About this file
This solicitation requests proposals for maintenance, repair, and preservation services for a 199-foot fuel oil barge, YON-326. The Navy seeks a firm-fixed price contract to dock the vessel, complete hull repairs and preservation, engine and pump maintenance, piping and valve repairs, and sea trials. Offerors must have facilities to accommodate the barge. The period of performance is from December 2020 to March 2021. Proposals are due in September 2020, and award will be made to the responsible offeror with the lowest price and technically acceptable proposal. The estimated value of hazardous waste disposal is 500 gallons of contaminated water and 500 pounds of solids. The small business set-aside is under NAICS code 336611 with a size standard of 1,250 employees.

1. CONTRACTOR QUESTION: Is the YD-5500
Exhaust Bellow for the generator engine? Is the new replacement YD-
5500 exhaust bellow the same as the existing exhaust bellow? Is there existing removable and reusable exhaust insulation blankets on the generator engine exhaust pipe and bellow system? Can the Navy give us more information on the new exhaust bellow (part number, size of exhaust pipe, length of bellows, flanged bellows on each end, slip joint ends or to be welded to existing exhaust pipe system)? Is there a drawing showing the generator exhaust system?
Information pertaining to generator exhaust can be located on ‘Sheet 20’ – of reference
‘7642547 Outfitting Sketches’.
The exhaust bellow is for the generator engine.
The Navy is unsure if the new exhaust bellow will match the existing. Templating from existing material is typical for part(s) renewal. Refer to SOW paragraph 3.9.10.1 “Template exact sizes, locations, configurations, and materials from existing vessel conditions.”
Refer to the Tech Manual(s) provided.

ISSUING OFFICE POC: Chris Davidson supply Model number and serial numbers on the cargo pump?
Can the Navy supply the part numbers and quantity of all parts needed to replace the cargo pump shaft seal?
Can the Navy supply part numbers for the new gages and remote throttle cable required?
It states to disconnect and remove the shaft assembly. Is it the Navy’s intention to just disconnect and remove the one upper shaft and the one upper shaft coupling to check and inspect the upper shaft between centers and to replace the shaft seal? Or is it the
Navy’s intention to disconnect & remove the entire gearbox and pump assembly (couplings, shafts, impellers, main discharge head) to disassemble the pump for the inspection and put between centers of the lower shaft where the seal rides?
Refer to Tech manuals and/or drawings:
‘7642545 Cargo Piping’, ‘7642547 Outfitting

On Item 3.13 through 3.13.4 - Dock and
Sea Trials; would the final dock trail of the main cargo pump diesel engine, PTO and the cargo pump be done at
Manchester Fuel Depot? Would the
Navy be responsible to fill up a cargo tank of product for the testing of the new cargo pump seal so the pump and seals won’t run dry and cause damage?
