About this file

This is a Questions and Responses document for a follow-on federal contract opportunity. The contract is a continuation of work previously performed by Coastal Management Solutions Inc (Contract N4523A25F3000), which ran from February 3, 2025 to February 2, 2026 with a total contract value of $278,323.20. The new requirement calls for two full-time personnel and one supervisor, totaling 4,124 annual hours (accounting for two unpaid days per person during holiday base closure). The supervisor position is a paid, billable role expected to manage remotely but be physically onsite within two hours if a personnel issue arises; the supervisor is a third person not included within the 4,124 annual hours and does not require a full-time schedule.

Proposal responses must include resumes for all personnel, the contractor's SeaPort contract number, facility clearance level, and either a Cage Code or UEI number on the cover letter. The YELLOW CIA access badge will be provided by the client, and resumes are required with the proposal. Questions are due July 10, 2026 at 9:00 AM PDT, with proposals due July 17, 2026 at 9:00 AM PDT. The DD Form 254 will be issued after contract award and is necessary for performance. The document clarifies that no Restricted Data or Nuclear Work Areas are applicable, despite initial references in the PWS to potential nuclear-related access requirements. The solicitation was updated in section 19 F-J regarding technical proposal volume requirements.

Question and Responses

*Same and similar questions have been consolidated. Responses have been provided in red.

-Is Supervisor a paid/billable role? Yes

-Supervisor physical presence required? The Supervisor is expected to manage remotely but shall be able to physically be onsite within 2 hours if there is a personnel issue.

-Is this contract a new requirement or a follow-on? This is a follow on contract.

-Is there an incumbent contractor company / incumbent employee? If so, what is/was the incumbent contractor company name, contract number, period of performance, and total contract value? The prior contract holder is Coastal Management Solutions

Inc(N4523A25F3000). The period of performance was 03-FEB-2025 to 02-FEB-2026. Contract

Value Contract Value $278,323.20

-The solicitation identifies a requirement for two (2) full-time personnel and 4,124 annual hours.

Based on a standard 2,080-hour work year, two FTEs would typically equate to 4,160 hours annually. Could the Government please clarify the basis and intent of the 4,124 annual hours?

Two days unpaid during holiday closure per person.

-May this supervisor also serve as one of the two required full-time personnel, or is the

Government expecting a separate supervisory resource that is not included within the 4,124 annual hours? The Supervisor is a 3rd person, only expected to be onsite in the event of a personnel issue. The Supervisor will work remotely to manage personnel, but this will not require a full-time work schedule.

-Does the Government require a technical proposal volume? If so, could the Government please clarify the expected contents and format of the technical submission? Solicitation updated in section 19 F-J.

-Will the Government issue a DD Form 254 for this requirement? If so, will it be provided prior to proposal submission or upon contract award? DD254 will be necessary and will done after award.

-What is/was the historic number of personnel performing this work? Two plus 1 Supervisor

-The PWS states that a Confidential security clearance is all that is required, but a that access to the Navy Marine Corps Intranet (NMCI) and COMNDNET computer systems are required and that potentially there may be a need to access Nuclear Work Areas, Controlled Nuclear

Information Areas, and Restricted Data. That access cannot be gained in 5 working days unless the government issued DD 254 at contract award specifies it is required for performance of the contract and unless the personnel at a minimum have at least a Secret level clearance. Will the government please re-evaluate with the assistance of the government SSO and DCSA the level of security clearance that is required for each position and amend the PWS to either remove these accesses or revise the security clearance from Confidential to either Secret or Top Secret and thus update that the contractor company must have an active facility clearance of that same level at proposal submission in order to onboard personnel and begin performance in

August? No RD or NWA applicable

-Since the name of the business is already asked for, when asking for the entity, does the government want the UEI number for the entity? Cage Code or UEI acceptable. Solicitation updated on page 3.

-As the following criteria would be necessary for award, would the government like the contractor’s SeaPort contract number and facility clearance level also specified in the cover letter? Providing Seaport contract number and clearance level will need to be provided.

Solicitation updated on page 3.

-PWS Section 1.2:The section references 4,124 hour per hour for 2 FTEs. Does this include holidays and PTO? Yes except for two days per person during holiday base closure.

-Are there incumbents that we can consider for hire? No comment.

-Will we be required to submit resumes with our proposal? Yes

-PWS Section 3.2.4:Will the YELLOW CIA access badge be processed and provided by the client?

Yes.

-Is the Supervisor position billable for the contract? Yes

-PWS Section 3.2.7:Will the client consider a remote Supervisor position? The Supervisor is expected to manage remotely but shall be able to physically be onsite within 2 hours if there is a personnel issue.

-The cover page shows Thursday, July 6th at 1:00 PM PST as the due date for the proposal, but paragraph 14 shows 17 July 2026 by 9:00 AM PST. Also, I would like to confirm the question deadline. Paragraph 15 says 10 July 2026, but clause L-215-H007 says 2 July 2026. Please advise? Solicitation typo will be corrected and revised combined synopsis updated to reflect 17

July 2026, 9:00 AM PDT. Questions due 10 July 2026, 9:00AM.
