About this file

This is a Class Justification and Approval (CJ&A) document authorizing the Naval Facilities Engineering Systems Command (NAVFAC) Northwest to use other than full and open competition for facilities-related control systems equipment.

The document approves the use of brand name programmable building controllers from two manufacturers: Distech EC Line Controllers and Software, and Honeywell CIPer and Spyder Line Controllers and Software. These controllers are required for all projects requiring connection to the Control System Platform Enclave (CSPE), a networked Direct Digital Control (DDC) system serving NAVBASE Kitsap, NAS Whidbey Island, NAVSTA Everett, and CNI NAVMAG Indian Island. The CJ&A authorization is effective from April 20, 2026, through April 19, 2031. The document specifies that programmable building controllers represent approximately 20 percent of total controls installation costs and that the total estimated value through April 2031 is redacted in Appendix B. The justification for limiting competition centers on standardization and interoperability needs with existing CSPE infrastructure, cybersecurity requirements under DoD Instruction 8510.01, and the need for Authority to Operate (ATO) compliance. The contracting officer has determined anticipated costs to be fair and reasonable. NAVFAC Northwest committed to monitoring the controls industry to assess whether universal controller configurations or alternative sources emerge that would permit future competition.
