JML #: 73179595
RCP #: N4523A-18-R-C15581
Ship/Activity: PSNS Shop 99 Title: HIGH VOLUME DEMINERALIZED WATER PRODUCTION UNITS (PORTABLE) Place of Performance: Puget Sound Naval Shipyard, Bremerton, WA.
Period of Performance: 01-APRIL-2018 thru 31-MARCH- 2023 1.
This specification describes the minimum requirements for demineralizer equipment to remove particulates, inorganic dissolved solids and chloroform from local municipal water. This includes the related vendor services necessary to meet the Government's demineralized water needs for one 12-month period with options for contract extensions up to four additional 12- month periods. The Demineralized water production units will support project needs as well as emergent facility needs.
1.1 Where “demineralizer” or “demineralization” is specified, it shall be construed to allow the use of reverse osmosis, electro-demineralization or other appropriate continuous water treatment method as all or part of the water treatment process.
1.2 Supplies or service and estimated usage for each year. Estimated total gallons processed is shown in table below, but may vary (+100%, -30%) depending on operational demands. Usage estimates may be revised yearly to account for changing customer workload conditions.

1.3 The contractor shall provide and maintain the required equipment listed in paragraphs 1 through 1.2 to include maintenance and regeneration necessary to maintain equipment in a fully operational condition. The demineralizers and filters shall be leak tested and certified for zero leakage up to and including the inlet and outlet connections prior to delivery. The demineralizer and filter media shall be delivered in a fully regenerated, wetted and flushed condition suitable for immediate use.
2.
Description of Demineralized Water Trailers 2.1 Each demineralizer system shall be self-contained in a fully-enclosed, commercial trailer. The trailer shall be capable of producing at least 400,000 gallons of demineralized water meeting the specifications of Table II, at flow rates up to 90 gpm, without flushing by the Government or additional servicing by the contractor when the following utilities are connected:
a.
Electrical power (110 to 120-volt, 60-hertz, 1-phase, or 480-volt, 60-hertz, 3-phase) for operation of the conductivity meter, alarms, freeze protection, automatic valves, pumps, etc.
b.
Fresh water meeting the specification of Table I to be processed.
c.
(If required) sewer drain hose directed to a gravity/pressure sewer system. Maximum sewer backpressure is estimated to vary between 0 and 30 psig.
2.1.1 The influent fresh water is supplied via the local municipal water system. Table I shows the expected maximum mineral content of the water supply. The supply is a combination of well water and surface water, and may change from one to the other during the course of a year. Temperature of the supply may vary from approximately 42 oF in January to about 62 oF in August. The Government will provide samples to vendors for independent testing prior to bid if desired.

2.5 The expected number of trailer systems in use will vary depending on the number of ships being served and the criticality of the service. The estimated number of required trailers per location is detailed in paragraph 1.2.
2.6 Demineralizer trailer systems shall be designed not to require additional structures for weather protection.
3.
The Government shall accomplish the following:
3.1 Determine the sites requiring contractor-provided demineralizer equipment, and determine the quantity of equipment and length of time the equipment will be required at each site.
3.2 Notify the contractor of depleted, defective, or otherwise inoperable trailers that need to be replaced or repaired.
3.3 Furnish connection hoses to and from the demineralizer trailers. Connect and disconnect the demineralizer trailers for service.
3.4 Provide emergency repairs on contractor-provided equipment at the Government’s discretion.
3.5 Furnish and connect a calibrated totalizer/flowmeter downstream of each demineralizer trailer to track effluent water usage. Read and record demineralizer trailer flowmeter/totalizer readings to determine the amount of water processed. Provide flowmeter/totalizer readings to contractor upon request to assist in trailer capacity determinations.
3.6 Operate all contractor-provided demineralizer trailer systems per contractor-provided instructions.
3.7 Provide influent water samples to contractor for independent testing prior to bid if requested.
3.8 Provide electrical power to the trailer system.
3.9 Provide a designated delivery point and pickup point for all equipment. The delivery point shall accommodate up to an 8.5 ft x 45 ft over the road semi-trailer.
4.
The contractor shall accomplish the following:
4.1 Provide newly regenerated/serviced demineralizer trailer systems to replace depleted trailer systems within 7 days of oral or written notification, when requested by the Contracting Officer’s Representative (COR) or other authorized Government representative. A longer time may be allowed on a case-by-case basis, if mutually agreed upon by the COR and the contractor. When required by the COR, the contractor shall provide newly regenerated/serviced demineralizer trailer systems within 24 hours of oral or written notification.
4.1.1 The depleted demineralizer trailer system shall be regenerated at the contractor's facility to operate at 100% of rated capacity. Trailer systems shall be returned/provided with all regeneration chemicals flushed out and inlet/outlet connections closed and capped. No regeneration of the demineralizer equipment shall be required at the government facility.
4.1.2 The Government shall pro-rate the cost per regeneration for any unit(s) failing to produce 400,000 gallons of demineralized water meeting the specifications of Table II. Example: if a unit produces only 200,000 gallons of quality water, the Government will pay only 50% of the regeneration fee.
4.1.3 The contractor may, at contractor expense, collect influent water quality data either at point-of-use or in cooperation with the Bremerton, Everett or Bangor Water utility as needed to support demineralizer capacity determination.
4.2.
Deliver demineralized trailer system(s) to the designated site upon mutual agreement between the COR and the contractor.
4.2.1 Provide access to the trailer interior as necessary to allow personnel to inspect and monitor equipment in the trailer.
4.3 Provide sample analysis test report for each demineralizer trailer system upon delivery of the trailer system to the Government. The sample analysis test report shall include qualitative verification that the requirements of paragraph 2.1.2 have been met. The following items must be included:

4.4 Furnish written instructions for the operation of contractor-owned equipment, as well as system drawings, diagram or schematic. Instructions shall include: initial start-up, restart of idle trailer systems, trailer system return preparations and any other information pertinent to the operation of the demineralizer trailer systems. Instructions and drawings shall be clearly posted on a weatherproof placard or container on each trailer.
4.5 Provide on-site training to Government personnel, at the Government facility, for operation of contractor-owned equipment. Training shall include: initial start-up, restart of idle trailers, any other information pertinent to operation of the demineralizers and emergency on-site maintenance. Each delivery order shall specify training date, time, and location.
4.6 Provide Material Safety Data Sheet (MSDS)/Safety Data Sheet (SDS) for the demineralizer resin media.
4.7 Provide a technician/representative available for emergency contact 24 hours/day, 7 days/week, to respond to equipment failure, bad quality, depleted trailers, etc and perform on-site maintenance service to equipment as required. When contractor representative is requested on-site, response time shall be within 24 hours of notification unless otherwise extended by the Government. The problem must be corrected or another trailer shall be provided within 24 hours of the original notification of the problem.
4.8 Bill the Government once a month for equipment and services provided by the contractor to meet the requirements of this contract. No charges shall accrue for depleted demineralizer trailers remaining on-site after the contractor has been notified to remove the trailers for regeneration.
4.9 Calibrate the conductivity meter of each demineralizer trailer per the manufacturer’s suggested schedule or annually, whichever occurs first.
4.10 Provide trailers and equipment in ready-to-use condition meeting the requirements of this specification. Receipt inspection of trailers will be performed by the government. Failure to meet this specification will be cause for immediate rejection of the trailer system.
