Section C - Descriptions and Specifications

STATEMENT OF WORK

C.1. SCOPE OF WORK

C.1.1. The Contractor shall furnish the necessary management, technical support, labor, material, equipment, and facilities to accomplish repair and refurbishment of MK-41 Vertical Launch Systems (VLS) on board U.S. Navy and/or other military type vessels.

C.1.2. A delivery order will normally consist of a single requirement. A number of the delivery orders will be issued for emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous delivery orders for more than one vessel).

C.1.3. Required reports and documentation shall be compatible with Windows NT Server 4.0 as the standard Network Operating System and MS Office 2010 Professional as the standard Office Software.

a. Definition of Repair Requirements - The contractor shall be required to identify repair requirements. These efforts, when required, will include, but are not limited to the following: inspect equipment and/or systems to determine repair options, repair alternatives, and make recommendations to the Contracting Officer’s Representative (COR). In some cases, the on-site VLS SME will confirm the repair options and requirements with the contractor prior to report being submitted. For conditions that impact the schedule, the contractor shall notify the government via electronic media within 24-hours of discovery. This initial notification need not include all content required for a Condition Found Report (CFR), but must include a description of the condition/deficiency and an estimated timeframe for the offeror’s professional recommendation for resolution, which shall not exceed five (5) days as specified below. Recommended repairs and corrective actions shall be submitted to the Government in the form of a CFR in accordance with the instructions below:

NOTIFICATION TO GOVERNMENT:

CFRs shall be submitted to the COR within five (5) working days of discovery of the condition.

At a minimum, the CFR will include the following:

1. Identify contract, DO, ship, and hull number

1. Serialized by CFR number

1. Identification of the applicable Work Item number

1. Date requirement was discovered

1. Description of the work requirement

1. Specific location of the work

1. Recommendation for corrective action

1. Recommendation for the appropriate/best time to accomplish the work (i.e. during current availability with or without schedule change, future CNO or Continuous Maintenance Availability). Provide supporting rationale for the recommendation, such as cost efficiencies, availability of work force, availability of material, premium expenditures, etc.

1. Identification of related changes, if any, to the internal milestones and production and contract completion dates.

GOVERNMENT REVIEW AND RESPONSE TO CFR

The COR shall review the CFR. If the CFR is inadequate or incomplete, it will be rejected with time continuing to accrue (relative to 5-day requirement). As appropriate, the Government and contractor will need to meet, conduct ship checks and/or discuss the recommendation for corrective action further to determine the full scope of work required prior to final approval of the CFR. The contractor's accuracy reflected in the CFRs submitted may be evaluated in CPARS.

b. Repair Implementations. The contractor shall implement repairs/refurbishment, maintenance, renewal and evaluation for the MK-41 VLS on naval ships and shore-based activities. The contractor effort shall include, but is not limited to, the following:

(1) Conduct ship visits to coordinate schedules for VLS fleet technical support, inspections, repairs, equipment removal for repair, and refurbishment or replacement. Repair actions shall include the removal and reinstallation of all interferences.

(5) Submit completion inspection report to COR after all repair and/or replacement actions have been accomplished.

(6) Provide Quality Assurance Inspections and Certifications for all repair actions accomplished in accordance with this contract and standard industry practices.

(7) Repair and refurbishment work efforts shall be conducted at locations specified in each delivery order.

(8) During the ship visits, the contractor shall work closely with the on-site VLS SME to expeditiously fulfill planned or emergent work requirements and keep the Government fully informed of the status of work on a weekly basis.

(9) Provide the necessary tools, rigs, and test equipment to perform repairs.

(10) Coordinate with on-site VLS SME and ship’s force when crane support is required.

(11) Provide written report of all work performed, delays of work and test documentation results to the COR after confirmation from the on-site VLS SME.

C.1.4. Except as otherwise provided in this contract, or delivery orders issued thereunder, the contractor shall provide all material, labor, repair support, equipment, supplies, power, accessories, facilities and such other things and support as necessary for accomplishing assigned requirements.

C.1.5. The contractor shall perform the repairs ordered by the issuance of delivery orders from the Contracting Officer. When ordered, the repairs shall be in accordance with the requirements outlined in this contract. Repairs shall be performed shipboard or at contractor facilities within a 50-mile radius of Naval Station Norfolk, Norfolk, VA. Under normal conditions, work shall be accomplished at the contractor’s facilities. Additionally, performance of work may be required elsewhere including OCONUS. The following LOCAL WORK TEMPLATE (LWT) will be provided as an attachment and will be invoked on individual delivery orders as required:

042-037 General Requirements for Work Within Naval Station Norfolk; accomplish (Attachment J-3)

The following STANDARD WORK TEMPLATES (SWTs) shall be invoked on individual delivery orders as required:

042-001Accountability of Man-hour and Material Reservation; accomplish (Attachment J-4)
077-001Hazardous Waste Produced on Naval Vessels; control (Attachment J-5)

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. Additionally, in the event that there is any conflict between the references, NSIs, LWTs, and SWTs take precedence over technical manuals, specifications, and other references. NSIs take precedence over LWTs and SWTs. Other tiered drawings shall be followed when referenced.

C.5. POST-AWARD SUBMISSION

After receipt of a Delivery Order Award and prior to starting work onboard the vessel, the contractor shall submit a Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), and/or DOD 5220.22M (National Industrial Security Program Operating Manual), to the Commanding Officer of the ship via the Mid-Atlantic Regional Maintenance Center (MARMC) Security Officer.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked.

C.6. MINIMUM CAPABILITIES AND FACILITY REQUIREMENTS

a. Minimum Capabilities. Offerors shall provide evidence of Vertical Launch System certification or the intent for VLS certification. The intent for VLS certification will be considered equivalent to VLS certification and shall be demonstrated by completing and submitting an application, with all required documentation, as defined by NAVSEA Instruction 8394.2G. Applications shall be approved by IWS 3L and NSWC Port Hueneme (A50).

b. Facilities. The successful offeror shall have sufficient facilities in appropriate locations to fully support the work intended by this contract. The offeror’s facilities shall be located within a 50-mile radius of Naval Station Norfolk, Norfolk, VA. One or more delivery orders shall be issued for a warehouse facility to store and maintain repair parts and test equipment for MK-41 VLS.

C.7. GENERAL REQUIREMENTS

The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments.

Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B.

C.7.1. The Contractor Shall:

a. Exercise own judgment and expertise to assure the successful completion of all requirements placed hereunder.

b. Designate, in writing, those persons authorized to accept/reject verbal orders.

c. As applicable, coordinate schedules in the work affected areas with the ship’s force representative, MARMC Maintenance Team (MT), the on-site VLS Subject Matter Expert (SME) as defined in the Delivery Order, and the Contracting Officer’s Representative (COR) during the performance period of the delivery order. The contractor shall obtain a copy of the ship's operation drills, etc. (prior to start of work) from the ships force, thus avoiding unnecessary delays. The work effort on delivery orders shall be coordinated on a daily basis with the ships force representative to allow for changing situations aboard ships to minimize delays and disruptions.

d. Forward all requests for changes in delivery schedules, funding requirements and scope of work in writing to the COR. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR prior to 85% of delivery availability being exceeded.

e. Not respond to new performance requirements until a delivery order or a modification has been signed or verbal authorization has been given by the Contracting Officer.

f. Not respond to any requests requiring deviations in technical performance as specified in the delivery order without obtaining a signed modification or prior approval of the Contracting Officer.

g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule.

h. Comply with NSI 009-24 and ships or shipyard directives in accomplishing isolation, blanking and tagging of equipment, systems, circuits, components, piping and valves. All work performed shall utilize Work Authorization Form (WAF) in conjunction with NSI 009-24. The web site for the WAF is: http://www.submepp.navy.mil/.

i. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of performance. This shall be required on all delivery orders performed on this contract whether at a Government facility or at a privately owned facility.

j. Request on a case-by-case basis to use ship's services that are available. A request for use of ship's services shall be made to the ship force representative or Port Engineer. Written permission shall be obtained from the CO of the ship before actual use of any ship services. A request for ship's services may be turned down whether or not the requested service is available. Denial of a request for use of ship's services will not be a valid basis for any claim or request for compensation. Regardless of any request for ship's services, ship's services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury or damage to the ship's equipment.

k. Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities. For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.

l. Ensure that persons assigned to render repair hereunder are at all times under the direction and control of the contractor and are not employees of the Government.

m. Follow all applicable federal, state, and local laws concerning safety, health, and welfare of the contractor’s personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work.

n. Contact the MARMC Duty Officer at (757) 400-0000 when problems are encountered after normal working hours.

o. Submit a written weekly report detailing the daily events and the progress made during the course of each day to the on-site VLS SME and COR, as required. Time and location for submission of the weekly report shall be agreed upon at the beginning of each delivery order and prior to the start of the work.
