SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
In response to the Request for Specification Clarification:
Question #7:
“NECC Craft Multi Award Contract (MAC) Indefinite Delivery and Indefinite Quantity (IDIQ) will have crafts 5 Meters to 78 Foot and boats/ crafts listed on Attachment J-1 to include trailers and cradles for marine boat/craft, for industrial support and transportation of boat/craft. Crafts will be delivered to contractor’s facility by roadway via trailer or boat/craft mover. NECC boats/crafts which are 50 to 78 feet which cannot be towed or delivered on roadways and will be required to be repaired pier side or dry berthed at a Naval Facility. The Delivery Order Request for Proposal (DORFP) and resulting Delivery Order will designate the requirement for the transfer of the boat/crafts, crafts, trailers and transportation.”
QUESTION: NECC crafts which are 50-78 feet can be towed on waterways and there are boatyard facilities in San Diego that can berth and haul them out of the water. Is it really the intent of the Government to berth or haul 78’/MK VI at the Naval Facility?
Response:
It is the intent of this contract to accomplish repairs such as Continuous Maintenance Availabilities (CMAVs), Window of Opportunities (WOOs), Regular Overhauls (ROHs), and Emergent Repairs at the Naval Facility via pier-side and/or dry berthed for specific non-trailerable, boats/crafts that are 50-78 foot which will be specified at the Delivery Order level.
For specific non-trailerable, boats/crafts that are 50-78 foot that require delivery via water way, NECC will use another contract vehicle.

Evaluations of written information will consider completeness and clarity, degree of compliance with the RFP, and the offeror’s approach to meeting the Government’s needs. Statements that the offeror understands and can or will comply with the contract requirements or paraphrasing the contract SOW or parts thereof, without demonstrating a concerted effort to independently create a sufficiently detailed description of the offeror’s technical capability are considered inadequate.
