BIDDER'S QUESTION 003:

Will the DO RFP have the ELIN 119 called out to bid for those DO equipment(s) requiring MIL-B-17931 Noise Tested bearings? Or, is it the intent that the ELIN be called out by the Contractor after the Contractor identifies Noise Tested bearings are required? Note: NSI’s currently identify Noise Tested bearings as being long lead time material and recommend they be provided by the government.

GOVERNMENT RESPONSE:

Motors/equipments requiring MIL-B-17931 Noise Tested bearings if known, (i.e. Fire Pump Motors), will be included at the delivery order level under ELIN 119. If Noise Tested bearings were an unknown requirement, the Contractor will identify the requirement via a Condition Found Report upon results of the open and inspect procedure. A modification will be submitted under ELIN 119. Noise Tested bearings does not qualify as long lead time material for the contractor as stated in NSI and will be provided by the contractor if not furnished by the ship as

GFM.

BIDDER'S QUESTION 004:

Paragraph C.6.1.u. invokes NSI 009-29. This Standard Item was deleted FY19 CH-1.

GOVERNMENT RESPONSE:

Paragraph C.6.1.u will be removed in a forthcoming amendment.

BIDDER'S QUESTION 001:

Is it the intent of the delivery order to only accomplish shipboard vibration testing and analysis if the rotating assembly cannot be balanced on the Contractor’s Shop Balancing Machine? Or will Vibration Testing and Analysis be required on every delivery order?

If so, it should be specified in ELIN 103 right after the operational test.

GOVERNMENT RESPONSE:

At the Delivery Order level shipboard vibration testing and analysis shall be accomplished as if the rotating assembly cannot be balanced at the shop, and on the Contractor’s Shop Balancing Machine. This will be accomplished as required under ELIN 118.

BIDDER'S QUESTION 002:

The Category II NSI for Shipboard vibration testing and analysis is 009-104. Shouldn’t 009-104 be listed in Paragraph C.4.a of the Contract?

GOVERNMENT RESPONSE:

NSI 009-104 will be added to Paragraph C.4.b of the Contract in a forthcoming amendment.
