SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
QUESTIONS AND ANSWERS 01
1. Q: Solicitation N55236-16-R-0020 Standard Form 33 of cover page shows a due date of 23 December 2016 while Section L page 89 shows a due date of 22 December 2016.
Can you please confirm the due date and time?
A: The due date for proposals will be on 23 Dec 2016. This correction is a part of Amendment 1.
2. Q: Request review and clarification of paragraph “8.0 DELAY / DISRUPTION” Minor disruption of eight
(8) hours or less in duration is considered a minor delay. The impact to the contractor with this definition of a minor delay would be a major impact if multiple employees are involved in the disruption.
Request this to be revised to two (2) hours or less in duration.
A: 8 hours is the standard on all MACs and Coast Wide competitive contracts and will be used in this requirement.
3. Q: Attachment S-2 was provided in two (2) pages, both pages are labeled S-2 at the top and S-1 at the bottom.
The first page is titled “Management & Technical Experience Data Sheet (1 of 2)” This sheet is addressed as the title of Attachment S-2 in Section J and is further addressed in section L paragraph 2.0
“INSTRUCTIONS FOR THE SUBMISSION OF OFFERS” for Volume II “Non-Price Proposal”.
The second page is titled “Technical Capabilities Data Sheet (2 of 2), is not addressed in Section L and is basically identical to page (1of 2). Has this page been included in error and if not what are the requirements for this page?
A: Only submit page one (1) of two (2) as stipulated in Section L. A corrected copy of S-2 will be uploaded to fbo.gov as a part of Amendment 1.
4. Q: Attachment S-3 (Past Performance Questionnaire) requires that we provide a Cost Performance Report
(CPR) with each cost-type contract questionnaire.
For 3 of the cost contracts, Contractor performed work as a subcontractor, with no flow down of the EVMS clause. We were not required to prepare or submit CPRs. We were required to submit cost reports in the format of our choosing. Request approval to submit copies of these cost reports in lieu of CPRs.
The remaining 2 cost contracts are under a prime MSMO contract. The CDRL does not specify a requirement to submit CPRs, but instead states a requirement to submit Contract Cost Reports in a format of our choosing (as long as it includes all the required information). Request approval to submit CSSRs in lieu of CPRs for these contracts.
A: CPRs will not be required to be submitted because this is going to be a FFP contract. Attachment
S-3 will be revised to reflect this change.
5. Q: Paragraph (b) Identification of Hazardous Wastes, Page 51 of 105 States” * of this contract identifies the types and amounts of hazardous waste that are required to be removed by the Contractor, or that are expected to be generated, during the performance of work under this contract”.
This typically is the 077 work item. These work items typically do not provide a level of effort to be provided. Similar types of availabilities in the past have provided for a level of effort dollar value stating:
“Provide xxxxx dollars for disposing of all hazardous waste listed in paragraph 3.5. Total cost greater or less than the above amount will be subject to an equitable adjustment.”
Request the government provide a level of effort value, or specify “no value” for this requirement into each delivery order issued, to insure a level playing field for bid evaluations to the successful awarded contractor(s).
A: This is a basic clause for the contract. As stated towards the end of the clause the numbers will be addressed in each delivery order. This is because of the scope of work will vary from each delivery order.
6. Q: A large majority of the “5.0 Proposal Content Volume ll, Factor 2 Management Capabilities” are covered by the individual contractors Single Quality Management Manual that is submitted and audited by
South West Regional Maintenance Center (SWRMC) annually. South West Regional Maintenance Center processes and retains updated and audited results.
It is also noted that offeror’s that have a Master Ship Repair Agreement (MSRA) do not need to submit any further information in response to this factor. Why does this requirement differ if a contractor held or holds an Agreement for Boat Repair (ABR)?
Past ABR holders were subject to the same requirements in the past.
Is SWRMC willing to waive these requirements if contractors were or are certified as an ABR?
No. ABR will not satisfy the Navy’s contract requirements of the EM/CM sufficiently. The MSR is not a requirement to win award. If a contractor is not an MSR, the contractor needs to submit the proposal information requested in lieu of an MSR agreement.
SWRMC has not issued any substantial contracts in the past 3 years that would equate to doing (2) concurrent Continuous Maintenance Availability work packages.
Contractor notes that there is no ABR requirement to bid this contract. Why not?
Contractor notes that the requirements to bid are very similar to those requirements implemented by the
ABR.
There is no ABR requirement because the proposal requirements are greater than the ABR requirement.
Is it the government’s intent to phase out the ABR requirement all together?
The Navy is allowing offerors to satisfy some contract proposal requirements with an MSR because these requirements are in line with an MSR. The Navy does not intend to phase out the ABR. The proposal requirements of this contract stand on their own and don't reflect on the MSR/ABR program.
Will non ABR holders bidding be required to have their Single Quality Management Systems audited annually by SWRMC?
Yes, SWRMC QA will perform audits every 12 to 18 months (12 months for welding and NDT) on
Single Quality Management Systems
It is noted that the page limit for Volume ll, Factor (2) is 30 pages. In order for contractors to adequately respond to each bullet requested would require a substantial amount of more pages.
30 pages is the maximum limit.
If contractors have an approved Single Quality Management System approved by SWRMC, is it sufficient to cover the requirements of submitting Volume ll, Factor (2) requirements?
Factor (2) will still need to be submitted. An approved Single QMS does not cover all aspects of
Factor (2).
7. Q: (a) Page 91, Volume II, Factor 2: Management Capabilities states, “Offerors shall provide the Offeror’s
Master Ship Repair Agreement (MSRA). Offerors that hold an MSRA do not need to submit any further information in response to this factor.”
(b) Page 93, Volume II, Factor 3: Trade & Facility Resources states, “Offerors shall provide the Offeror’s
Master Ship Repair Agreement (MSRA). Offerors who submit a co-signed Master Ship Repair Agreement
(MSRA) will be rated as Acceptable and do not need to submit any further information in response to this factor.”
(c) Page 100, Section M, Factor 2 – Management Capabilities states, “Offerors who submit a co-signed
Master Ship Repair Agreement (MSRA) will be rated as Acceptable and do not need to submit any further information in response to this factor.”
(d) Page 101, Section M, Factor 3 – Trade and Facility Resources Capabilities states, “Offerors who submit a co-signed Master Ship Repair Agreement (MSRA) will be rated as Acceptable and do not need to submit any further information in response to this factor.”
In accordance with CNRMCINST 4280.1, Master Agreement for Repair and Alteration of Vessels, Master
Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) dated 2 Jul 15, paragraph h, the
MSRA and/or ABR holder must submit a remote site performance plan acceptable to CNRMC to work in a site other than their home location.
The Offeror holds an MSRA in a location other than San Diego. The Offeror submitted an MSRA Remote
Site Performance Plan for San Diego to CNRMC on June 6, 2016, and additional facilities information including an SF-17 on June 24, 2016.
The Offeror has been advised by CNRMC that a decision regarding the Remote Site Plan is expected shortly. If the MSRA Remote Site Plan for San Diego is approved, please confirm this MSRA Offeror will be evaluated as acceptable for Factors 2 and 3 upon submittal of a co-signed MSRA along with the associated Remote Site Plan approval documentation, and will not be required to submit additional information for these factors.
A: An approved MSRA remote plan will suffice in meeting the MSRA requirement. If the contractor does not have an approved MSRA remote plan approved by the submission date the contractor will be required to provide all required information as outlined in the Factors in Section L and M.
8. (a) Page 95, Volume II, Factor 5: Past Performance, states, “For Past Performance information that has a completed CPARS evaluation in PPIRS, the offeror is only required to complete PARTS I, II, and III of the
Past Performance Questionnaire, Attachment S-3.”
(b) Page 104, Volume II, Factor 5: Past Performance, also states, “The Government will assess offeror’s
Past Performance Questionnaires (Attachment S-3), if submitted, of the solicitation.”
It is the Offeror’s understanding that the Past Performance Questionnaire, Attachment S-3 is required to be submitted to be considered responsive to Factor 5. If the Offeror’s past performance has been evaluated and information is in PPIRS, the Offeror is required to complete PARTS I, II, and III of S-3 only for proposal submittal. The Offeror is not required to send the Questionnaire (S-3) to the past performance POC with instructions to complete PART IV: Customer Satisfaction.
Please confirm.
A: Correct, if the Offeror’s past performance has been evaluated and information is in PPIRS, the
Offeror is required to complete PARTS I, II, and III of S-3 only for proposal submittal.
