1. SCOPE:
1.1 Title: General Requirements for Work Within Norfolk Naval Shipyard (FOR SHIPS/CRAFT UTILIZING CONVENIENCE BERTHING); accomplish

3. REQUIREMENTS:
3.1 Accomplish the following requirements, in addition to the specific requirements of the Job Order, for work accomplished on naval ships and craft located at NNSY. The Naval Supervising Activity (NSA) for this work will be MARMC.
3.1.1 No regulatory agencies shall be allowed into the Shipyard without notification to the NSA for submittal to NNSY Code 106 and approval by Code 106. No information concerning Navy property or operations, or operations performed under contract to the Navy, shall be released to regulatory agencies without the approval of the NSA and NNSY Code 106.
3.1.2 CRANE SAFETY REQUIREMENTS. Cranes rented or owned by the contractor shall meet the requirements of 2.1 and all state and local regulations, NNSY crane regulations for contractors, 2.2, and predetermined ground loading capacities. Schedule an initial inspection with NNSY Code 742, via the NSA, Code 603, in the parking lot of building 1502, Pass Office, for crane validation prior to entering NNSY.
3.1.2.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report during the initial inspection listing documentation supporting certification requirements, the names of each crane operator including qualifications on specific crane being utilized, and crane ground loading requirements to the NSA, Code 603.
3.1.2.2 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing crane ground loading data calculated using crane weight, load(s) weight to be lifted, boom extension and angle, lift radius, and sufficient strength and size of matting materials to determine maximum load on

outriggers to the NSA, Code 240, 72 hours prior to the initial inspection.
3.1.2.3 Obtain maximum ground loads for the crane working area in NNSY from the NSA, Code 240.
3.1.2.4 Submit report required in 3.1.2.2 to the NSA not later than 24 hours before the end of the last preceding day shift, when initial crane inspections are scheduled after normal day shift working hours, on a weekend, or on a federal holiday.
3.1.2.5 The lifting of personnel with a live hoist/friction
crane is not allowed.
3.1.2.6 Wedged socket and connections shall not be used to
handle ammunition, hazardous or explosive material or for lifting personnel.
3.1.2.7 Blockage of crane rails (within yellow travel zones)
must be coordinated with NNSY, Code 742, via the NSA.
3.1.2.8 Contractors using subcontractors to perform any work
involving weight handling equipment will ensure their subcontractors' work practices follow and adhere to these guidelines.
3.1.3 AERIAL PLATFORMS. Accomplish a verification inspection of each aerial platform rented or owned by the contractor prior to utilization on production work. Inspection can be performed at the job site. Record inspection results for each aerial platform on NNSY form (Pre-entry Aerial Inspection Form). Submit a completed and signed copy of each form to NNSY Code 970.2, via the NSA, Code 603, by fax or delivery of hard copy. Upon submission, production work may proceed. The form will serve as notification to NNSY of the presence and location of the equipment and afford NNSY the opportunity to visually inspect to confirm the information received to ensure and maintain the safety and protection for its employees and Naval facilities. The contractor/vendor remains responsible for the safety, reliability, certifications and operation of the equipment, all operators, and other personnel affected.
3.1.3.1 Copies of a form for providing the above information
will be provided upon request by Code 603. An asterisk on the form denotes items operator(s) shall inspect at job location after set-up of unit. Maintain a copy of the document with the unit. For aerial platforms delivered and/or requiring replacing after 1600, perform the verification inspection and submit the completed and signed form no later than 0800 the following day.
Any aerial platform requiring lifting at the job site by NNSY will require prior approval by NNSY Code 700. Aerial platforms equipped with lifting pads and an approved manufacturer's procedure/sketch for lifting in accordance with the requirements of ATTACHMENT A will be approved for lifting without any production delay. Aerial platforms not equipped with lifting pads with an approved manufacturer's procedure/sketch for lifting will require a minimum of one working day for Code 700 review/approval.
3.1.3.2 Operators shall have available at the job site a copy of

their certification of training for the specific unit being utilized. Provide for review upon request.
3.1.3.3 Grove aerial platform model AMZ131XT with articulating boom will not be allowed into NNSY.
3.1.3.4 Perform daily pre-use inspections by the operator(s)
prior to assuming operating responsibility.
3.1.3.5 Report verbally each accident (i.e., personnel injury, material or equipment damage, collision or unplanned contact with objects) to the NSA as soon as management becomes aware; provide a formal written report of the event to the NSA within 24 hours of each accident, followed with a summary of circumstances, explanation of cause, and corrective actions taken. Secure the accident site, protect evidence, and withhold further aerial platform operations until the cause is determined and corrective actions are implemented and approved by the NSA.
3.1.3.6 Ensure subcontractors follow and adhere to these
guidelines.
3.1.3.7 NNSY inspection team will be performing random
monitoring of aerial platforms while in use. Any unsafe operations/conditions observed/found will be questioned and may result in stoppage of work operations.
3.1.4 DIVING OPERATIONS. Notify Port Operations within thirty minutes of divers entering the water. Submit one legible copy of the Port Operation notification to the NSA. Ensure that the ship's "Code ALPHA" flag is up each day prior to and during all diving operations.
3.2 CONTRACTOR PROVIDED TRAILERS FOR CONTRACTOR OFFICE SPACE USE.
Trailers for contractor use, temporary services (potable water, sewage disposal and electricity) shall be requested through the NSA.
3.2.1 Trailers' location other than on-board ship must have the NSA's Fire Department and/or NNSY Code 300.2 approval.
3.2.2 Trailers shall meet Federal, State, and local building and environmental requirements, i.e., lighting, ventilation, heating, cooling, safety, etc. In addition, two fully charged 15 pound CO2 wall-mounted fire extinguishers shall be provided in convenient locations.
3.2.3 Provide, install, connect, maintain and remove all temporary water/sewer lines, and electric cables between the NNSY electrical power, and water/sewer sources to the contractor's trailer(s).
3.3 NO SMOKING AREAS. All Naval vessels shall be designated NO SMOKING AREAS unless otherwise designated by the vessel's Commanding Officer.
3.4 COORDINATION OF INCOMPATIBLE OPERATIONS. Prior to start of work each work day, coordinate all potentially incompatible work operations with the NSA and Ship's Force. DO NOT PROCEED WITH ANY WORK UNTIL INCOMPATIBILITIES ARE RESOLVED. Operations that may be incompatible and may require coordination of scheduling prior to start up are: ventilation of toxic or flammable/combustibles; spray painting and paint application;
use of solvents; hot work; tank work; fueling/defueling operations; CO2 fire extinguisher system work; asbestos work; mercury work; energizing

circuits and starting machines; working aloft; removing floor plates or gratings; diving operations; abrasive blasting; compressed air (blow down); and, CHT (Sewage) work. Note: The above list is presented as a guide and is not all inclusive. The contractor is expected to be alert to the possibility of potentially incompatible operations, and resolve incompatabilities to ensure hazards are adequately controlled.
3.5 Prior to loading materials, tools and equipment aboard ship, the contractor shall install identification tags consisting of contractors name, description and destination. Tags must endure repair process.
3.6 For temporary services requested by the contractor, the contractor is responsible for possessing the necessary materials to connect hookups at locations pierside, provided by the NSA. The contractor is responsible to run services from the NSA provided location to their worksite, shipboard or pierside. The connections used by the contractor must be capable of adapting to the following shipyard temporary service connections:
3.6.1 Temporary services will be provided from pierside riser connections.
3.6.1.1 NSA will only supply steam to the 2 inch diameter
line/connection.
3.6.1.2 NSA will only supply Electric 440V 3 Phase and/or 110V single phase.
3.6.1.3 NSA will only supply potable water 2 1/2 inch diameter.
3.6.1.4 NSA will only supply L.P. Air 2 inch diameter.
3.6.2 The contractor will not be allowed to use electric air
compressors in NNSY. Only diesel air compressors are allowed.
3.6.3 All temporary services shall be tagged at the source and destination stating: use, source, destination and contractor's name.
Identification tags should also be used at bulkhead penetrations.
Quick disconnects shall be used when necessary within 3 feet of a safety bulkhead if the services penetrate the bulkhead. All waivers shall be requested through the NSA.
3.7 TEMPORARY COVERS. Template, fabricate and install temporary top hats on each tank top manhole for tanks and voids that open into bilges of machinery spaces.
3.7.1 Fabricate top hats from 1/4 inch thick aluminum.
3.7.2 Top hats shall not exceed 12 inches in height.
3.7.3 Install each top hat using new 3/16 inch thick gaskets
conforming to MIL-C-6183, Class I, grade firm, synthetic rubber and cork composition. Install top hats using the existing fasteners;
replace 25 per cent of fasteners found missing or unserviceable.
4. NOTES:
4.1 Operations of gasoline fueled vehicles and machinery on-board the ship is prohibited.
