PRE-PROPOSAL INQUIRY (PPI) LOG

RFP: N44255-25-R-5001 MSW Disposal Services Contract December 9, 2024

PPI#1

Question(s):

PROPOSAL DUE DATE, TIME, AND LOCATION, page 26, Bullet A: Email from Robert Treves, Contract Specialist, sent to Kitsap County on Monday, December 2, 2024 at 2:11 p.m. says the response deadline is “13 December 2024 at 3:00 PM”. This date is also shown on Standard Form 1449, page 1, Block 8. But on page 26, under Proposal Due Date, Time, and Location, it says proposals are due no later than “02:00 PM Time, 19 December 2024”. What is the correct submission deadline?

Government Response(s):

The Government acknowledges the discrepancy between the proposal due dates on page 1, block 8 the SF1449 and what was stated on page 26. The due date for submission of the proposal shall be as stated on the SAM.gov website. Please see the amended RFP (page 6; section: Proposal Due Date, Time, and Location; paragraph A and B). Remember that a late proposal cannot typically be considered unless the conditions of FAR 15.208 (clause 52.215-1) are met. The correct submission deadline is 13 December 2024 at 3:00 PM.

PPI#2

PERFOMANCE WORK STATEMENT, pages 7 and 8 and SOLICITATION SUBMITTAL REQUIREMENTS, page 26, Bullet #2, Attachment 1 (Contract Line Item Pricing Unit Pricing form): Disposal Fees at Olympic View Transfer Station, Kitsap County’s disposal facility, have been adopted through 2026. We cannot accurately complete Item Nos. 0003 through 0006 on pages 7 and 8 or on Attachment 1. Can we indicate those Unit Prices as “TBD - To Be Determined”, with confirmation provided to our Navy contact as soon as the new fees are adopted?

Government Response(s):

(1) The Government contracts for this type of service typically are five years in length excluding the 6 months extension allowed by 52.217-8 in the event the follow-on contract is delayed.

Please provide a proposal based on one base year and four option years, with an option to extend an additional six months (page four, paragraph 7.0). If the offeror has not set its published regulated rate for all years of the contract, and must wait for a regulated rate to be set by a government agency, the offeror must either:

provide an estimated rate with a statement that once the rate is set by regulation, the rate will be adjusted to the regulated rate.

provide no rate with a statement that once the rate is set by regulation, the rate will be added.

PPI#3

PERFOMANCE WORK STATEMENT, Section 1.0 Introduction and Background, page 3 of 28:

Services requested are for Municipal Solid Waste (MSW) only. If any load contains waste material other than MSW, the applicable fees will apply (e.g., asbestos, creosote treated lumber, contaminated soils, etc.). Will services include disposal for waste material other than MSW?

Government Response(s):

The Government will accept a rate schedule for other waste streams in the event the Navy delivers the other waste streams to the disposal site. On occasion asbestos, creosote treated lumber, contaminated soils, etc. will arrive at drop off center with Waste Identification Sheet, Profile and Landfill Permit. For occasions containing other waste streams the rate used will be for the type of material being disposed.

PPI#4

SOLICITATION SUBMITTAL REQUIREMENTS, page 26: The RFP states proposals shall include Attachment 2 (Licensing and Permits Form, and copies of each License/Permit), Attachment 3 (Distance from Source to Processing facility), and Attachment 4 (Corporate Experience). The forms on SAM are titled as Exhibits and numbered differently. There are also 2 additional forms on SAME that are not listed in the RFP submittal requirements.

On SAM, the Corporate Experience Project Data Sheet is Exhibit A. Can you confirm Exhibit A is Attachment 4 in the solicitation submittal requirements?

On SAM, the Licensing and Permits form is Exhibit B. Can you confirm Exhibit B is Attachment 2 in the solicitation submittal requirements?

On SAM, the Distance from Source to Processing Facility is Exhibit C. Can you confirm Exhibit C is Attachment 3 in the solicitation submittal requirements?

Attachments on SAM also include Exhibit D Past Performance Questionnaire and Exhibit E Wage Determination. These Exhibits are not included in the list of solicitation submittal requirements. Are Exhibits D and E solicitation submittal requirements?

Government Response(s):

The Attachments and Exhibits referenced in the RFP have been changed to reflect the document names.

Exhibit A is Corporate Experience Project Data Sheet

Exhibit B is Licensing and Permits

Exhibit C is Distance From Source to Processing Facility

Exhibit D Past Performance Questionnaire has be removed and is not required to be filled for this solicitation. Exhibit E Wage Determination is informative and does not require a submittal.

PPI#5

Section: 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021), Solicitation Submittal Requirements paragraph.

Questions: RFP states that “Firm must complete Attachment 2 and submit all valid and active permits and licenses.” We want to clarify if we can utilize the subcontractor’s licenses in our proposal. This information will greatly assist in developing a competitive proposal.

Government Response(s):

Subcontractor licenses and permits may be used. Prior to award of the contract confirmation must be provided showing a contractual obligation of the subcontractor to the Prime contractor for performing the work.
