Performance Work Statement For
B147/367 Warehouse and B445 Classroom/Office Move Contract
1. Purpose: The Navy is undertaking an effort to revitalize and optimize industrial infrastructure at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF). To support upcoming military construction projects, PSNS&IMF must remove equipment and material from buildings to provide space for construction activities. The affected buildings are located within the PSNS&IMF Controlled Industrial Area (CIA). This contract is to provide the means to relocate Government equipment and materials in two main efforts.
First, to relocate warehouse equipment and materials from PSNS&IMF CIA Building 147 and/or 367 to a government controlled leased storage facility located a maximum of 21 miles by roadway from pickup site. As an alternative, the Government may choose to have the materials picked up from a different location within the PSNS&IMF CIA or may choose to move some of these items between PSNS&IMF CIA buildings instead of to the storage facility. Second, to relocate classroom/office furniture and materials less than 2-miles from Building 445 to Building 502 located on Naval Base Kitsap – Bremerton installation.
2. General: Contractor will provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform material and equipment relocation services to include preparing/packaging materials and equipment for transport, pick-up, delivery, and trash (packaging material) removal. Contractor will need to provide their own lifting and handling equipment (e.g. forklift) and all required materials to pack and secure loads at the originating and primary destination locations.
3. Specific Tasks:
3.1. Contractor will relocate all equipment and materials identified by Contracting Officer
Representative (COR) up to the maximum quantity outlined in the approved vendor quote.
Contractor will provide suitable transportation vehicles, lifting and handling equipment, and all packing and moving supplies required to relocate equipment and materials.
Contractor will work with COR to plan, coordinate, schedule and identify equipment and materials being relocated from within each of the designated facilities. Additional coordination and approvals may be required if transportation vehicles require blocking off roadways for loading/unloading of materials. Contractor is to coordinate with COR for any items that require disassembly for transporting. Contractor is not to disassemble any equipment without prior approval/concurrence of the COR. Contractor will assemble any items previously disassembled by the contractor. The contractor will remove any contractor generated trash, to include packaging materials.
3.2. Period of performance: The period of performance is May 7, 2026 to December 31, 2026.
The COR will coordinate with the contractor to schedule the actual move dates for each location. Move dates are currently anticipated to occur no sooner than May 21, 2026, but may slide right based on availability and completion of the receiving space.
3.3. Pick-up Location: Equipment and material will originate from buildings located within the
PSNS&IMF CIA on Naval Base Kitsap (NBK) – Bremerton. Common address for PSNS&IMF is 1400 Farragut Ave., Bremerton, WA 98314. Contractor access to and from PSNS&IMF CIA is via the Commercial Vehicle Inspection Gate, located at 1127 Charleston Beach Rd W, Bremerton, WA 98312. (see figures 1, 2 & 3)

3.4.2. Delivery Location 2: Classroom/office furniture and items originating from PSNS&IMF CIA Building 445 basement will be delivered to the first floor of Building 502 on NBK- Bremerton. Buildings are less than two miles apart. There are no loading docks at either of these locations. Use of box vans or smaller trailers are advisable.
3.5. Alternate Delivery Locations:
3.5.1. Alternate Building within PSNS&IMF CIA: Some warehouse materials/equipment may be delivered to another building within the PSNS&IMF CIA. Buildings would be within a two mile driving distance from each other. Most locations can accommodate tractor trailers up to 53ft in length, but smaller trailers may be advisable. There are no loading docks.
3.5.2. Alternate Leased Facility: Some warehouse materials/equipment that can be stored outdoors may be requested to be delivered to an alternate government controlled leased facility. Alternate facility is less than 21 miles from the pickup location. Alternate site address is Belfair, WA 98528. Location can accommodate tractor trailers up to 53ft in length. There are no loading docks at this location. A government employee and forklift will be available at this location for offloading trucks.
3.6. Hours of Operation: PSNS&IMF is open 24 hours per day, seven days per week, however, contractor and commercial truck traffic is limited to normal commercial vehicle gate hours of 0500-1700 local time Monday thru Friday, excluding federal holidays. There is heavy commuter traffic in the area between 0600-0800, and 1500-1700. There are also short periods where vehicle movement within PSNS&IMF is curtailed at the start and end of shifts, around 0720 and 1600. Any work required outside of normal operating hours will need to be coordinated with the COR. The contractor and the COR will develop mutually agreeable work hours and plan prior to start of moving.
3.7. Packing:
3.7.1. Warehouse materials being relocated are already packaged in bins/crates or sitting on pallets, and capable of being moved by forklift. The majority of items sitting on pallets may not be adequately secured to the pallet. The contractor will be responsible for ensuring materials are properly secured to pallets for transport. The contractor will not be responsible for repackaging any materials that are already in sealed boxes, crates, or bins.
The contractor will notify the COR of any items the contractor identifies may require additional packaging to support transporting, and the contractor will repackage those items once concurred to by the COR.
3.7.2. Classroom/office materials located in Building 445 will require the contractor to pack the items for transporting. The contents of approximately four cabinets/workbenches of training materials will require packing. The training materials will include small handheld pieces of welded metal typically weighing less than 25lbs with some pieces potentially weighing as much as 60lbs.
3.8. Removal: The contractor will remove all company crates and boxes, and contractor generated trash, from each designated delivery location upon completion of deliveries.
3.9. Material and Equipment List:
3.9.1. Warehouse Materials: A detailed list of the warehouse material and equipment is not available due to Buildings supporting ongoing operations at PSNS&IMF, resulting in materials flowing in and out of the buildings on a daily basis. It is estimated there are quantity 600 pallets/bins/crates, with a footprint of less than 4ft by 4ft, of various warehouse materials that will need to be relocated. Majority of the palleted items will not be able to be stacked for transport. There may also be up to an additional 50 miscellaneous large sized items greater than a 4ft pallet (i.e. crates of various sizes up to 3ft x 3ft x 20ft, and industrial equipment 6-8ft wide/long and 10ft in height). Some of the miscellaneous sized items may be able to be stacked for transport. Majority of the pallet/bin/crate weights are not known, but assume estimated average weight of a 4ft pallet/bin/crate materials is 1,144lbs, with no individual pallet/bin/crate weighing more than 1500lbs. Assume estimated average weight of miscellaneous larger sized items is 2,288lbs, with no individual item is weighing greater than 6,000lbs.
3.9.2. Classroom/Office Materials: The classroom space is approximately 20ft wide by 30ft long and contains two 3ft tall by 5ft wide display cases, one 4ft tall by 5ft wide toolbox/workbench, a 4-drawer filing cabinet, up to10 tables and 20 chairs, and other miscellaneous packable materials.
3.10. Additional Responsibilities: All workers under contractor direction shall wear proper safety gear while working. Ensure no damage to the government property, facilities, or surrounding areas occurs during the movement of materials. Prior to beginning the work, indicate to the Government Representative any operations that may inhibit normal traffic flow.
4. Additional Estimating Assumptions:
4.1. Assume all warehouse items (i.e. the 600 4ft by 4ft pallets/bins and 50 miscellaneous large sized items) will be delivered from Building 147 to 12 Trees Business Park. This would be the max driving distance. Alternate delivery site locations would be closer.
4.2. Assume an average weight of 1,144lbs for each of the 600 warehouse items on 4ft by 4ft pallets/bins, for a total of approximately 686,400lbs. No individual pallet/bin weighs more than 1500lbs.
4.3. Assume an average weight of 2,288lbs for each of the 50 miscellaneous large sized items, with no individual item weighing greater than 6,000lbs.
4.4. Assume no loading docks are available.
4.5. Contractor to provide certified forklift(s) capable of lifting 6,000lbs minimum.
4.6. Contractor to provide a minimum of two forklifts. One for the pickup location and one for the primary delivery location.
4.7. Classroom/Office items are in the basement of Building 445 and will require Contractor personnel to carry items up a single flight of stairs.
