SOLICITATION N4523A17R0051
Amendment #1
SUBJECT: ANSWERS TO BIDDER’S QUESTIONS
Question 1: Reference Statement of Work Sections 3.7, 3.8, 3.9, 3.10, if any defect or damage is found outside the work performed by the contractor (e.g. existing conditions, foreign material), will the contractor be tasked to continue the work until the valve meets all Maintenance Standard requirements?
Answer: The requirements for paragraphs 3.7 (reference 2.6), 3.8, 3.9 and 3.10 (reference 2.7) are identified in the reference document as detailed in the SOW subparagraphs. For the purposes of proposal preparation, the contractor should anticipate foreign material to be present in the valve components (carryover from the dehydrators). Defects found, not identified in the SOW requirements, shall be identified to the Government via a Contractor Condition Found Report (CFR) per paragraph 4.3 through 4.8, and if necessary the scope of work will be revised via a Request for Contract Change (RCC) issued by the Contracting Officer.
Question 2: Reference Statement of Work Section 3.11.1, if testing fails due to issues not caused by the contractor (e.g. existing conditions, foreign material), will the contractor be tasked to continue work until the valve passes all testing requirements?
Answer: Testing, as a result of repairs performed by the Contractor, is not anticipated to result in any test failures. If a test failure occurred, an evaluation would take place between the Government and
Contractor to determine the path forward under any Contractor warranty provisions or resultant growth/new work.
