SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESITONS AND ANSWERS 02

1. Q: (Reference Section C 8.0, page 18) Defines “minor delay” as eight (8) hours or less in duration. 8 hours represents loss of a shift – while a one day delay for an individual may have minimal impact – an 8 hour delay for a crew may cause significant impact particularly in the case of critical path work and should not be considered “normal”.

Will the government consider the four (4) hour vice eight (8) hours as the criteria for a minor delay? Will the government provide compensation for delays of this nature or is the expectation that this be considered in development of fully burdened rate? If part of the fully burdened rate, will the government provide a percentage of hours delays considered “normal” for a typical CMAV?

A: 8 hours is the standard on all MACs and Coast Wide competitive contracts and will be used in this requirement.

2. Q: (Paragraph 1.5, Page 15 Section C) – SWLIN table breakdown includes previously identified critical systems – which the government does not anticipate tasking work on.

Is it the government’s intention that a successful offeror possess in-house capabilities for work on these systems and/or have established subcontractors in place to perform this work? Or will an established purchasing process with the ability to subcontract specialty contractors in place satisfy this requirement?

A: Any work on the critical systems list most likely would not fall under the contract resulting from this solicitation and will likely be a part of the previously awarded Complex MAC contract.

3. Q: Note B on page 7 list Welding Machinist (Inside and Outside) as one (1) labor function.

Should these labor functions be separated to Welding and Machinist (Inside and

Outside) since they are two labor functions?

A: The Government acknowledges the bidder may have these work functions broke into two separate functions. If the bidder has these broken into two different labor functions propose the associated hours as such.

4. Q: Page 23 HQ C-2 0010 states the contractor is responsible for providing the ship’s crew with berthing.

We do not think that there will be a need to provide the crew berthing. Please confirm.

A: Providing crew berthing may vary for each delivery order depending on the requirements of the availability.

5. Clause 5252.24-9110 requires the contractor to provide Tug and Pilot services to and from the pier or dock to the fairway of the plant.

Can you please confirm this will be required under this contract?

A: Tug and Pilot services may vary for each delivery order depending on the requirements of the availability.

6. (Reference paragraph 2 page 8) In process testing of production work is normally conducted by skilled trade personnel in the course of production – Is it the government’s intention that these hours not be considered production man-hours?

Similarly, end of shift cleaning IAW standard items is completed by production personnel as a normal part of the production efforts –

Is it the government’s intention that these hours not be considered in the production effort?

A: Correct, those are considered support functions and not part of the production effort.

7. Q: Reference Page 8, paragraph 3 – Indicates fixed hourly rate that includes all wages

(e.g. straight time, overtime, shift differential, holiday time, standby time, etc.)

Will the government provide an expected OT percentage?

A: No, the Government will not be providing an expected OT percentage.

8. Q: Section L page 88 1.0 states basis of award will be “Best Value”, while Section M page 98 2.0 states basis of award will be “ Lowest Price Technically Acceptable

(LPTA)”

Please confirm if basis of award will be “Best Value” or “LPTA?”

A: The government will achieve “best value” through a LPTA process. There will be no trade-off process involved.

9. Q: Offeror requests an extension of due date to January 13, 2017, for the following reasons:

Current due date indicated in Section L (December 22, 2016) conflicts with due date stated on SF-33 (December 23, 2016).

Timeframe from the date that questions are due (December 15, 2016) to the proposal due date (December 22 or December 23, 2016), is insufficient to allow for answering, release, and processing of impact of answers or possible amendment, and to properly revise our proposal response to reflect changes or clarifications that result from the answers.

With the release of the Solicitation the day prior to Thanksgiving, and the current due date immediately prior to the Christmas period, the Holiday period impacts offerors’ ability to prepare our Proposals. With previous RFPs released during this period, we are typically allowed a 45-day response period.

For planning purposes, we request that the Government issue an Amendment with the extension, or notification of an extension with Amendment to follow now, rather than waiting until response to the current Question/Answer timeframe.

Amendment 1 was issued to reflect the correct date of 23 Dec 2016 in Section L.

Request for extension denied.

10. Section L 5.0 under Volume II Factor 2 and Factor 3 the following requirements are provided for the format of each section.

a) The first page of the Proposal, which shall consist of a single title page containing only the following basic information: volume number and Factor name; the solicitation number; the name of the contract; Offeror’s name; the full name and address designation of the soliciting Regional Maintenance

Center; and the Offeror’s position regarding disclosure of proposal data. No pages placed before this title page will be evaluated.

b) The table of contents for the Factor, which shall immediately follow the title page described in item (a) above.

Does the government intend for one title page and table of contents for Volume II or for title pages and table of contents just for Factor 2 and Factor 3?

The Government only intends for one title page and table of contents for Volume

II.
