About this file
This document contains questions and answers regarding a solicitation for the development and production of two Anchor Monitoring System displays. The solicitation seeks services to build the displays according to the specifications in the attached Performance Work Statement. Key details include that the contractor will be responsible for creating the PCB schematics and providing all necessary parts and materials to produce the displays. The contractor must also provide any required software, testing services, and certifications. Post-award meetings will be held via phone conference as needed to discuss performance.

Questions 2
08-25-2020
1. In what form are the electrical PCB schematics? Will you send them?
The contractee will be the one in charge of creating the PCB schematics. It is up to them on how they want to implement the system as long as they can meet the desired functions and requirements requested in the PWS.
2. The pws says They shall also provide manufacturing services for the display screen that is driven by the PCB, does this mean the contractor will provide ALL the materials/parts necessary to produce 2 Anchor Monitoring
System Controller Display.
According to 4.1, it states, “The Contractor shall furnish all supplies, material, equipment, facilities and services required to perform work and testing under this contract.” The government can provide external sensors and motors such as the actuator, encoder, and the LVIT.
3 the pws says the contractor will provide software (if required) , is there software required or not?
This would depend on how the contractor implements the communication to the J6 serial port for if the user wants to make modifications to the display. If the contractor requires any specific software to communicate to the J6 serial port, then it must be provided.
4. the pws says the contractor will provide: testing services are there any testing services beyond those in 4.2.1.3?
Testing services for technical requirements are covered on 4.2.1.3. A first article test plan for the tests is also required.
5. the pws says 5 4.2.1.3.1 Display visual inspection what constitutes pass/fail test for this inspection?
The visual inspection test ensures that all of the necessary functionality of the display is provided to the user and that there is no visual damage on any of the seven segment displays or bar graphs.
See 4.2.7 on what the PWS states should be displayed and the required LED indicators as shown on Figure 2 Display Mockup.
6. the pws says 4.2.1.3.3 PCB continuity and insulation resistance testing . is this pcb bare board continuity testing?
What are the insulation resistance testing requirements?
Yes, it is PCB bare board continuity testing. For questions 6-8 per the PWS and the deliverable schedule, it states that the contractor is to provide a test plan that covers the required tests. For the
PCB testing, the IPC-HDBK-830 provides guidance on insulation resistance requirements. It references test procedure examples such as IPC-TM-650 Test Methods Manual, which is available on the IPC website. The remaining tests are to be tested in accordance with industry standards. We will review and provide comments if we find the test requirements to be unacceptable.
7. The pws says 4.2.1.3.4 Relay continuity tests and insulation resistance testing ? What are the relay continuity test parameters and insulation resistance testing requirements?
See #6.
8. The pws says 4.2.1.3.5 Input and output insulation resistance testing . what are the input and output insulation resistance test parameters?
See #6
9. The pws says 4.2.1.3.6 Operational tests with sensors communicating with the display. What other sensor testing other than the gfe 2G Engineering 2000 Series High Torque Rotary Actuator.
This also tests the Linear Voltage Inductive Transducer (LVIT) and the encoder. There is also a normally open proximity sensor that passes 24V through when it is actuated when a metallic object comes within its sensing range, but this sensor can be simulated.
10. the pws says 4.11.1 Signal tests the display to ensure proper Vendor Display functionality. (J5-3). What exactly are the signals stated in this test? What is j5-3?
J5-3 refers to 4.3.5 and 4.3.6 on the PWS. If that pin receives a 15-30VDC input for 5 seconds, it will rerun the initialization checks where it verifies the functionality of the seven segment displays and bar graphs.
10. the paws says certifications accordingly. What are the certifications ? Who is the certifying authority? What is evidence of certification?
If there are any functions that will need to be performed that requires an industry certification, those certifications will be required to be presented during the award bid, i.e. J-STD-001
Requirements for Soldered Electrical and Electronic Assemblies.
11. the pws says The contractor shall a produce a First Article Test (FAT) procedure approved to by PSNS prior to performing..
although this is a procedure do you expect some approval requirement for the first article?
Yes.
12. the pws says The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.. Where are the meetings to be held? How are the meetings to be held?
How often do you expect to have meetings?
Meetings will be held via phone conference. The frequency of the meetings will be decided during the phone conference.
