This contract shall become effective on the date of award, or commencement date specified in the award information (if specified), and shall continue in effect during the following 12 months, unless terminated in accordance with other provisions herein. SECTION L
ADDITIONAL INFO FOR OFFERORS
INTRODUCTION
This solicitation package is a Request for Proposals (RFP) that will result in the award of a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ-MAC). Responsible awardees will compete for Delivery Orders to provide Insulation and Lagging Removal and Installation support as outlined in Section C of this solicitation. Thus, the Government anticipates awarding at least two (2) IDIQ contracts through the Best Value source selection process. The Government reserves the right to make more or less awards, if it is determined to be in the best interest of the Government.
This solicitation shall be competed on a Small Business Set-Aside basis. The NAICS Code for the solicitation is 336611, Shipbuilding and Repair.
The Government intends to evaluate proposals and award without discussions with offerors. Accordingly, each offeror shall submit its most favorable terms from a price and non-price standpoint. However, the Government reserves the right to conduct discussions if later determined by the contracting officer to be necessary.
PROPOSAL DUE DATE
Proposals are due by Monday, 15 June 2020, 12:00 PM EST at the following address:

Proposals shall be hand delivered to the above address.
GENERAL INFORMATION
1. Offerors shall respond to all requirements of the solicitation document. Offerors are cautioned not to alter or disassemble the solicitation.
2. Estimated Award Date: The Government anticipates contract award on or around 24 April 2020.
Offerors must provide a period of 180 calendar days for Government acceptance of the offer (from the date proposals are due) in block 12 of the Standard Form (SF) 33.
3. SUBMIT QUESTIONS: to Mr. Wendell D. Davis, Procuring Contracting Officer (PCO) and Mr. W.
Dave Howell, Contract Specialist, at wendell.davis@navy.mil and ioulia.zeleneeva@navy.mil respectfully.
To ensure the Government is able to adequately address and respond to questions, it is requested that questions be submitted no later than 27 March 2020. The Government reserves the right to not answer any requests after this deadline. Offerors should note that the proposal due date will not be extended solely on the basis of requests received after this deadline. Accordingly, offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government as early as possible. Questions should reference the solicitation page and paragraph number and should be submitted on the form (Attachment J-12, Request for Specification Clarification) provided with this solicitation.
4. If an offeror believes the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the PCO in writing with supporting rationale as well as the remedies the offeror is requesting the PCO to consider as related to the omission or error.
5. Pre-Award Survey: The Government reserves the right to conduct a pre-award survey or to require other evidence of technical, production, managerial, financial, and similar abilities to perform prior to the award of a delivery order.
6. Proposal Information: Offerors shall not presume the Government has knowledge outside of information provided in the proposal. Additionally, offerors are advised that statements such as: “the offeror understands”, “the offeror has a long history of outstanding support”, “standard procedures shall be used”, “well known techniques shall be employed” or any paraphrasing of the solicitation, shall be considered inadequate to demonstrate experience, knowledge of, or compliance with solicitation requirements.
Offerors are encouraged to provide specific and concise information to validate all assertions.
7. Teaming Arrangements: Proposal shall be submitted by one (1) prime contractor. Offerors may be listed as subcontractors in multiple proposals but shall only submit one (1) proposal as a prime contractor with a unique Commercial and Government Entity code and Taxpayer Identification Number.
8. In the event any portion of the proposals is prepared or written by anyone who is not a bona fide employee of the firm submitting the proposals, a certificate to this effect shall be furnished. The certificate shall be signed by a responsible officer of the offeror and shall also identify the person’s name, employment capacity, the name of the person’s firm, the relationship of that firm to the offeror, and the portion of the proposals the person wrote.
9. The proposals shall contain no classified material. It is the sole responsibility of the offeror to ensure that the electronic media submitted is virus free and can be opened and read by the Government. If the electronic media cannot be opened and read by the Government, the offeror shall have a reasonable amount of time, typically 72 hours, after notification of the same to correct the deficiency. After that time, if the electronic media cannot be opened and read by the Government, the offer may be ineligible for award. In case of conflict between the electronic copy of the proposal and the paper copy of the proposal, the paper copy shall take precedence.
PROPOSAL CONTENTS
Submitted proposals shall be clear, concise, and include sufficient detail for effective evaluation. All claims made by the offeror shall be supported and substantiated by the contents of their proposal. The proposal shall provide convincing rationale to address how the offeror intends to meet the requirements in accordance with the Statement of Work (SOW). Offerors will assume the Government has no prior knowledge of their facilities or experience and will base its evaluation solely on the information presented in the offeror's proposal.
Proposals must demonstrate a comprehensive understanding of the nature and scope of work required. The Government will not search for data to cure problems or address inconsistencies in proposals. The Government may consider any failure to comply with these instructions to be indicative of what could be expected from an offeror during performance and may consider it a weakness of the proposal. Statements such as "will comply,"
"noted and understood," "in accordance with industry best practices/standards," etc. without supporting narrative, are not acceptable. Cursory responses or responses that merely reiterate or paraphrase the SOW language will not be considered to satisfy the requirements of the Request for Proposal (RFP).
The offeror's proposal must include all data and information requested and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements of this RFP, including Contract Line Item Numbers (CLINs), the SOW, Government standards and regulations pertaining to the SOW, and any RFP amendments. Non-conformance with the instructions provided and/or failure to meet a requirement may result in an offer being considered unacceptable and may render the proposal ineligible for contract award.
At the time of the solicitation closing date, offerors shall submit the information specified in paragraphs Volume I, Volume II, Volume III, and Volume IV below.
VOLUME I: Technical
The offeror shall demonstrate their complete understanding of, familiarity with, and discuss their capability to fully implement and execute all requirements of the SOW. In addition, the offeror shall demonstrate compliance with all requirements delineated within the SOW. To aid the Government’s understanding, the offeror shall provide a table of contents, an executive summary of their proposed technical approach and how the approach will efficiently and effectively meet the requirement. If applicable, a glossary shall also be provided.
The offeror shall completely address each of the below paragraphs under each sub-factor. Label paragraphs in your response to correspond with each of the paragraphs for this sub-factor.
Sub-factor A: Organization and Management
The offeror shall address management organization, program structure, and oversight of the contract in order to meet the requirements of the SOW as follows:
(A1) Describe your overall approach, the authority, functions, and responsibilities of the organization for all of the following:
(A1A) Management (A1B) Planning (A1C) Program Management (A1D) Scheduling (A1E) On-Site supervisors (A1F) Trade Journeymen
(A2) Provide your organizational chart as it pertains to the proposal demonstrating clearly defined lines of authority and control to include all positions listed in (A1) above.
(A3) Describe in detail your clearly defined plan to perform and accept more than one requirement (simultaneous delivery orders for more than one ship) and your ability to cope with schedule changes.
(A4) Describe in detail your clearly defined plan to accept tasks and proceed with the planning and execution of assigned tasks within 72 hours of notification.
(A5) Describe in detail your scheduling system for preparing production schedules in or to accommodate multiple overlapping orders without jeopardizing period of performance dates.
(A6) Describe any teaming or subcontracting arrangements that you plan to enter to accomplish the proposed effort. Provide names and addresses of any subcontractors to be used, the type of work that will be subcontracted, and the rationale for their usage. Also include the estimated percentage of total work each subcontractor will perform.
Sub-factor B: Manpower Resources and Capabilities
The offeror shall address manpower resources and capabilities in order to meet the requirements of the SOW as follows:
(B1) Provide specific information on personnel to be used to perform work under this contract including:
(B1A) number available (B1B) location (B1C) qualifications (B1D) prior experience that shows overall capability to provide quality work in response to required time constraints. Information should reflect manpower resources currently available as well as data on manpower proposed.
(B2) Describe any plans to recruit, train, or otherwise obtain adequately trained personnel to fulfill requirements of this contract.
(B3) Describe your ability in terms of manning to perform emergent requirements.
(B4) Describe your ability to man and support tasks that may occur outside the continental United States
(OCONUS).
(B5) Describe your workforce’s ability to read, understand, and implement engineering drawings and procedures.
(B6) Describe your capabilities and demonstrate how you would perform Insulation and Lagging removal and installation.
VOLUME II: Past Performance
In order to facilitate the Government’s evaluation of this factor; the offeror shall provide information on no more than three (3) previous contracts whose effort was relevant to the effort required by this solicitation; the contracts provided should have been performed within the last three (3) years. The Government evaluation will focus only on work experience already performed. Yet-to-be performed work and experience prior to the last three (3) years will not be considered. Offerors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this
RFP.
Relevant past performance for proposed subcontractor(s) may be submitted. If subcontractor contracts are submitted, the offeror must also clearly indicate the percentage of work that the subcontractor(s) will perform under each task/category of effort throughout the course of the contract. If subcontractor past performance is provided as part of the three (3) contracts or efforts, the subcontractor past performance will be given weight relative to the amount of effort under the solicitation that the subcontractor is proposed to perform. Therefore, the offeror’s proposal should detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. Offerors may also provide references where they have performed as a subcontractor. If past performance as a subcontractor is provided as part of the three (3) contracts or efforts, it will be given weight relative to the amount of effort performed under that contract.
The Government reserves the right to verify past performance information. The Government reserves the right to contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews and existing data sources to include but not limited to the Contract Performance Assessment Reporting System (CPARS). The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. This past performance information will be used for the evaluation of past performance. Past Performance submission is limited to six (6) pages (2 pages per reference contract). Information provided beyond six (6) pages will not be considered. This does not include questionnaires.
Past Performance shall, at a minimum, provide the following information:

Representative/Technical Point of Contact. It is incumbent upon Offerors to ensure they are providing valid names, phone numbers and email addresses. References who cannot be contacted will receive a neutral rating.
In the description of work, Offerors should provide a detailed explanation demonstrating the similarity of the contracts in terms of scope and magnitude, to the requirements of the RFP for purposes of the relevancy.
Past performance information shall be provided in accordance with Attachment J-10 “Past Performance Reference List”. In addition to the information previously requested offerors shall contact their past performance references and request that each reference complete Attachment J-11 “Past Performance Information (PPI) Questionnaire” and e-mail the completed form(s) directly to Wendell Davis at wendell.davis@navy.mil BY THE DUE DATE OF THE PROPOSALS. For submitted past performance information that has a completed CPARS evaluation, the offeror is not required to submit Attachment J-11 “Past Performance Information (PPI) Questionnaire.”
The Government may consider questionnaires received after the due date of the proposals. The Government reserves the right to contact references for verification or additional information.
If the Offeror possesses no relevant past performance, it should affirmatively state this fact in their proposal.
Failure to submit the completed narratives, Attachment J-10, and questionnaires, Attachment J-11, shall be considered certification (by signature on the proposal) that the Offeror has no past performance for like or similar items for the Government to evaluate.
VOLUME III: Price
The Price Proposal shall not contain non-price factor information. The offeror agrees to hold the prices in its offer firm for 180 calendar days from the date specified for receipt of offers. The Price submission should include all elements of price and other information as appropriate to support the proposed price. The price submission is not page limited, but is strictly limited to cost/price information. Offers shall consist of and must include the following:
1. A complete and signed Solicitation and executed copy of all Amendments, if applicable, completed by the offeror.
2. The price proposal shall include all contract line items as delineated within Section B and Exhibits A-E of the solicitation. The pricing information shall be complete and in accordance with the following:
a. Separate pricing information shall be submitted for each year of the services specified in Section B and Exhibits A-E of the solicitation.
b. The offeror shall enter his proposed prices in Section B and Exhibits A-E of the solicitation for each contract line item and submit the entire solicitation (Sections A through M).
c. When submitting a proposal, the contractor shall not enter figures manually for Section B and
Exhibits A-E on the proposal hard copy. The contractor shall complete Section B (MS Word 2010) and Exhibits A-E (MS Excel 2010) of the solicitation electronically as provided. Once Section B and Exhibits A-E are completed electronically, the contractor shall print and insert a hard copy into the proposal and include the electronic files with the CD.
3. Letters of commitment from all significant subcontractors, if any. Significant subcontractor is defined as those subcontractors providing effort consisting of 10% or more of the total effort.
Additional Requirements:
Note 1: Contractor must provide a statement regarding Property Management System:
(i) In accordance with FAR Part 45.2, when submitting a proposal, contractors shall indicate, which of the following their Property Management Systems (PMS) is based upon (see G-242-H001), more than one may apply:

(ii) Contractor’s Property Management System has been reviewed by MARMC Code 472 within the last 12 months. Provide the date last PMS was reviewed and list any changes which have been instituted (if none, must state none):
Note 2: Contractor must provide one of the following statements in regards to clause L-209-H009, Notification of Potential Organizational Conflict(s) of Interest. The Contractor has determined:
(i) that a potential organizational conflict of interest does not exist, at any tier
(ii) that a potential organizational conflict of interest may exist as described below and when a mitigation plan was provided to the PCO.
THE COMPLETION AND SUBMISSION OF THE ABOVE ITEMS WILL CONSTITUTE AN
OFFER (PROPOSAL) AND WILL INDICATE THE OFFEROR’S UNCONDITIONAL ASSENT TO
THE TERMS AND CONDITIONS OF THIS RFP AND ANY ATTACHMENTS AND OR EXHIBITS
HERETO. ALTERNATE PROPOSALS ARE NOT AUTHORIZED. OFFERORS OBJECTING OR
TAKING EXCEPTION TO THE TERMS AND CONDITIONS OF THE RFP MAY BE
DETERMINED TO BE INELIGIBLE FOR AWARD.
PROPOSAL FORMAT
(1) Offerors shall comply with the detailed instructions for the format and content of the proposals. Proposals that do not comply may be considered unacceptable and may render the proposal ineligible for award. The format of each offeror's proposal shall be as stated below and in the exact order listed below. The intent is not to restrict the offerors in the manner in which the proposal is presented, but rather to ensure a certain degree of uniformity in the format of the responses for evaluation purposes.
For Volume I (Technical Approach), the proposal shall be arranged and outlined exactly as shown in the sub- factors. For example, the paragraph describing the requirements for Sub-factor A, paragraph A3 shall be identified as A3 in the offeror’s proposal. THE PROPOSAL SHALL ADDRESS EVERY ASPECT OF
EACH SUB-FACTOR.
(2) Offerors are required to submit their proposals as follows: Submissions are page limited to the maximum number of pages as defined with each volume detailed below. These page limitations are inclusive of the executive summary and any charts, diagrams, and/or other graphics. Graphics (including tables) in the proposal may use an alternative font with 8 point size type or larger. Each “page” is defined as one, legibly typewritten sheet on white bond paper, printed single sided only, with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g. “Times New Roman” style with 12 point font) on 8 ½ “ x 11” pages. Offeror submissions shall not include hyperlinks. Lines shall, at a minimum, be single-spaced.
Pages shall be consecutively numbered. Multiple pages, double pages, two-sided pages, or foldouts will count as an equivalent number of 8 ½” x 11” pages. The cover sheet, table of contents (not to exceed one page per volume), glossery, tabs and dividers will not count toward the page limit. Each page of every copy should be affixed with the date, solicitation number, offeror’s name and the following legend: Source Selection Information, See FAR 2.101 and 3.104. Pages submitted in excess of the page limitations described will not be evaluated.
(3) Offerors are required to submit the original and three (3) hard copies plus one (1) electronic copy of its proposal to MARMC, Code 413. The electronic copy of the proposals must be submitted on a compact disk (CD) using Microsoft Office 2010 applications or readable with Adobe Acrobat. All electronic files shall be protected or made read-only prior to submission. In case of a conflict between paper and electronic proposal copies, the paper version will take precedence. All CDs shall be scanned for computer viruses. The proposal and other information must be provided in accordance with the following table:

Cover: The cover should indicate the following:
Title of the proposal Volume Number (I, II, or III) Proposal category (Technical, Past Performance, or Price Proposal) Request for Proposal (RFP) Number Name and address of offeror, Cage Code, DUNS, Business Size and applicable Tax I.D.
Number (TIN) Identification if original or a copy of the proposal Proposal validity period of 180 calendar days from the date specified for receipt of offers.
Table of Contents: The table of contents should provide sufficient detail as to allow the important elements to be easily located. The use of tabs and dividers is encouraged.
Requirements for Style: Each offeror shall submit a proposal that clearly and concisely describes and defines the contractor’s response to the requirements contained in the RFP. Unnecessary elaboration or other presentations beyond that sufficient to present a complete and effective proposal are not desired and may be construed as an indication of the offeror’s lack of understanding of cost consciousness. Elaborate art work, expensive paper or bindings, and expensive visual or other presentation aids are neither necessary nor desired.
The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion of the same information. When necessary, the offeror shall refer to the initial discussion and identify its location within the submitted proposal.
