Questions and Answers 3
N4523A20R1080
1. The solicitation (p.2) states that the contract to be awarded will be a FFP IDIQ contract. The
Performance Work Statement (PWS), para. 1.10, p.2, states that the type of contract is to be determined by the CCE and Customer. Please clarify, if known, the type of contract that is anticipated.
A: This contract will be a FFP IDIQ
2. Solicitation, p. 27, shows a "PROGRESS PAYMENTS SCHEDULE". Will Performance Based
Payments (i.e., milestone payments) be considered as a payment option for which each milestone is backed up by objective evidence of completion?
A: Invoices can be submitted in accordance with the Progress Payments Schedule per page 27 of the solicitation. Performance Based Payments are acceptable at the completion of each CLIN.
3. Please describe the content of the "Quarterly Reviews" identified in PWS para. 6.6.4.1 (p.29),
7.5.3.1 (p.34), and 8.4.3.1 (p.37). They are not identified elsewhere in the PWS.
A: The intent is for the contractor to provide a status update on design or production, date for next government inspection point, and any change in final delivery date. If needed Quarterly review can be replaced with monthly.
4. Please clarify the difference between "First Article Forging Sketches" and "First Article
Sketches" as required in PWS para. 4.4.1.3, 4.4.1.4, 6.3.1 and 4.4.1.9, 4.4.1.10, 6.4.1. That is, what is to included in one type of sketch (e.g. First Article Forging Sketch) vs. the other (First
Article Sketch).
A: The “First Article Forging Sketch”, identified in PWS para. 4.4.1.4, 4.4.1.10, 6.3.1 and 6.4.1, provides details on the sample first article forgings representative of the largest forging thickness
(i.e. diameter of the greatest inscribed sphere) of the Canister Upper and Lower Forgings to be forged of HY-80 at the Contractor’s facility and approved by NAVSEA. The first article forgings must be of the largest size and sufficient complexity to demonstrate the capability to provide forgings with acceptable chemistry and mechanical properties throughout the forging section. A
Contractor may opt to provide proof for completion of first article testing IAW T9074-BD-GIB-
010/0300, Rev 2, and qualification through NAVSEA to produce HY-80 forgings in similar hollow and solid shapes. In this case, the Contractor shall provide, at minimum, the sketch used to produce the sample first article forgings and the NAVSEA qualification letters. The “Forging
Sketch”, identified in PWS para. 4.4.1.3, 4.4.1.9, 6.3.1 and 6.4.1, provides the proposed heat treat configuration and necessary test specimen locations (i.e. prolongations) for conformance inspection of the production lots.
5. There are a number of document submittals required throughout the project that are for
Government review and approval prior to continuing with the next planned activity (i.e., fabrication, machining, etc.). What are the anticipated turnaround times for the Government to review and approve these submittals?
A: Anticipated turnaround shall be 10 business days (two weeks) should be sufficient.
6. What are the latest dates for exercising Options 1 and 2? It appears that the Government has until 5/27/2022. (Needed for purposes of estimating Escalation.)
A: The last day orders can be issued will be 05/27/2022 per clause 252.216-7006
7. Solicitation p.51 (52.215-1 INSTRUCTIONS TO OFFERORS - (3)(ii)(1) ) requires electronic submittal to occur not later than 5:00 pm PDT one working day prior to the date specified for receipt of proposals. Would it be permissible to submit proposals electronically by the proposal due date and time, which is 6/15/2020, 4:30 pm PDT?
