The Government will be posting all questions and answers from Solicitation N4523A18R1318 on a series of Q&A documents. The Q&A documents will be posted to the government point of entry weekly throughout the length of the solicitation period. Please be aware that any questions asked and responses to those questions will be posted to the Q&A documents, the government requests that all questions be of non-proprietary nature and allow for public dissemination.

Question Received 3/2/2018, Posted 3/2/2018 Question 1: In regards to N4523A18R1318 Solicitation, sections 3.8 and 3.10 stating the requirement for a replacement emergency trailer to be onsite within a 24hr period of notification from the Contracting Officer, due to travel times, federal DOT requirements and Industry locations of Regeneration facilities, we are not sure that the industry as a whole can meet this requirement. Can the spec be changed to a 48hr response time to accommodate the Industry Standard on such dedicated trailers?

Answer 1: Government cannot change this response time because this service supports critical evolutions on projects. The 24 hour response time is a necessary component of the requirement but please provide a technical approach that communicates how you plan on doing this. (Backup trailer on-call local to Bremerton?, Backup trailer maintained and stored at the nearest regeneration facility that is available to be deployed upon notification, other approach...) Costs associated with the approach chosen should all be contained within the monthly rates being charged to the Government.
