AMENDMENT 0002
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The purpose of this Amendment is as follows:
a. Amend Attachment 5 – the quantities column has been revised;
b. Amend Attachment 6 to include NAVSEA Clause L-215-H004; and
c. Address requests for specification clarification as follows:
1. QUESTION
a. Contractor Question
Does the Government have a recommended format or template that it would prefer bidders to use with the submittal?
b. Government Response
No. The Government does not have a specific template. Please follow FAR 52.212-1: Instructions to Offerors, Commercial Items, contained in the combined synopsis solicitation notice.
2. QUESTION
Are there requirements regarding COVID19 precautions that need to be factored in while making a bid?
The Government seeks an in-person classroom setting; at this point the Government is not considering distance learning.
In the COVID-19 environment, the Government will provide a classroom that will allow social distancing.
The vendor should ensure everyday sanitary practices by encouraging hand hygiene, like breaking once an hour for washroom breaks, and monitoring absences due to illness, communicating this status to the training office once per day.
3. QUESTION
Does the Government intend to evaluate bids and select a winner or is this more of a survey/inquiry/sources sought?
The Government intends to evaluate quotes and award a contract.
4. QUESTION
Regarding clarification as to pricing. Does the Government want us (Contractors) to price out one course only for each course offering? The Courses in the SOW Section 6 page 8 indicate they may run 3 or 4 times per fiscal year.
Please price for the total number of courses for each year. All courses are offered four (4) times a year except Course #4, which is offered three (3) times a year. Please see attached on beta.SAM the revised Attachment 5 – pricing.
5. QUESTION
In the excel spreadsheet item A18 it refers to a “See Exhibit A, Item A001”. I cannot locate an Exhibit A. Can you help me locate that reference?
The reference to Exhibit A, Item A001, has been changed to Attachment 2 – CDRL. The revised Attachment 5 – Pricing has been uploaded into beta.SAM.
6. QUESTION
Referring to Section 4.0 in the SOW, am I to assume that the described deliverables must be submitted (on CD or DVD) along with the bid documents by July 17, 2020 at 11:00 a.m. PST?
The described deliverables described in Section 4.0 of the Statement of Work are not to be submitted with the bid documents by July 17, 2020 at 11:00 a.m. PST. The deliverables will be delivered by the contract awardee.
7. QUESTION
Can the Government please shed some light on what is needed from bidders regarding attachment 2 and 6?
The vendor does not need to provide anything in Attachment 6. The purpose of Attachment 6 is for vendors to see those various NAVSEA clauses in full text.
As for Attachment 2 (CDRL), the Government has amended Attachment 6 to include the below NAVSEA clause (L-215-
H004) This clause contains instructions on how to fill out and submit Attachment 2 (CDRL).
L-215-H004 INSTRUCTIONS FOR PRICING OF CONTRACT DATA REQUIREMENTS LIST (NAVSEA) (OCT 2018)
(a) The Offeror shall complete the “Price Group” (Block 17) and “Estimated Total Price” (Block 18) of each data item on the Contract Data
Requirements List (CDRL) of this solicitation using the following instructions:
(1) Block 17. Use the specified price group defined below in developing estimated prices for each data item on the DD Form 1423:
(a) Group I. Definition – Data which is not otherwise essential to the offeror’s performance of the primary contracted effort
(production, development, testing, and administration) but which is required by DD Form 1423.
(i) Estimated Price – Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.
(b) Group II. Definition – Data which is essential to the performance of the primary contracted effort but the offeror is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
(i) Estimated Price – Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.
(c) Group III. Definition – Data which the offeror must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
(i) Estimated Price – Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data items to the Government.
(d) Group IV. Definition – Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.
(i) Estimated Price – Group IV items should normally be shown on the DD Form 1423 at no cost.
(2) Block 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data. The estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The entry “N/C” for “no charge” will be acceptable. The estimated price shall not include any amount for rights in data. The Government’s rights to use the data shall be governed by the pertinent provisions of the contract.
