About this file
This document is a Questions and Answers (Q&A) file for contract N4523A25Q1412 addressing maintenance service requirements. The Q&A clarifies the government's intent regarding parts replacement during preventive maintenance. Specifically, the government will provide certain listed parts (detailed in paragraph 5.2.4), and the contractor is responsible for replacing these parts as determined necessary by the maintenance technician. The goal is to minimize multiple service visits by addressing potential replacement parts during a single maintenance service, based on historical data and input from multiple service providers. The document confirms that while the listed parts are considered standard maintenance items, the government may also provide additional parts not on the list if needed for repairs.

QUESTION:
Per the requirements in PWS Part 3 – Government Furnished Property, Equipment, and Services, section 3.5 Materials states that the Government will provide the parts listed under paragraph 5.2 during preventive maintenance if any of these parts require replacement.
However, paragraph 5.2.4 states to “include the following parts in the maintenance service to be replaced as determined by the technician performing the maintenance.”
A. Are we required to have all parts listed in paragraph 5.2 on hand for each preventive maintenance visit?
or
B. Are we required to replace those parts during every visit, regardless of whether the technician determines they need replacement?
ANSWER:
The intent is for the Government to provide the parts that are listed in 5.2.4., and the contractor would replace these parts as part of the maintenance service if needed to be replaced. This does not exclude the government providing additional parts that are not listed if needed for repairs, but the parts listed we considered regular maintenance parts based on history and input from at least two service providers. Our intent is to mitigate having to use two service visits to replace a part that should be included as part of the regular maintenance.
