Solicitation N50054-15-R-0002 Questions & Answers
Offerors are reminded that Bidders’ Questions were due no later than 1:00 p.m. EST on Thursday, 18 December 2014.
QUESTIONS ANSWERS
Q.1
I did not see any provisions set out in the RFP/SOW regarding:
1. Buy American Clause in the FAR
2. Wage Rate Determination in Davis Bacon
Are these included in the RFP?
A.1
1. The applicable Buy American Clauses are included within Sections I and K.
2. The Davis-Bacon Act does not apply to this instant solicitation. This requirement is subject to the Walsh-
Healey Public Contracts Act.
Q.2
Can we find out what it takes to become a certified vendor?
“Only a certified vendor can rewind Sealed Insulation (SI)
Systems Motor. Please see the list of certified vendors in
Attachment J12. This is the latest revision currently available.
Future revisions can be obtained from the Point of Contact information for Sealed Insulation (SI) Systems Motor certified vendors within NAVSEA Standard Item 009-33.”
A.2
Yes, you can find out and become certified vendors by using
Standard Item 009-113, Reference 2.2.
Q.3
Will we be required to know and understand the drills or will we be required to know and participate in any drills while we are working onboard a vessel?
“a. Coordinate schedules in the work affected areas with the
Ship's Authorized Representative (SAR), MARMC Maintenance
Team (MT), and the Contracting Officer's Representative (COR) during the performance period of the task order. Obtain a copy of the ship's operation drills, etc. (prior to start of work) from the
SAR, thus avoiding unnecessary delays. The work effort on task orders shall be coordinated on a daily basis with the SAR to allow for changing situations aboard ships to minimize delays and disruptions.”
A.3
Yes, you need to understand and know the drills that the ship is doing. No, you will not have to participate in the drills.
Q.4
Can you identify the incumbent contractor for this work please?
A.4
The incumbent contractor is Auxiliary Systems, Inc.
Q.5
If any Task Order requires the replacement of noise tested bearings, will the government be providing them?
A.5
No. The contractor needs to price ELIN’s 106 and 107 accordingly for motor bearings.
Q.6
ELIN 108 of the pricing schedule requires contractor to accomplish replacing shafts for AC or DC motors and MG sets.
Pricing lines AA through AG of this ELIN do not specify whether they are for AC or DC motors. Costs for manufacturing of a DC shaft vary significantly from the costs for an AC shaft. Can the government specify for which motor type (AC or DC) that the contractor should base pricing on?
A.6
The contractor needs to price to include both AC/DC motors.
Q.7
ELIN 109 & 110 of the pricing schedule require contractor to accomplish work on Sealed Insulation System Motors for AC/DC motors and MG sets. Should this work be for AC motors only?
A.7
No, it should include AC/DC motors and MG sets.
Q.8
Is it the intent of the Solicitation General Requirement C.6.1.J that pricing for each ELIN 101, 102 & 103 include crane service for pickup (101 & 102) or delivery (103) with unknown location of motor (i.e. onboard vessel, on pier, at building)? Can this be covered as Undisclosed Work when information becomes available?
A.8
No. ELIN’s 101, 102 and 103 should include cranes and forklifts. This will not be covered as undisclosed work.
Q.9
General Requirements C.8.2 & C.8.3 direct “disconnect and transport to Contractor’s Facility” and “deliver to ship install and connect” respectively. There is no mention of creating a shipping route and rigging the motor to a crane accessible area. Is this shipboard rigging evolution to be accomplished by others, to be covered as growth or included in the pricing schedule?
Obviously, there can be substantial cost differences between rigging a large motor in and out of different areas of different vessels. If this unknown level of effort for the shipping route and rigging the motor in and out of the vessel is to be included in the pricing schedule, is it to be included in ELINs 102 & 103 or covered in 118 as Undisclosed Work? Inclusion of this effort of unknown magnitude in the Firm Fixed Price ELINS, in a contract with multiple awardees, could place the Contractor at undo risk.
A.9
The contractor will be responsible for all rigging (in and out) for the task order.
ELINs 102 and 103 should be priced accordingly. This effort will not be covered under ELIN 118 as Undisclosed Work.
Q.10
Paragraph C.8.14 of the Solicitation directs renewal of 50% of resilient mounts in Fan Housings. For pricing purposes, can a drawing or other data please be provided for identification of these parts?
A.10
Drawings and/or tech manuals will be provided at the task order level as required. Drawings and manuals cannot be disclosed prior to contract award.
Q.11
Since paragraph C.8.15 of the Solicitation directs Shop Testing of motor pump assemblies, it is assumed all pumps identified for repair shall be sent to the Contractor’s Facility. Can a separate
ELIN be added for removal of the Pumps, to distinguish between pumps that are currently removed by others and pumps to be removed for this repair, requiring blanking?
A.11
No. A separate ELIN will not be added. The contractor will be tasked with removing all pumps. Pumps will not be removed by
“others”. ELINs should be priced accordingly (to include blanking).
Q.12
ELIN 113 of the pricing schedule requires contractor to troubleshoot controllers of motors associated with the task orders. Can you confirm that the troubleshooting of controllers will be limited to motor controllers only (and not, for example an
AC plant controller, smart ship control console or other such system, which is much more complex than just a simple motor controller)?
A.12
Yes. The contractor will be tasked with trouble shooting the motor controllers only.
Q.13
Since the NSIs, LWTs & SWT listed in Solicitation sections C.4 b,c & d are to be invoked in Task Orders, will they be separately priced in the Task Orders to suit the work requirements?
A.13
NSIs, LWTs & SWTs are references that may be invoked on task orders as required. These are not separately priced items.
Q.14
ELIN 118, Undisclosed Work, states it “includes, but is not limited to, structural work associated with temporary access cuts”. Is it the intent for all access cut costs to be covered by this item?
A.14
YES, all access cuts will be covered by this item.
