About this file

This document contains questions and answers related to a solicitation for the development and production of two Anchor Monitoring System displays. The solicitation requires building displays within the specifications defined in the attached Performance Work Statement. Key details include that the displays will be used indoors aboard ship and must meet requirements for seven segment and bar graph displays, LED indicators, and communication with external sensors through connectors. The contractor must provide testing plans and perform functionality, continuity, insulation resistance, and other tests according to industry standards. The Navy will provide external sensors for testing but not simulation equipment. All other components are the responsibility of the contractor. The contracting officer is Trevor Park and all questions should be directed to him via email.

Questions 3

8-25-2020

1. Is the display to be used aboard ship? outside? On land inside or outside?

The display will be used aboard ship, inside.

2. Clearly the displayed information is created by the logic internal to the display housing on the tbd pcb correct?

Correct.

3. Do you have a luminance specification in candelas/meter squared?

We do not have a luminance specification.

4. In what form are the electrical schematics of the pcb electronic? If so what electronic schematics capture software was used and what version, if not then what form are the schematics to be supplied.

It is up to the vendor how they want to implement the system as long they can meet the desired functions. With other drawings in the project, we capture software version within the drawing.

5. Detail and provide specificity for OQE so that it may be priced.

See #18.

6. Any luminance specification for the leds?

Refer to 3.

7. Exactly what certifications do you wish? Depending upon the environment the display is placed in we can make suggestions if you wish.

If there are any functions that will need to be performed that requires an industry certification, those certifications will be required to be presented during the award bid, i.e. J-STD-001 Requirements for Soldered Electrical and Electronic Assemblies.

8. Publish the quality assurance surveillance plan so it maybe priced.

QASP is provided.

9. Detail what you believe is a defect.

A defect would be an issue that doesn’t follow the provided specification.

10. Detail frequency of surveillance and exactly where and how the surveillance will take place

Provided in the PRS within the PWS.

11. Detail where any and all post award conferences will take place geographically and/or electronically iAW FAR 42.5

Post award conferences are expected to be held via phone conference.

12. Since this is a build to government supplied print/drawings do you take responsibility for any consequential vendor costs associated with failure to pass any first article test?

The PWS is not a government supplied print/drawing. Schematics provided within the PWS only serve as the basic signal flow for the design. Any recommended changes to improve the functionality or the drawing by the contractor after award will be dealt with on a case to case basis, and will require discussion and approval from PSNS after contract award.

13. The output of the Zettlex rotary encoders is serial what in your opinion makes the use of this datasheet critical to the manufacture of the display/pcb?

Within the datasheet, the part that describes the ABZ encoder signals and the page that talks about “Product Option ABZ3 – Push-Pull (TTL) with 90° width Z reference” is the most critical.

The manufacturer would need to know how to communicate with the encoder.

14. This is also a question of each of the additional external sensors

The LVIT has information on the output current, which is also provided on the PWS. The proximity sensor can’t be simulated without the datasheet. The entire 2G Actuator protocol reference is critical since the display needs to be able to communicate with the actuator to perform the desired functions.

15. The contractor is required by the drawing to use specified connectors to properly connect to all external sensors/inputs, therefore 4.2.1.2 is superfluous, nonetheless if duplicative effort is required then there should be a time limit for the implied psns approval of the preliminary design despite the fact that no approval is clearly stated.

The preliminary design presentation is still helpful in determining in verifying the vendor’s design. Dates will be negotiated after contract award.

16. Exactly what is display visual inspection? What are the parties inspecting?

The visual inspection test ensures that all of the necessary functionality of the display is provided to the user and that there is no visual damage on any of the seven segment displays or bar graphs. See 4.2.7 on what the PWS states should be displayed and the required LED indicators as shown on Figure 2 Display Mockup.

17. Pcb continuity testing to be measured on a raw unassembled pcb or assembled?

PCB continuity testing is to be measured on an unassembled PCB. This should be covered under standards IPC-HDBK-830 listed in the Design Specifications.

18. Exactly what insulation resistance is required

Required insulation testing is covered in 4.2.1.3. Per the PWS and the deliverable schedule, it states that the contractor is to provide a test plan that covers the required tests. For the PCB testing, the IPC-HDBK-830 provides guidance on insulation resistance requirements. It references test procedure examples such as IPC-TM-650 Test Methods Manual, which is available on the IPC website. The remaining tests are to be tested in accordance with industry standards. We will review and provide comments if we find the test requirements to be unacceptable.

19. Relay continuity test and insulation testing . this needs clarification here. Are you wanting to test the relays for functionality or continuity. What insulation needs to be tested.

We want to test the relays for both functionality and continuity. The relays need to function and there needs to be continuity when the switch closes. Insulation resistance testing is needed to ensure that there are no unintended shorts between multiple relays or connectors.

20. Input output insulation resistance testing needs detailed clarification

Input output refers to the pins that are located on the back of the display on the connector. We want to ensure that there is sufficient resistance between pins to avoid shorts.

21. Who supplies all the sensors for the display? If the government do you ship upon request for full test at no charge to the contractors?

The government will supply the external sensors, but components internal to the display shall be furnished by the vendor per 4.1 in the PWS.

22. Is the current limiting resistor shown as part of the schematics?

It is mentioned within the PWS specifications, but it is not shown in figures. Refer to 4.14.2.

23. For how long must the minimum storage temperature and humidity specification be adhered to?

What is your specific test for this specification?

Refer to #18. This will be covered within the contractor’s test plan and will generally be in accordance with industry standards. MIL-STD-810H, SAE J1455, or similar military standards are examples of test plans that can be used.

24. 4.3.2 makes no sense without specifications. We can certainly make suggestions and we certainly can layout to minimize these issues BUT we are using government supplied schematics so any suggestions on our part are moot.

See #12. Specifications for 4.3.2 was not provided because the project itself has no requirements for transient surge, susceptibility, emission, and EMI, but we did not want these factors to be fully neglected.

25. Do you want the display to be tested against ul 94 or mil std 202 proc 111 iaw mil hdbk-454b

Either is fine. Per the PWS, it mentions that the “PCB shall meet the requirements of UL94 V-0 standard for flammability or similar military standard”.

26. 4.3.5 requires external an external software program to generate seven segment display and bar graph our suggestion is to embed this test in the display logic with an external trigger. If you do not agree who will supply the test software and test equipment to perform this test?

4.3.5 has been updated. The document specifies an external trigger being a 24 VDC signal to test the display and test is to be ran on initialization. Additional information will be provided for clarification.

27. If there is any equipment necessary to actuate the external sensors who will supply that equipment?

The proximity sensor requires a metallic surface but it is not necessary to supply the proximity sensor to the vendor. The proximity sensor can be easily simulated.
