D. PROPOSAL CONTENT

1. FACTOR ONE: TECHNICAL CAPABILITY

Offerors must provide a proposal that demonstrates the following minimum requirements:

a) Offer must make an affirmative statement that the contractor has successfully completed relevant and recent repairs of High Pressure Air Valves on a submarine; and

b) that such has been verified by at least two but no more than three recent and relevant contracts demonstrating previous work on a Level One (1) High Pressure Air Valve Repair on a U. S. Navy Submarine. “Recent” and “Relevant” is defined in Factor Two. It is anticipated that these recent and relevant contracts provided in Factor One, Technical Capability, will be the same contracts provided in Factor Two, Past Performance.

2. FACTOR TWO: PAST PERFORMANCE

The offeror shall provide a completed copy of the Previous Contracting Efforts Narrative Form found in Attachment J2.

Offerors shall complete Previous Contracting Efforts Narrative Form (Attachment J2) for at least two but not more than three (3) of their most recently completed Federal Government contracts (not to exceed three years since completion) for supplies/services that are similar in scope, magnitude and complexity to this procurement. Offerors are encouraged to submit brief and concise responses but may expand the form to provide sufficient explanation. Data submitted other than that requested on the Contractor Performance Data Sheets will not be considered. Failure to submit Contractor Performance Data Sheets shall be considered certification that the contractor has no past performance for the Government to evaluate.

The offeror shall provide information for at least two (2) but no more than three (3) previous contracts (to include task orders or delivery orders) completed with a CPARS record where work was performed by the offeror as either the prime or a major subcontractor whose effort was relevant. To be considered a major subcontractor, the offeror’s submitted previous contract documentation must demonstrate evidence of exceeding $700,000.00 or more per year, or 10% of the total contract price. To be considered recent, the contract(s) provided should be performed within the five (5) years from issuance date of this solicitation.

To be considered relevant, the offeror’s submitted contracts shall provide documented experience demonstrating the ability to accomplish the item listed below:

Accomplish Level One (1) High Pressure Air Valve Repair on commissioned US Navy submarine in a CNO availability within the past three years.

Offerors may submit contracts currently being performed as long as a minimum of one (1) year of performance has been completed as of the closing date of this RFP. Summary lists of contracts or incomplete data will not be considered.

If your firm has no past performance, affirmatively state this fact in your proposal.

The Government may verify past performance information from any sources to include past performance for contracts not submitted by the offeror. The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews, information on hand, and existing data sources to include but not limited to Contractor Performance Assessment Reporting System (CPARS).

Note:

· It is incumbent upon Offerors to ensure they are providing valid names, phone numbers and email addresses. References who cannot be contacted may receive a neutral rating;

· The references must be customer personnel most familiar with your performance on each of these contracts. The references should be persons involved in performance under the contracts such as: project managers, contracting officer’s representatives, and marine surveyors. (Do not list the procurement contracting officer).

· Offerors shall provide a narrative explanation on each of the proposed past performance efforts describing how they are similar in scope, magnitude, or complexity to the type of work being solicited, or that your firm has no relevant experience.

3. FACTOR THREE: PRICE (with Cost Breakdown)

The offeror shall provide a completed copy of the Price Breakdown Spreadsheet found in attachment J-3. Round your costs to whole numbers, i.e. $100.50 = $101 or $100.49 = $100.

If the contractor has an established Forward Price Rate Agreement (FPRA) with the Government, propose in accordance with the FPRA.

EVALUATION OF OFFERS

Section M - Evaluation Factors for Award

A. General

1. An award will be made to the responsible offeror whose proposal represents the best value to the Government in accordance with the evaluation criteria and factors set forth in this section considering price and non-price factors as described below.

2. This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures. This is a competitive LPTA source selection. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offers with acceptable past performance, and price and cost reasonableness shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.

B. Basis of Award

To be eligible for award, Offerors shall meet the following criteria:

1. Obtain a technical proposal rating of Acceptable

1. Obtain a past performance rating of Acceptable

1. Offer a price determined fair and reasonable by the Contracting Officer

1. Be determined responsible under FAR Part 9.104

An unacceptable rating in the technical or past performance factors listed above renders an offeror’s proposal ineligible for award. If a technical proposal receives an unacceptable rating, then the Government may not evaluate the corresponding past performance or price proposal.

C. Evaluation Factors

The purpose of the proposal evaluations is to ensure impartial and comprehensive examination of competitive proposals. Statements and representations made in the Offeror’s proposal may be subject to verification by proposal evaluators. The evaluation factors are set forth below:

Description
Adjectival Rating
Factor 1
Technical Capabilities
Acceptable / Unacceptable
Factor 2
Past Performance
Acceptable / Unacceptable
Factor 3
Price with Cost Breakdown
Not Adjectivally Rated

The proposal will be evaluated in accordance with the criteria set forth below:

a. RATINGS FOR FACTOR 1: TECHNICAL CAPABILITIES (Acceptable/Unacceptable)

RATING
DESCRIPTION
ACCEPTABLE
An affirmative statement was provided demonstrating working on a Level One (1) High Pressure Air Valve Repair on a U. S. Navy Submarine. AND

Verification was provided for two but no more than three recent and relevant contract action demonstrating working on a Level One (1) High Pressure Air Valve Repair on a U. S. Navy Submarine.

UNACCEPTABLE
An affirmative statement was NOT provided demonstrating working on a Level One (1) High Pressure Air Valve Repair on a U. S. Navy Submarine. AND

Verification was NOT provided for two but no more than three recent and relevant contracts demonstrating working on a Level One (1) High Pressure Air Valve Repair on a U. S. Navy Submarine.

b. RATINGS FOR FACTOR 2: PAST PERFORMANCE (Acceptable/Unacceptable)

Rating
Description
Acceptable
A fully completed Previous Contracting Efforts Narrative Form found in Attachment J2 was submitted. AND At least 2 but not more than 3 verifiable contract actions with recent and relevant experience that are similar in scope, magnitude and complexity to this procurement were provided.
Unacceptable
A fully completed Previous Contracting Efforts Narrative Form found in Attachment J2 was NOT submitted. AND At least 2 but not more than 3 verifiable contracts with recent and relevant experience that are similar in scope, magnitude and complexity to this procurement were NOT provided.

Note: An offeror without relevant past performance, or for whom information on past performance is not available, will be given a neutral rating. A neutral rating will be rated as “acceptable” in the context of this evaluation.

c. FACTOR 3: Price/Cost (Price/Cost Reasonableness)

The Government will not evaluate price adjectivally or assign strengths or weaknesses to the price proposal. The Government will analyze the proposed price using the information contained in attachment J-3 to determine fair and reasonable pricing for the notional package. Attachment J-3 must be completed in its entirety.

Award will be made on the basis of the lowest priced proposal that meets or exceeds the acceptability standards for the non-price factors. If the Government determines an offeror’s price to be inexplicably low or otherwise not fair and reasonable, that offeror may be eliminated from the competition without further discussion.

1. Rejection of Unrealistic Offers:

The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low cost or price. Such unrealistic offers may be deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

2. Source Selection Decision:

The Government shall select the source based upon an evaluation of the offeror’s technical acceptability, past performance and price/cost. The Government intends to choose the lowest realistically priced, technically acceptable, offer by a responsible offeror with acceptable past performance for award.
