Wood Recycling and Organic Materials Composting, NBK and Various locations, Washington

1. Introduction of Scope of Services This contract entails the provision of comprehensive recycling and composting services for post-industrial wood waste, associated by-products, and marine debris. The services are to be extended to various Naval Base Kitsap installations within the Navy Region Northwest, including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester. The contractor is required to furnish all necessary labor, supervision, tools, transportation, materials, facilities, and equipment for the execution of these services, which will involve the transport of materials to the contractor’s processing site or designated receiving area.

The Naval Facilities Engineering Command (NAVFAC) Northwest Public Works Department will oversee contract administration, with all contractor and government communications coordinated through the Public Works Department, specifically directed to the Government Project Manager and Technical Point of Contact (POC), Charles Larson charles.a.larson37.civ@us.navy.mil . Queries from the contractor to the government prior to award should adhere to the Pre-Proposal Inquiry (PPI) Process.

2. Performance and Compliance Requirements The contractor must adhere to all relevant federal, state, and local regulations concerning recycling and composting. Materials will be transported to the contractor’s facility or receiving point, which must be within 50 miles of Naval Base Kitsap, by government and government-contractor operated trucks. The contractor is tasked with ensuring no damage occurs to government property during service execution and will contact the Contracting Officer immediately. If damage is caused by work administered, the Contractor shall cease operations until the issue can come to a resolution. All work performed by the Contractor is expected to conform to established commercial recycling and composting standards. The expected material types include, but are not limited to, wood dunnage, sawdust, marine growth, land-clearing debris, sod, and green waste.

Navy generated industrial wood may have large undetectable metal fasteners which will cause significant damage to commercial shredding and chipping machines.

2.1 Specific Operational Procedures

The contractor is expected to recycle or compost all material that is disposed at the contractors facility. The contractor must report and return any material to the government that is classified as a refuse for the government to dispose of the material. The government understands that there may be refuse material mixed in loads that are dumped at the contractors facility and will provide a government owned 40 yard roll off container to be used by the contractor to collect that material. Only government generated refuse will be placed in that roll off container.-The Government may inspect the contractor facility at any time during the performance of the contract.

-The Navy industrial wood waste stream contains about 200 tons per year of fire retardant coated wood blocking from dry dock operations. This material is not hazardous waste, however it does impact the pollution control equipment of facilities that purchase wood chips for use as fuel. The total projected tonnage for post-industrial wood waste including fire retardant wood is approximately 3250 tons.

-The Contractor shall have a process in place for marine growth to be recycled or composted. The government may request wood chips (overs) to be provided from the contractors wood chipping operation and hauled by the government. The Overs may be used by the government to line the bottom of the roll off container used to transport marine growth and to cover the marine growth during transport to reduce odor and liquid issues.

Material may include marine growth arising from cleaning spill and security containment booms.

-The Contractor shall operate composting processes that meet or exceed the EPA standard for the process to further reduce pathogens (PFRP). The organic waste stream is approximately 3250 tons per year.

-The Navy will provide one refuse container at a time to capture any unforeseen garbage resulting from disposition and transfer to Olympic View Transfer Station. Contractor must call Technical Point of Contact for pick up when needed.

3. Licensing and Permit Requirements The contractor is required to maintain and present valid licenses and permits necessary for the handling and composting of Navy materials as specified, including, but not limited to:

-Washington State Business License -Washington Department of Ecology Storm Water Permit -Air Pollution Control Authority Permit -County Health Department Solid Waste Hauling Permit -County Health Department Contaminated Materials Permit -County Health Department Composting permits for Types I, II, and III materials.

-Required Washington Department of Ecology permits to operate a certified food and organics composting facility.

A copy of these licenses and certificates shall be provided to the Technical Point of Contact, Charles Larson.

4. Environmental Compliance The contractor must demonstrate adherence to all local, state, and federal environmental regulations, including air and water pollution control in order to operate a certified composting facility. All licenses and permits must be current and available at any time during a Government Inspection.

The Contractor must maintain certified pollution control equipment in order to accept and process materials, along with all licenses and certifications identified in 1.0 and further outlined in 2.1.

5. Quality Control and Safety The contractor is responsible for maintaining quality control and adhering to safety and performance standards, including compliance with OSHA regulations and any other applicable codes and standards.

6. Deliverables The contractor must provide a scale ticket at time of delivery, to the government integrated solid waste driver for each load using the contractors certified scale located at the contractors facility.

The contractor must submit monthly electronic reports detailing transactions, including the weight, type of material delivered, and the originating installation.

Monthly Report Date: 10th Day of each month

The contractor must submit, on a monthly basis, manifests that align tonnages to the associated month’s scale tickets; that also include the destination of the material, receipt of material signed by the processor, and type of composting or waste to energy conversion that will be used.

Monthly Manifest Report Date: 10th Day of each month Deliverables must be submitted to the designated Naval Facilities Engineering Command Northwest point of technical contact Charles Larson.

7. Compliance with Acquisition Regulations The contractor shall comply with all relevant acquisition regulations, including Federal Acquisition Regulations (FAR), Defense Acquisition Regulations Supplement (DFARS), Navy Marine Corps Acquisition Regulation Supplement (NMCARS) and NAVFAC Procedures, Guidance, and Information (NPGI), throughout the duration of the contract, which spans one base year with four optional years.

8. Projected Material Tonnage and Special Projects Estimates for material tonnage are listed below, including projects for industrial wood waste and contaminated waste. Specific requirements for projects will be outlined in advance and communicated to the Contractor so that they can prepare for disposition.

Industrial Wood Waste - 2850 tons/year Contaminated Wood Waste - 200 tons/year Marine Growth - 150 tons/year Marine Growth Overs (sawdust bedding) - 50 tons/year.

The Navy will provide refuse roll off containers to back haul trash to the local transfer station.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(SEP 2023)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern that submits an offer, other than on a construction or service acquisition, but proposes to furnish an end item that it did not itself manufacture, process, or produce is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition--

(1) Is set aside for small business and has a value above the simplified acquisition threshold;

(2) Uses the HUBZone price evaluation preference regardless of dollar value, unless the offeror waives the price evaluation preference; or

(3) Is an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at Federal Acquisition Regulation (FAR) 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint.
