About this file

This is a Combined Synopsis/Solicitation (RFQ) issued by Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, Washington, for the overhaul of a 3408 Caterpillar diesel engine under solicitation number N4523A26Q5709.

The solicitation requests quotes for four contract line items (CLINs): CLIN 0001 covers disassembly and inspection of the provided 3408 Caterpillar Engine per PWS section 5.2.1; CLIN 0002 is an option for repair actions, cleaning, and testing per PWS section 5.2.2; CLIN 0003 is a conditional option for delivery/return shipping based on vendor location relative to PSNS (vendors over 100 miles away will price shipping; those within 100 miles will have the government handle logistics); and CLIN 0004 is a non-priced Contract Data Requirements List (CDRL). The work must be completed as a firm fixed price commercial service contract within 10 weeks from award date. Performance will take place at the contractor's facility. The government will provide government property on a rent-free basis. Delivery is FOB Destination as specified in the PWS. The solicitation applies FAR Part 12.2 simplified procedures for commercial items, with NAICS code 333618 and PSC code J028 (Maintenance, Repair and Rebuilding of Equipment: Engines, Turbines, and Components). System for Award Management (SAM) registration is required at time of proposal submission. Quotes must be submitted by 12:00 PM Pacific Time on April 7, 2026, with questions due by 10:00 AM Pacific Time on April 2, 2026. Award will be made to the lowest-price technically acceptable (LPTA) offer. Offerors must submit an official quote on company letterhead with RFQ number, company information, CAGE code, complete CLIN pricing, and a statement of agreement with all terms and conditions. A Property Management Plan or confirmation letter from an approved federal Property Management Agency is required per FAR 52.245-1. Payment will be processed through the Wide Area Workflow (WAWF) system using electronic invoicing with specific routing data and agency accounting information (AAI-050120).
