About this file

This document includes a federal contract solicitation for aquatic invasive species and noxious weed removal services at a Navy facility in Idaho. The Navy is seeking proposals to identify and remove all aquatic invasive plants from the Acoustic Research Facility Bayview site over a one-year base period and four optional one-year extension periods. Offerors must have experience conducting at least two aquatic invasive plant removal treatments annually before and after specified dates to control curly leaf pondweed and Eurasian milfoil. The contractor will map and summarize removal work after each treatment. Proposals are due no later than February 29, 2024 by 2:00 PM Pacific Time and must be emailed to the points of contact listed. The pre-proposal question deadline is ten business days prior to the proposal due date.

Submitted Item# Questions Government's Response

1 1 Is the contract paid on hourly basis or a set dollar amount for the contract? It is difficult to determine the how long the project will take, not knowing the plant density/accessibility to the area of treatment.

See Attachment 5 -Price Proposal Worksheet Historically - two (2) divers used assisted suction for harvesting and each treatment took between 3-5 days to complete. It depends on the condition of the area being treated.

Can I submit the bid encompassing a total dollar amount per day/per boat per diem and lodging included, or I need to be break down the individual costs?

See Attachment 5 -Price Proposal Worksheet

Was the area outlined for treatment, last treated chemically or Diver Assisted Suction Harvesting (D.A.S.H.)?

The treatment area has never been treated chemically. Only assisted suction has been used for harvesting.

Can the contractor boat be left onsite during the contract work or does it have to be removed each day?

In the past, ARD Bayview has allowed contractor boats to remain on site overnight (or over a few nights) while the contractor is working. They would not allow the boat to remain on site between treatments (e.g. over the summer).
