About this file

This is a Class Justification and Approval (CJ&A) document authorizing the use of brand-name commercial equipment from specified manufacturers for a federal contract action without full and open competition.

The Naval Facilities Engineering Systems Command (NAVFAC) Northwest is authorized to procure Distech EC Line Controllers and Software, and Honeywell Optimizer Line Controllers and Software for Facility Related Control Systems (FRCS) interfacing with Direct Digital Control (DDC) systems at Navy installations including NAVBASE Kitsap, NAS Whidbey Island, NAVSTA Everett, and CNI NAVMAG Indian Island. The authority to act under this CJ&A extends from April 20, 2026, through April 19, 2031. The total estimated value for the use of Distech EC Series and Honeywell Optimizer series equipment through April 2031 is redacted in the document. Programmable building controllers represent approximately 20 percent of total controls installation costs. The CJ&A applies to all contract actions for Facility Related Control Systems requiring connection to the Control System Platform Enclave (CSPE) networked infrastructure.

The statutory authority for other than full and open competition is Title 10 U.S.C. 3204(a)(1), implemented under FAR 6.302-1, based on standardization and interoperability requirements with existing control systems. A rigorous Business Case Analysis demonstrated that standardizing on these specific brands minimizes cybersecurity vulnerabilities, avoids duplicative costs, maintains Authority to Operate (ATO) compliance, and reduces operational overhead associated with training, maintenance, and support for multiple vendor solutions. The CJ&A notes that the requirement does not restrict who can install, commission, test, maintain, or operate the controllers, and several known sources can provide such services.
