SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION FACTORS
1. CONTRACT AWARD
Award will be made to one offeror determined to be the lowest priced, technically acceptable offer, whose offer, conforming to the solicitation, represents the best value to the Government, given the outcome of the
Government’s evaluation of each offeror’s technical capability, past performance, and price.
2. EVALUATION METHODOLOGY – LOWEST PRICE TECHNICALLY ACCPETABLE
In selecting the best overall offer, the following factors will be considered: (1) technical, (2) past performance, and
(3) price. The offeror must be determined to have acceptable technical and past performance before further consideration will be given; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an “acceptable” or “unacceptable” basis. Proposals are evaluated for acceptability, but not ranked using the non-price factors. In order to be considered awardable, there must be an “acceptable” rating in every non-price factor. The non-price factors include Technical and Past Performance.
All offers with acceptable technical and past performance will be further considered. From those offerors, the government will select the offer, in conformance with the solicitation, which offers the lowest price.
3. EVALUATION FACTORS AND CRITERIA
a. Technical Proposal: Technical proposals will be evaluated on an “Acceptable/Unacceptable” basis. The proposal will be evaluated for completeness and accuracy of information. The proposal must receive an acceptable rating in each technical sub-factor in order to receive an overall technical rating of acceptable.
Any proposal that is rated as unacceptable in any technical sub-factor will be rated as unacceptable overall and will be ineligible for contract award. An offer will be determined technically acceptable based on the following criteria:
1. Corporate Experience:
The offer’s corporate experience shall be evaluated as having a minimum of 3 (three) years of corporate experience providing and managing qualified journeyman level mechanics and technicians in accomplishing preservation, maintenance, repair and overhaul services on a minimum of three (3) waterborne or dry-docked surface ships and small craft similar to, and including
U.S. Navy vessels or surface ships classes identified as relevant in Section L.
2. Technical Capability:
(a) Facility. The offeror's facility will be evaluated to determine that the facility has adequate lifting and operational capacity to safely dock the vessel per the requirements set forth in
Section L of this solicitation. An on-site survey conducted by the Government Docking
Observer (GDO) may be required to validate the facility’s capability.
(b) Quality Management Plan (QMP): The following components of the Offerors QMP will be evaluated based on the following:
(i) Control of Documents: A documented procedure that meets or exceeds ISO
9001:2008 paragraph 4.2.3.
(ii) Control of Records: A documented procedure that meets or exceeds ISO 9001:2008
Paragraph 4.2.4
(iii) Corrective Action: A documented procedure that meets or exceeds ISO 9001:2008 paragraph 8.5.2.
(iv) Preventive Action: A documented procedure that meets or exceeds ISO 9001:2008 paragraph 8.5.3.
(v) Internal Audit: A documented procedure that meets or exceeds ISO 9001:2008 paragraph 8.2.2.
(vi) Management Review: A documented procedure which meets or exceeds ISO
9001:2008 paragraph 5.6
(vii) Property Control: The Offerors documented Property Control system will be evaluated to determine if it meets the requirements at FAR 52.245-1. This process must address, at a minimum, all four elements listed in Section L (Technical
Capability: Item c. Property Control Process).
TECHNICAL EVALUATION RATING TABLE
Rating Description
Acceptable Proposal meets the minimum requirements of the solicitation.
Unacceptable Proposal does not meet the minimum requirements of the solicitation.
The proposal must meet or exceed the requirements in the solicitation, and any subsequent amendments.
Statements and representations made in an Offeror’s technical proposal may be subject to verification by
Government evaluators. If the Offeror is found to be technically unacceptable in any of the Technical subfactors, the proposal will be found technically unacceptable overall. Any proposal deemed technically
UNACCEPTABLE in accordance with the terms of the solicitation will NOT be considered for award.
(b) Past Performance: Past performance is a measure of whether an Offeror has satisfied customers in the past. Past Performance will be rated as “Acceptable” or “Unacceptable”, focusing on performance that is recent and relevant to the contract requirements. For the purposes of this solicitation, recent past performance is defined as contracts performed within three (3) years immediately prior to the date of solicitation issuance. The types of vessels deemed relevant to this procurement are surface ships and small craft similar to, and including U.S. Navy DD, FFG, YTB, YT, YC, YON, YRB, YD, Caisson and Utility Craft. Trends showing improving or deteriorating performance will also be considered.
The past performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The past performance evaluation performed in support of this source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts.
Past performance information shall be obtained from the Past Performance Information Retrieval System
(PPIRS) and the Contractor Performance Assessment Reporting System (CPARS). Past Performance will be evaluated on an “Acceptable/Unacceptable” basis. Any rating of unsatisfactory on past performance elements Quality, Cost Control, Schedule, or Management will render an Offeoror’s overall past performance rating as UNACCEPTABLE, and the proposal will NOT be considered for award.
PAST PERFORMANCE EVALUATION RATING TABLE
Rating Description
Acceptable
Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Unacceptable
Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or is so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. In the context of acceptable/unacceptable rating, “unknown” past performance shall be considered
“acceptable”.
(c) Price: Price will be evaluated to determine if the offeror's proposed price is fair, reasonable, and balanced utilizing price analysis techniques in accordance with the guidelines in FAR Part 15. The Government will award this contract to the offeror whose proposal represents the lowest price to the Government.
Offeror’s are required to submit prices for all line items included in Section B of the solicitation. Further, Offerors are required to submit prices described in the Section J, Technical Price Breakdown Attachment form.
The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or subline items listed on the five-way breakdown sheet provided. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government. Completion of the Technical Price Breakdown attachment found in section J is
REQUIRED to be submitted with your proposal. Failure to submit a price for any line item(s) may result in the offer being rejected as unacceptable.
