About this file
This is a Questions and Answers document (N4523A26Q1305) addressing clarifications for a federal contract involving relocation services at PSNS&IMF (Puget Sound Naval Shipyard & Intermediate Maintenance Facility).
The contract requires relocation of warehouse materials from PSNS&IMF buildings to a warehouse facility in Poulsbo or alternate locations, and classroom/office items from Building 445 to Building 502. The scope includes moving up to 600 pallets/bins/crates and 50 large items, with no minimum guarantee required. One 26-foot box truck with a lift gate may be sufficient if multiple trips are made in one day; lift-gate trucks are acceptable for loading the majority of 1,144-pound pallets, though some longer items may require specialized handling. The contractor must provide two 6,000-pound capacity forklifts with on-site secure storage provided at both pickup and delivery locations. The contract period runs from May 7 through December 31, 2026, with Effort 1 (warehouse materials) conducted in continuous daily moves once facilities are ready, and Effort 2 (classroom/office items) phased for Building 502 completion anticipated in September/October 2026. All contractor employees must be U.S. citizens with proof of citizenship to access PSNS&IMF CIA pickup locations and obtain required access badges; temporary daily visitor passes may not be needed due to the two-week planning and badging period prior to moves. No hazardous materials, weapons, or ammunition will be handled. The government will not schedule a site visit, and all necessary information is contained in the Performance Work Statement.

Questions and Answers 0001
Q. I have two 26 foot box trucks with lift gates and four team members available for the job.
Would one truck be sufficient for this job or does it require two?
A. A 26ft box truck may work for some of the materials, but some of the longer items may be difficult to load/unload safely. One truck may be sufficient if able to make multiple trips in one day. After contract award, the contractor and COR will plan, coordinate, and develop a mutually agreeable moving schedule prior to commencing any of the moves.
Q. Do all workers on site need a TWIC card?
A. Attachment 1 – PSNS&IMF Contractor Badging & Access Requirements provides details on what is required to access the site. Para 1.2.1 outlines the different credentials that can be used to gain access to the job site. A TWIC card is one of the four. If a contractor employee does not have a TWIC card, then they will have to utilize one of the three other forms of credentials.
Please also make note of para 1.6 and 1.7. The pickup locations are within PSNS&IMF CIA.
In order to access the pickup locations all contractor employees will need to be U.S.
citizens and show proof of citizenship to be able to obtain their access badge.
Q. Will everything be grouped together and labeled with which building it will be going to?
A. Majority of the warehouse items will originate from Bldg 367, but some items may need to be picked up from Bldg 147, 368 or other buildings within the PSNS&IMF CIA. After contract award, the COR will coordinate and plan with the contractor prior to start of any of the moves. Items within a building will be grouped together as much as possible. The COR or other government rep will be onsite to help identify and track quantities of items that are being relocated. The COR will work with the contractor to ensure that all items loaded on the truck are all going to the same drop-off site.
Q. Work Schedule and Pacing: The Period of Performance runs from May 7 to December 31, 2026. Will this be a continuous, daily moving operation, or will the moves be conducted in phases as construction dictates? If phased, how much advance notice will the contractor receive prior to each mobilization?
A. There are two main efforts associated with this contract. Effort 1 is to relocate warehouse materials from PSNS&IMF CIA buildings to our warehouse facility in Poulsbo or to one of the alternate delivery locations. Once the facilities are ready to receive materials, the majority of the warehouse items will be able to be moved in a continuous, daily move until all items are relocated. There may be some additional items that will need to be coordinated and phased for later move dates based on operations. After contract award, the COR will work with the contractor to develop a mutually agreeable move schedule prior to start of any moves.
Effort 2 is for the classroom/office items being relocated from Bldg. 445. This move will be phased for when the destination facility Bldg. 502 is ready for occupation. Bldg. 502 completion is currently anticipated for Sept/Oct 2026 timeframe. The COR will work with the contractor to schedule this move well in advance of when it’s needed.
Q. Equipment Storage: Regarding the requirement to provide two forklifts capable of lifting 6,000 lbs, will the government provide a secure area to store these forklifts on-site at the pickup and delivery locations for the duration of the contract?
A. Yes, on-site secure areas will be available for the forklifts at both pickup and delivery locations. At the Poulsbo delivery location, the forklift can be stored inside the warehouse when not in use. For the PSNS&IMF CIA pickup locations, a designated storage location near Bldg. 367 will be provided to the contractor to store the forklift. This location may or may not be inside or covered. While both locations are secure, the contractor is encouraged to utilize chain and padlocks on the steering wheels to prevent usage by non-contractor personnel.
Q. Loading Access: The PWS states to assume no loading docks are available. Can the government confirm if ground-level loading via lift-gate trucks is acceptable, or will specialized ramps be required to load the 1,144 lb pallets?
A. Use of lift-gate trucks is acceptable for the majority of the pallets, but some of the longer items may be difficult to load/unload safely.
Q. Volume Guarantees: The description states the contractor will relocate materials up to the maximum quantity of 600 pallets and 50 large items. Is there a minimum guaranteed quantity for this contract, or should this be priced strictly on an as-needed basis?
A. There is no minimum guarantee required. The government anticipates to maximize the use of this contract to relocate the maximum of 600 pallets/bins/crates and 50 larger items from PSNS&IMF buildings.
Q. Badging and Access: Given the May 7 start date and the strict CIA badging requirements outlined in Attachment 1, will the government allow temporary daily visitor passes for the crew while the long-term DBIDS and CIA badges are being processed?
A. Temporary daily visitor passes may not be needed. The May 7th start date is to support a two-week contractor and COR planning and coordination timeframe prior to the start of moves and to allow for badging. After contract award, the COR and contractor will work together to develop a mutually agreeable moving schedule prior to start of any moves.
Q. Can/will a site visit / site walk be arranged in order to better understand the scope and access conditions for Buildings 147/367 and Building 445/502.
A. The Government is not intending to schedule a site visit/ job walk for this requirement, all necessary information is included in the Performance Work Statement (PWS).
Q. Please confirm whether the scope includes handling or transporting any hazardous materials, including weapons and/or ammunition.
A. No hazardous materials, to include weapons and/or ammunition, will be handled or transported by the contractor under this contract.
