Performance Work Statement Summary
This is a Performance Work Statement (PWS) for a major overhaul of a Caterpillar 3408B Power Generation Diesel Engine (S/N 78Z05911) currently stationed at Puget Sound Naval Shipyard (PSNS). The contract is a firm-fixed price, non-personnel service contract with a 10-week period of performance from when the engine is shipped to the contractor's facility. PSNS is responsible for initial shipping to the contractor's location; the contractor is responsible for return shipping to PSNS in Bremerton, Washington. The work must be performed by a Caterpillar OEM-certified repair facility specializing in power generation diesel generator sets, with preference for ASE-certified diesel mechanics with T2-diesel and 3408B experience.
The primary objective is to completely rebuild the engine with new, remanufactured, or reconditioned parts to minimize future engine failure risk and avoid costly removal and replacement operations. The overhaul includes 36 major repair tasks spanning cylinder head reconditioning, turbo cartridge replacement, fuel injection system rebuilding, bearing replacement, gear train service, and comprehensive parts replacement per OEM specifications using only genuine OEM parts. The contractor must perform disassembly and inspection, submit findings and recommendations to PSNS within 24 hours, complete all authorized repairs, and conduct minimum testing including engine break-in, dynamometer testing at all RPMs, and safety device verification. Deliverables include inspection findings reports, unexpected findings reports, test reports, final condition assessment, dyno performance results, and component replacement documentation, all due within two weeks of service completion. The Contracting Officer Representative will oversee technical aspects and performance monitoring, while the contractor maintains close liaison with government personnel throughout the project.
