Project Manager Job Certification Requirement (JCR)

3.0 TECHNICAL REQUIREMENTS

3.1 General Requirements. The contractor shall present (5) Courses of Instruction (COIs) that include the following requirements applicable to all COIs:

3.1.1 All COI Trainers/Instructors shall be Project Management Institute (PMI) certified with a minimum of ten (10) years of experience managing projects, preferably in the Government sector.

3.1.2 All COIs shall be based on the Project Management Body of Knowledge (PMBOK) (current version) 5th or 6th ed?.

3.1.3 All COI’s shall be relevant to internationally recognized and accepted project management standards (ref a.), and shall be tailored to incorporate concepts noted in those standards to SWRMC’s defined project management architecture, assets and processes (ref. b and c.).

3.1.4 All COI’s shall use a combination of first-person instruction and group facilitation to reinforced individual and team-based learning. All COIs shall include in-class practical assignments or case studies to reinforce the concepts presented in the COI and shall be interactive and hands-on. All COIs shall provide sufficient training materials, e.g., easels, flip charts, marking pens, masking tape, self-stick notes, etc. to support the maximum number of students identified. In addition, all COIs shall be presented in a Government-provided classroom environment, on a schedule provided by the Government.

3.1.5 Course #1, Project Management Foundations Course (PMFC) COI (3.2.2), and Course #5, Advanced Project Management Course (APMC) (3.2.6), require a dynamic Computer Simulation as follows:

3.1.5.1 The contractor shall provide a computer simulation environment that will supplement the COI by enabling student’s project teams to input instructor-provided data and team-based decisions with respect to the project management simulation assignments. The simulation environment will present the student teams with unplanned variables, which will require resolution before the simulated project can be completed. Each variable presented will offer a range of potential solutions, the full impact of which will be unknown until a solution is chosen and implemented. The project simulation software shall provide accurate, time-based feedback that reflects how each student team’s decisions impact the cost, schedule and performance of the in-class simulated management projects relevant to the COI presented.

3.1.5.2 The contractor shall provide a minimum of four (4) computer simulations systems (computer, display, keyboard, mouse, project simulation software; printer and necessary cabling) for in-classroom support of the COI. Each computer system shall support a minimum of four (4) students.

3.1.5.3 Prior to each class event, the contractor shall deliver, install, test, and operate the computer simulation systems in the Government provided classroom. The computer simulation systems shall not be connected to existing SWRMC (NMCI) or Government networks.

3.1.5.4 Following completion of each class, the contractor shall remove the computer simulation systems at the end of the final class day.

3.1.5.5 The contractor shall provide computer simulation scenarios for execution of a project that will stress all areas of Project management, from project inception through close out, and cover each of the five PMBOK process groups. The scenario will exercise a team approach to flex the student team’s ability to execute all phases and activities of basic project management, including Initiation, Planning, Executing, Monitoring and Controlling, and Closing; incorporate active resourcing of personnel, materials and time through a multifaceted execution of functional areas; include dynamic code which introduces “unknowns” to the student team’s execution efforts; shall display projects results and status to demonstrate impacts of student team decisions upon the scenario: flex the team’s ability to negotiate both schedule and resource allocations, and make modifications based on choices made by the project manager and team; scenarios shall present student teams with variables which, previously unknown to the student team and shall be required to be resolved before the simulated project can be successfully completed. Each variable shall provide a range of potential solutions, with each solution providing a different degree of impact on the outcome. The decisions made by the team will cause the scenario to dynamically prompt new situations that the project team may react to, based on the severity of the decision. Additionally, the scenario is required to be dynamic enough to require the student team to use risk planning and mitigation strategies, as well as contingency planning and execution. The simulation capability will illustrate the cause and effect of decisions made in the various phases of the project and the impacts to the schedule and critical path, and ultimately whether the project can be executed successfully to meet cost/schedule and performance constraints. The simulation shall provide accurate, time-based feedback that reflect how each student team’s decisions impact the cost, schedule and performance of the simulated project.

3.1.6 The contractor shall submit the completed curriculum and class material/tools of each COI to the Government for review, comment, revision and final approval to ensure all SOW requirements are incorporated annually and updated accordingly.

3.2 Course Requirements. Specific requirements for each of the Courses of Instruction (COIs) are as follows:
