Section C - Descriptions and Specifications
STATEMENT OF WORK
C.1. SCOPE OF WORK
C.1.1. The contractor shall furnish the necessary management, technical support, labor, material support services, equipment and facilities to accomplish insulation and lagging removal and installation.
The work will be accomplished onboard U.S. Navy and other military vessels, including submarines and may be accomplished within 50 mile radius of Hampton Roads.
C.1.2. A delivery order will normally consist of a single vessel. The resulting delivery order may require multiple exhibit line items (ELINS) within the contract. Due to U.S. Navy commitments and ships’ schedules, a significant number of delivery orders may be issued as emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous delivery orders for more than one vessel).
C.1.3. Required reports and documentation must be compatible with Windows NT Server 4.0 as the standard Network Operating System and MS Office 2007 Professional as the standard Office Software.
a. For conditions that impact the schedule, the contractor shall notify the Government via electronic media within 24-hours of discovery. This initial notification need not include all content required for a Condition Found Report (CFR), but must include a description of the condition/deficiency and an estimated timeframe for the offeror’s professional recommendation for resolution, which shall not exceed five (5) days as specified below. Recommended repairs and corrective actions shall be submitted to the Government in the form of a CFR in accordance with the instructions below:
NOTIFICATION TO GOVERNMENT:
CFRs shall be submitted to the COR within five (5) working days of discovery of the condition.
At a minimum, the CFR will include the following:
(1) Identify contract, DO, ship, and hull number
(2) Serialized by CFR number
(3) Identification of the applicable Work Item number
(4) Date requirement was discovered
(5) Description of the work requirement
(6) Specific location of the work
(7) Recommendation for corrective action
(8) Recommendation for the appropriate/best time to accomplish the work (i.e. during current availability with or without schedule change, future CNO or Continuous Maintenance
Availability). Provide supporting rationale for the recommendation, such as cost efficiencies, availability of work force, availability of material, premium expenditures, etc.
(9) Identification of related changes, if any, to the internal milestones and production and contract completion dates.
GOVERNMENT REVIEW AND RESPONSE TO CFR
The COR shall review the CFR. If the CFR is inadequate or incomplete, it will be rejected with time continuing to accrue (relative to 5-day requirement). As appropriate, the Government and contractor will need to meet, conduct ship checks and/or discuss the recommendation for corrective action further to determine the full scope of work required prior to final approval of the CFR. The contractor's accuracy reflected in the CFRs submitted may be evaluated in CPARS.
C.2. PERSONNEL
C.2.1. The contractor shall be responsible for the employment of trained and technically qualified personnel to perform delivery orders. The contractor, upon request of the Government representative, shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative controls necessary to ensure that performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual delivery order.
NOTE: Work aboard U.S. submarines will require personnel to comply with LWT 042-005 and to have a red badge which requires at least a confidential clearance. The contractor shall be responsible for having sufficient personnel with the required security clearances.
C.3. ORGANIZATION
C.3.1. The contractor must have an organization with the experience and comprehensive understanding to apply management techniques, methods and procedures required to efficiently complete the requirements of this solicitation.

C.5. POST-AWARD SUBMISSION
After receipt of a Delivery Order Award and prior to starting work onboard the vessel, the contractor must submit a
Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security
Program), and/or DOD 5220.22M (National Industrial Security Program Operating Manual), to the Commanding
Officer of the Ship via the Mid-Atlantic Maintenance Center (MARMC) Security Officer.
NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked.
C.6. GENERAL REQUIREMENTS
The following are applicable to the extent they apply to all repairs, modifications, testing, and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B.
C.6.1. The Contractor Shall:
a. Exercise own judgment and expertise to assure the successful completion of all delivery orders placed hereunder.
b. Designate, in writing, those persons authorized to accept/reject verbal orders.
c. As applicable, coordinate schedules in the work affected areas with the Ship's Authorized Representative
(SAR), MARMC Maintenance Team (MT), and the Contracting Officer's Representative (COR) during the performance period of the delivery order. Obtain a copy of the ship's operation, drills, etc. (prior to start of work) from the SAR, thus avoiding unnecessary delays. The work effort on delivery orders shall be coordinated on a daily basis with the SAR to allow for changing situations aboard ships to minimize delays and disruptions.
d. Forward all requests for changes in delivery schedules, funding requirements and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR for forwarding to the Administrative Contracting Officer (ACO) prior to 85% of delivery availability being exceeded.
e. Not respond to new performance requirements until a delivery order or a modification has been signed or written authorization has been provided by the Contracting Officer.
f. Not respond to any requests requiring deviations in technical performance as specified in the delivery order without obtaining prior written approval of the ACO.
g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule.
h. Comply with NSI 009-24 in accomplishing isolation, blanking and tagging of equipment, systems, circuits, components, piping, and valves. Also, comply with LWT 042-005 and utilize Work Authorization Form
(WAF) in conjunction with NSI 009-24 when work is being accomplished in Norfolk Naval Shipyard. The website for the WAF is: http://www.submepp.navy.mil/jfmm/jfmm_qa.htm
i. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all delivery orders performed on this contract whether at a Government facility or at a privately owned facility.
j. Include within the price for applicable ELINS the cost of any required lifting, handling, on-loading/off-loading, and transporting, whether onboard or going from or to the ship. If crane services are to be provided, they will be contractor provided and priced in the individual ELIN. Comply with the requirements of NSI 009-40 when working at Commander, Naval Base Norfolk and Joint Expeditionary Base Little Creek-Fort Story. Additionally, for authorized work at Norfolk Naval Shipyard, comply with the additional crane requirements of LWT 042-006 and
042-007.
k. Except as otherwise provided in this contract, or delivery orders issued hereunder, the Contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks. The Contractor may request on a case-by-case basis to use ship’s services that are available. A request for use of ship’s services must be made to the SAR. Written permission will be obtained from the Commanding Officer of the ship before actual use of any ship services. A request for ship’s services may be turned down whether or not the requested service is available. Denial of a request for use of ship’s services will not be a valid basis for any claim or request for compensation. Regardless of any request for ship’s services, ship’s services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury or damage to the ship’s equipment.
l. Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities. For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.

m. Ensure that persons assigned to render services hereunder are at all times under the direction and control of the contractor and are not employees of the Government.
n. The contractor shall daily remove and dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all delivery orders performed on this contract whether at a Government facility or at a privately owned facility.
o. Follow all applicable federal, state, and local laws concerning safety, health, and welfare of his personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work.
p. Obtain approval in accordance with the guidelines set forth in clause FAR 52.244-2, Subcontracts, prior to subcontracting any portion of the effort required by the specified delivery orders.
q. Contact the COR and the ship’s Command Duty Officer (CDO) when problems are encountered after normal working hours. If the COR, the SAR, or the CDO cannot be reached, the contractor shall contact the
MARMC Duty Officer at (757) 739-5324 (cell phone).
r. Accomplish the requirements of NSI 009-09, Process Control Procedure (PCP) to the Government when required by delivery orders for approval by the Government. Submit PCPs as specified by delivery orders. The contractor shall revise the contractor generated PCPs as necessary to achieve approval of PCPs by MARMC no later than the delivery order performance period start date.
s. The contractor shall be responsible for the removal of all interferences IAW NSI009-23. The contractor shall reinstall and perform necessary test(s) to all removed interferences /equipment upon completion of all repairs specified herein.
t. As required by 40 Code of Federal Regulations Part 63, painting operations shall be reported in accordance with NSI 009-01, 009-02, 009-007, LWT 042-037 and 042-038. The contractor, when awarded work within another contractor's facility, is required to contact the facility owner's environmental staff to determine requirements and report accordingly using federal requirements as standards.
u. Provide the necessary tools and test equipment to perform the repairs/maintenance actions, all test equipment requiring calibration shall be handled IAW NSI 009-04.
v. Coordinate with the Ship’s Force Authorized Representative (SAR) to verify that Ship’s Force has properly tagged-out and secured systems prior to any production effort.
w. The contractor shall provide and maintain a quality assurance program acceptable to theGovernment.
The contractor shall perform or have performed, the inspections and tests pursuant to thatprogram to substantiate that the material and workmanship provided pursuant to the contract and conform to the drawings, specifications, and contract requirements listed herein. The contractor’s quality program shall bein accordance with that set forth in
Standard Item 009-04. The Government shall have the right to deem workor material furnished by the contractor to be incomplete and not in accordance with the requirements of thecontract by reason of the contractor’s failure to: (1) provide a written quality assurance program that has beenaccepted by MARMC prior to the start of productive work
(2) comply with the requirements of the qualityassurance system.
C.6.2. Environmental and Safety Requirements. The Contractor Shall:
a. Consider all insulation, lagging, deck tile, underlayment, gasket shipboard cabling and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR 1915.1001. Disturbance, removal, or disposal of
ACM shall be accomplished IAW the requirements of NSI 009-10.
b. Accomplish confined space entry certification, fire prevention and housekeeping requirements of NSI
009-07 and 009-70. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each delivery order.
c. Identify materials that may contain toxic or hazardous substances as listed in 29 CFR 1915, Subpart Z, that are to be used, removed, or disturbed during work operations. Conduct an initial determination of potential personnel exposure to these materials prior to the start of work. Work operations shall be performed IAW the requirements of NSI 009-03.
d. The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11. This includes liquids generated as a result of hydro blasting operations and includes wastes not identified under SWT 077-001.
e. All solid waste with the known potential to be hazardous, including but not limited to non-skid debris, paint chip debris, flooring/debris, and all liquid waste removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in
EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR within 24 hours upon receipt from the laboratory. For work performed on Naval facilities, no solid waste removed from the vessel shall be transported off the naval facility until authorized by the COR.
f. All removed non-skid/paint debris shall be containerized IAW 40 CFR Subpart I. Non-skid/paint debris shall not be accumulated and stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis.”
g. Contractor shall prepare, provide and affix labels/placards for all containers of solid waste accumulated on the land, pier and/or the vessel, including solid waste that is “Pending Analysis”. Labels/placards shall be weatherproof, large enough to provide ready identification, and provide the following information:
- Contractor Name
- Contractor POC: (name, cell phone number, phone number)
- Vessel
- MARMC Contract Number
- MARMC Delivery Order Number
- COR Point of Contact (name, cell phone number, phone number)
- Ship’s QTR Deck/OOD phone number
- Description of waste
- Analysis Pending/Sample date (if applicable)
- MARMC Maintenance Team Project Manager (name, cell phone number, phone number) if applicable.
- MARMC Port Engineer (name, cell phone number, phone number) if applicable.
h. For operations at Naval Station Norfolk (NAVSTA) and Joint Expeditionary Base Little Creek – Fort
Story (JEBLCFS), all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through NAVFAC MIDLANT (formerly PWC) hazardous waste operations. For operations in Norfolk Naval Shipyard (NNSY), all hazardous waste shall be turned in to NNSY Code-106, via the MARMC COR, for disposal. For operations at naval facilities outside the
Commonwealth of Virginia, the contractor shall comply with all state and local regulations, and local work items applicable in those areas. For operations performed inside private shipyards and facilities, the contractor shall comply with all facility requirements.
i. In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.
j. The contractor shall submit to the COR, upon completion of each delivery order, one legible copy, in hard copy or electronic media, a report of the types and amounts of wastewater generated as a result of accomplishment of the delivery order. The report shall include: description of wastewater, volume of wastewater, name/address of transporter, and the name/address of the disposal facility. If work is performed in a private contractor’s facility, the contractor shall submit this report to the COR and to the facility’s environmental manager.
k. In the event of mold discovery, accomplish the requirements of NSI 009-114 for disturbance, removal, or disposal of mold contaminants. If work is performed on a Naval Facility, contractor shall submit all required reports to the COR. If work is performed in a private contractor’s facility, contractor shall submit reports to the COR and to the facility’s environmental manager.
l. For operations at Naval Station Norfolk (NAVSTA) and Joint Expeditionary Base Little Creek – Fort
Story (JEBLCFS), all contractor personnel working on the facility shall complete Environmental Compliance, Assessment, Training, and Tracking System (ECATTS) training IAW facility directives. Users can access ECATTS by logging into the following website: http://navfac.ecatts.com. The contractor shall contact the facility environmental department to determine specific ECATTS training required.
m. Consider all marine coatings to contain heavy metals (e.g. lead, cadmium or chromium), hexavalent chromium, crystalline silica and/or other toxic or hazardous substances as defined in 29 CFR 1915.1000. Contractor shall make an initial determination of potential employee exposure to toxic or hazardous substances prior to removal of existing non-skid or coatings. Laboratory analysis results of bulk non-skid/paint samples shall be submitted to the COR within 24 hours upon receipt from the laboratory. If the laboratory analysis results reflect that additional effort will be required in removing the heavy metals (e.g. lead, cadmium or chromium), hexavalent chromium, crystalline silica and/or other toxic or hazardous substances beyond the effort of removing marine coatings, then the contractor will be entitled to the cost of such additional effort.
n. Accomplish the requirements of NSI 009-12 when any welding or brazing services are required.
o. The contractor shall provide and maintain a quality assurance program acceptable to the
Government. The contractor shall perform or have performed, the inspections and tests pursuant to that program to substantiate that the material and workmanship provided pursuant to the contract and conform to the drawings, specifications, and contract requirements listed herein. The contractor’s quality program shall be in accordance with that set forth in Standard Item 009-04. The Government shall have the right to deem work or material furnished by the contractor to be incomplete and not in accordance with the requirements of the contract by reason of the contractor’s failure to: (1) provide a written quality assurance program that has been accepted by MARMC prior to the start of productive work (2) comply with the requirements of the quality assurance system.
NOTE: THE QUALITY ASSURANCE PROGRAM SHALL BE SUBMITTED TO THE COR AND/OR MT
PM WITH A COPY TO MARMC QA NOT LATER THAN 10 CALENDAR DAYS AFTER AWARD OF
CONTRACT. CONTRACTORS WILL NOT BE ISSUED DELIVERY ORDERS WITHOUT AN
APPROVED QUALITY ASSURANCE PROGRAM.
C.6.3. Security Requirements. The Contractor Shall:

a. Contractor personnel shall comply with all current badging and security procedures required gaining access to any Government site (e.g. DBIDS). Access to Naval Installations sites may only be gained by obtaining a badge (either permanent or temporary) from the security office. It is the contractor’s responsibility to check for and obtain changes and updated information at each installation on a continual basis. C.7. THE SHIP'S FORCE WILL:
a. Comply with Ship's Force requirements as set forth in NSI 009-24 (and the WAF when applicable)
b. The Ship’s Force Quality Assurance Representative will coordinate with the contractor to allow access to spaces for contractor removal of interferences, and witness tests and instructions.
c. Remove and stow ship's equipment and materials.
d. Operate shipboard equipment, if required.
C.8. DETAILED REQUIREMENTS
C.8.1. ELIN A101, B101, C101, D101, E101 – Labor and material necessary to accomplish preliminary inspection of lagging and insulation. Take samples of piping systems lagging and insulation from spaces designated in the delivery order and analyze for asbestos.
Accomplish a preliminary inspection aboard the vessel to assess the condition and operability of the lagging and insulation. Check for broken, loose, missing, damaged, and water damaged lagging and insulation. Acquire samples and analyze for asbestos containing materials. Submit a report listing the inspection results with locations, types, thicknesses, and quantities of lagging and insulation required to the COR.
C.8.2. ELIN A102, B102, C102, D102, E102 – Labor and material necessary to remove asbestos lagging and insulation and install new piping system lagging and insulation including new and reusable covers.
Remove all asbestos lagging and insulation, including reusable covers. Accomplish the requirements of NSI 009-10 for removal, disturbance, and disposal of all asbestos containing materials. Install new piping system lagging and insulation including new and reusable covers.
C.8.3. ELIN A103, B103, C103, D103, E103 – Labor and material necessary to remove and install galley equipment steam and hot water pipe insulation and lagging including new and reusable covers.
Remove existing and install new Calcium Silicate insulation (MIL-I-2781), fibrous glass (MIL-I-22344), polyimide foam (DOD-I-24688), thermal insulation tape (MIL-20079), fibrous glass felt (MIL-I-16411) and pads for the galley equipment and piping designated in the delivery order in accordance with MIL-STD-769 and S9086-VH-STM-010 including pipe hangers. Accomplish the requirements of NSI 009-11 for installation of new lagging and pads.
Install new waterproof silicone type covers/lagging over the new insulation, lagging, and pads using MIL-STD-769 and S9086-VH-STM-010 for guidance. Silicone type covers/lagging seams and joints shall be located on the underside of all installations and shall be watertight. All seams, joints, and holes shall be filled with high temperature cement (MIL-C-2861). Install new directional flow arrows and system identification markings on new and disturbed lagging in accordance with S9086-RK-STM-010 R5.
C.8.4. ELIN A104, B104, C104, D104, E104 – Labor and material necessary to remove existing and install weather deck hot piping insulation and lagging.
Remove and install new Calcium Silicate insulation (MIL-I-2781) for the weather deck hot piping designated in the delivery order in accordance with MIL-STD-769 and S9086-VH-STM-010 including pipe hangers. Nominal thickness of insulation for weather deck hot piping shall be in accordance with S9086-VH-STM-010. Accomplish the requirements of NSI 009-11 for installation of new lagging and covers. Prepare and cover piping to be lagged in accordance with S9086-VH-STM-010. All seams, joints, and voids shall be filled with high temperature cement
(MIL-C-2861). Permanent and removable covers shall be installed in accordance with S9086-VH-STM-010. Install new directional flow arrows and system identification markings on new and disturbed lagging in accordance with
S9086-RK-STM-010 R5.
C.8.5. ELIN A105, B105, C105, D105, E105 – Labor and material necessary to remove and install hot piping or tubing systems lagging and insulation including new and reusable covers.
Remove existing and install new Calcium Silicate insulation (MIL-I-2781), fibrous glass (MIL-I-22344), polyimide foam (DOD-I-24688), thermal insulation tape (MIL-20079), fibrous glass felt (MIL-I-16411) and pads for the hot piping or tubing designated in the delivery order in accordance with MIL-STD-769 and S9086-VH-STM-010 including pipe hangers. Accomplish the requirements of NSI 009-11 for installation of new lagging and pads.
Install new waterproof silicone type covers/lagging over the new insulation, lagging, and pads using MIL-STD-769 and S9086-VH-STM-010 for guidance. Silicone type covers/lagging seams and joints shall be located on the underside of all installations and shall be watertight. All seams, joints, and holes shall be filled with high temperature cement (MIL-C-2861). Install new directional flow arrows and system identification markings on new and disturbed lagging in accordance with S9086-RK-STM-010 R5.
C.8.6. ELIN A106, B106, C106, D106, E106 – Labor and material necessary to remove and install refrigerant insulation (-20 to +40 Degrees Fahrenheit).
Remove existing and install new piping insulation at the locations designated in the delivery order in accordance with MIL-STD-769 and S9086-VH-STM-010 including pipe hangers, clamps, and support straps. Thickness of insulation shall be in accordance with S9086-VH-STM-010. Accomplish the requirements of NSI 009-11 for piping/tubing to be insulated. Install new directional flow arrows and system identification markings on new and disturbed lagging in accordance with S9086-RK-STM-010 R5.
C.8.7. ELIN A107, B107, C107, D107, E107 – Labor and material necessary to remove and install Air
Conditioning/Refrigeration (AC&R) plant equipment insulation.
Remove existing and install new AC&R plant insulation at the locations designated in the delivery order in accordance with S9086-VH-STM-010 including all supports. Accomplish the requirements of NSI 009-11 for new insulation. For installation where acoustic noise transmission loss is required, install insulation in accordance with
S9086-VH-010 using NAVSEA Drawing 804-5773931 for guidance. Thickness of insulation shall be in accordance with S9086-VH-STM-010. Accomplish the requirements of NSI 009-11 for piping/tubing to be insulated.
C.8.8. ELIN A108, B108, C108, D108, E108 – Labor and material necessary to remove and install bulkhead/overhead insulation.
Remove existing and install new bulkhead/overhead insulation at the locations designated in the delivery order in accordance with NAVSEA Drawing 4823 C 3160935, MIL-STD-769, S9086-VH-STM-010, and NAVSEA
Drawing 804-5773931 for surface ships and submarines. Accomplish the requirements of NSI 009-11 for new insulation. Apply a vapor barrier compound (MIL-C-19565) to all insulation within laundries, sculleries, galleys, drying rooms, and to the insulation on the warm side of refrigerated stores spaces. There shall not be breaks in the vapor barrier coating. Details of installation of thermal insulation in compartments are shown on NAVSEA

C.8.9. ELIN A109, B109, C109, D109, E109 – Labor and material necessary to remove and install thermal insulation for hot machinery and equipment.
Remove existing and install new the insulation from the machinery and equipment designated in the delivery order.
The machinery and equipment having operating temperatures of 125 degrees Fahrenheit or greater shall be insulated in accordance with S9086-VH-STM-010. New insulation shall be in accordance with S9086-VH-STM-010.
Accomplish the requirements of NSI 009-11 for the equipment to be insulated. Install new directional flow arrows and system identification markings on the new and disturbed insulation in accordance with S9086-RK-STM-010 R5.
C.8.10 ELIN A110, B110, C110, D110, E110 – Labor and material necessary to remove and install thermal insulation for ducts.
Remove existing and install new bulkhead/overhead insulation at the locations designated in the delivery order in accordance with NAVSEA Drawing 4823 C 3160935, MIL-STD-769, S9086-VH-STM-010, and NAVSEA
Drawing 804-5773931 for surface ships and submarines. Accomplish the requirements of NSI 009-11 for new insulation. C-204-H001 USE OF NAVY SUPPORT CONTRACTORS FOR OFFICIAL CONTRACT FILES (NAVSEA)
(OCT 2018)
(a) NAVSEA may use a file room management support contractor, hereinafter referred to as "the support contractor", to manage its file room, in which all official contract files, including the official file supporting this procurement, are retained. These official files may contain information that is considered a trade secret, proprietary, business sensitive or otherwise protected pursuant to law or regulation, hereinafter referred to as “protected information”. File room management services consist of any of the following: secretarial or clerical support; data entry; document reproduction, scanning, imaging, or destruction; operation, management, or maintenance of paper-based or electronic mail rooms, file rooms, or libraries; and supervision in connection with functions listed herein.
(b) The cognizant Contracting Officer will ensure that any NAVSEA contract under which these file room management services are acquired will contain a requirement that:
(1) The support contractor not disclose any information;
(2) Individual employees are to be instructed by the support contractor regarding the sensitivity of the official contract files;
(3) The support contractor performing these services be barred from providing any other supplies and/or services, or competing to do so, to NAVSEA for the period of performance of its contract and for an additional three years thereafter unless otherwise provided by law or regulation; and,
(4) In addition to any other rights the contractor may have, it is a third party beneficiary who has the right of direct action against the support contractor, or any person to whom the support contractor has released or disclosed protected information, for the unauthorized duplication, release, or disclosure of such protected information.
(c) Execution of this contract by the contractor is considered consent to NAVSEA's permitting access to any information, irrespective of restrictive markings or the nature of the information submitted, by its file room management support contractor for the limited purpose of executing its file room support contract responsibilities.
(d) NAVSEA may, without further notice, enter into contracts with other contractors for these services. Contractors should enter into separate non-disclosure agreements with the file room contractor. Contact the Procuring
Contracting Officer for contractor specifics. However, any such agreement will not be considered a prerequisite before information submitted is stored in the file room or otherwise encumber the government.
C-211-H001 ACCESS TO THE VESSEL(S) (NAVSEA) (OCT 2018)
Officers, employees and associates of other prime Contractors with the Government and their subcontractors, shall, as authorized by the Supervisor, have, at all reasonable times, admission to the plant, access to the vessel(s) where and as required, and be permitted, within the plant and on the vessel(s) required, to perform and fulfill their respective obligations to the Government. The Contractor shall make reasonable arrangements with the Government or Contractors of the Government, as shall have been identified and authorized by the Supervisor to be given admission to the plant and access to the vessel(s) for office space, work areas, storage or shop areas, or other facilities and services, necessary for the performance of the respective responsibilities involved, and reasonable to their performance.
C-211-H002 DRY-DOCK CERTIFICATION (NAVSEA) (OCT 2018)
The dry-docking of all vessels shall be accomplished in dry docks certified in accordance with MIL-STD-1625D(SH) dated 27 August 2009 as invoked by NAVSEA Standard Item 009-01 dated 18 November 2016. A copy of Standard

C-211-H004 HEAVY WEATHER PLAN (NAVSEA) (OCT 2018)
(a) In order to ensure that Naval vessel(s), material and Government property are protected during destructive weather such as gales, storms, hurricanes, high winds, heavy snow, ice and high water, the Contractor is required to have a written Heavy Weather Plan (HWP) which assigns responsibilities and prescribes actions to be taken on the approach of and during heavy weather conditions as delineated in NAVSEA Standard Item (SI) 009-69 dated 18 November 2016. A copy of Standard Item (SI) 009-69 can be obtained from via the internet by going to:

(b) In the event the RMC directs the Contractor to implement the HWP pursuant to SI 009-69 the Contractor may submit to the Contracting Officer a request for reimbursement for costs resulting from such actions together with any documentation that the Contracting Officer may reasonably require. The Government shall reimburse the Contractor for all reasonable, allowable and allocable costs resulting from the Contractor's implementation of the HWP based on such
Government direction.
C-211-H005 PLANT PROTECTION (NAVSEA) (OCT 2018)
(a) In accordance with NAVSEA STANDARD ITEM (SI) 009-72, ( ) the Contractor shall develop, maintain, and implement, as necessary, a Plant Protection Plan ( ) which prescribes the actions and procedures and assigns responsibilities for actions to be taken to provide adequate protection of the ship(s) and the materials and equipment to be installed therein. (b) The Contractor shall establish and maintain, for its plant and the work in process under this contract, physical security boundaries and other security measures to provide safeguards against hazards, including unauthorized entry, malicious mischief, theft, espionage, sabotage, and terrorism to U.S. Naval Vessels and their crews, in accordance with SI 009-72 and Attachment A thereto. The Contractor shall also provide reasonable safeguards against vandalism and fire.

(c) The Contractor shall meet the requirements of Force Protection Condition NORMAL (as defined in SI 009-72) at all times. In addition, and in accordance with SI 009-72, the Contractor shall meet the requirements of increased levels of Force Protection as may be required or approved by the Contracting Officer, or when notified by the
Supervisor, for the protection of its plant and the work in process under this contract against any threats including terrorism, espionage, sabotage, and enemy action.
(d) At the Supervisor’s discretion, the Contractor and the Supervisor shall negotiate a cost rate agreement applicable to each level of increased Force Protection above the NORMAL level. In addition to material costs, the labor cost rates shall be negotiated using the contractor’s and the Supervisor’s accepted common business practices.
