state that all labor, services, equipment and materials are included in the price proposal.

3. Gas Free services are covered under ELINs A019, B019, C019, D019, and E019.

4. NAVSEA Standard Items, a reference in the SOW, provides the requirements for cleaning, flushing of pipes after repairs. These requirements shall be included in the price proposal.

5. The Contractor shall submit a proposal for the Estimated Price per Unit Issue based on the description of the

ELIN.

6. The quantity for the ELIN listed in No.1 and No. 3 above (in the RFP Scope Sheet) shall be agreed upon by the

Question #22: Items A018, B018, C018, D018, E018: WELDING, BRAZING, CUTTING, AND MACHINING

SERVICES ELIN 018 is inherently variable based upon conditions found, number of weld passes, price of materials to be fit and welded, shipfitter services and location on board ship. If for example the anticipated unit price is per weld pass the estimated quantity per year may not be adequate. It is unclear how the replacement material costs and fitting is included in the ELIN pricing. Please correct / clarify.

1. The descriptions of ELINs A018, B018, C018, D018, E018 and the SOW clearly state that all labor, services, equipment and materials required to perform the sheetmetal services will be included in the price proposal.

2. The location of the work, type of work, type of materials will be discussed during the shipcheck between the

Contractor(s) and the Government.

3. The number of “weld passes” for welding/brazing will determine the quantity of LF to be included in the scope.

4. The quantity of HR and LF for the ELIN listed in No.1 above (in the RFP Scope Sheet) shall be agreed upon by the Contractor(s) and the Government during the shipcheck.

Question #23: PAINTING, PRESERVATION, POWDERCOAT, AND DECK COVERING SYSTEM SERVICES

Items A021, B021, C021, D021, E021: The ELIN (all years) is priced per square foot. The offered prices however will need to consider compartment characteristics that will require differing degrees of containment, ventilation and support services. Small areas will bear disproportionate cost burdens compared with larger areas. Access and adjoining spaces will impact pricing. It is unclear if the supporting supplies and services are to be incorporated in the square foot pricing or moved to the ELIN 025. If expected to be covered as Over and Above work the ELIN 025 pools may not be adequate. Please correct / clarify.

1. The descriptions of ELINs A021, B021, C021, D021, E021 and the SOW clearly state that all labor, services, equipment and materials required to perform the painting, preservation, powdercoat, and deck covering system services in support of the sheetmetal services will be included in the price proposal.

2. The location of the work, type of work, type of materials, and type painting, preservation, powdercoat, and deck covering system will be discussed during the shipcheck between the Contractor(s) and the Government.

3. The quantity of SF (Square Foot surface area) for the ELIN listed in No.1 above (in the RFP Scope Sheet) shall be agreed upon by the Contractor(s) and the Government during the shipcheck.

Question #24: B-231-H002 WORKSITE TRAVEL COSTS (NAVSEA) (OCT 2018): The IDIQ anticipates FFP delivery orders. Contractor travel costs are not reimbursable under the contract. Onsite work may be for partial shifts for all or some of the prime and subcontractor staff included within the FFP. The intent of the clause is unclear. Please clarify applicability, if any.

Travel costs are not reimbursable under this contract.

Question #25: A004, B004, C004, D004, E004, VENTILATION DUCTING TERMINALS AND/OR

DIFFUSERS: ELIN is not specific with regard to terminal and diffuser types. The multiple type (current IDIQ

ELIN 0008) include Type "E" (CRES) 3 inch thru 12 inch, Type "E" (CRES) 13 and banded, Type "E" (CRES) 17 and banded, Type "E" (CRES) flared with screen, 3 inch thru 12 inch, Type "E" (CRES) flared with screen, 13 inch and over banded, Rectangular (OVRHD) diffuser, 6 by 6 inch thru 12 by 12 inch, Rectangular (OVRHD) diffuser, exceeds 12 by 12 inch, Bellmouth Terminal 6 inch to 18 inch (Aluminum), Bellmouth Terminal 6 inch to 18 inch

(Steel Galvanized), Bellmouth Terminal 6 inch to 18 inch (Stainless Steel), Circular Diffusing Terminal for A/C

Systems 3 1/2 inch thru 12 inch. The Type E CRES 17 and banded are typically multiple times higher unit prices than the least cost Rectangular, Bellmouth and Circular Diffuser. Please clarify whether any items are not included in ELIN 0004 and confirm that offeror is expected to consider highest unit price “ceiling” unit price in offer.

Contractor shall base their proposals for ELINs A004, B004, C004, D004, and E004 on the Type E CRES 17 material and the dimension stated in the description.
