Question Received 3/2/2018, Posted 3/2/2018

Question 1: In regards to N4523A18R1318 Solicitation, sections 3.8 and 3.10 stating the requirement for a replacement emergency trailer to be onsite within a 24hr period of notification from the Contracting Officer, due to travel times, federal DOT requirements and Industry locations of Regeneration facilities, we are not sure that the industry as a whole can meet this requirement. Can the spec be changed to a 48hr response time to accommodate the Industry Standard on such dedicated trailers?

Amendment to Answer 1:

The Government is open to any suggestion to any alternative approach that industry can provide in order to meet the requirement for system replacement as opposed to mandating a 24 hour response time. *

Stepladder pricing for 24, 48, 72 hour mandatory response for system replacement is requested.

Any suggested solution to the Governments need to have systems be backed up as an alternative to a 24, 48, 72 hour response;

o The Government is willing to have a task order for the life of the IDIQ for a backup system onsite provided that other task orders are executed.

o The Government would appreciate any alternative suggested approach that insures we have 100% coverage of the projects that meets technical, schedule, and price concerns.

*Contractor is responsible for insuring that all systems provided are capable of meeting the technical requirements. If a system is inoperable, the contractor would be required to insure that the backup system or alternative approach is still capable of service to the project. If a backup system is used the contractor would be required to have a backup replacement provided within 4 calendar days after notification. Government employees can move the backup trailer if the contractor cannot arrive to support transportation. The backup trailer will be used for unplanned replacement. Contractors will be given at least a notice of 7 days to provide a planned replacement for depleted trailers. When the backup trailer requires replacement due to time based maintenance, a replacement shall be supplied on site before the backup trailer is removed.
