PRE-PROPOSAL INQUIRY LOG
RFP: N44255-19-R-7057 MSW Disposal Services Contract
Government PPI #01
Offeror Question(s):
1.Pg 24 – is this for disposal only?
2.Pg 24 You will bring material to our central location?
3.Pg 24 Offeror to provide only one drop site?
4.Pg 24 Is there a specific # of collection locations or one collection point?
5.Pg 3 Confirm 11,500 tons pg 3 (2.1) is correct
Government Response(s):
1. Yes this contract is for disposal only (see page 3 paragraph 1.0 sentence 1 of the solicitation).
2. Yes the Navy will deliver material to a central location (see page 3 paragraph 2.0. Also see page 24 paragraph 5).
3. Yes the offeror is to provide only one drop site. Note this is not addressed in the solicitation.
4. The Government assumes that question 4 is asking about trash collection by the contractor, and since the Govt will be delivering all material to the contractor’s site, there is no need for collection. See answers to questions one and two.
5. The Government has revised its estimate to 12,500 tons per year with this amendment.
Government PPI #02
Offeror Question(s):
(1) Disposal Fees at Olympic View Transfer Station (OVTS), Kitsap County’s disposal facility, have been adopted through 2021. The current contract with Waste Management to operate OVTS, and to transport and dispose of the waste processed there, expires in mid-2022. There is no way at this time to accurately estimate what the disposal fees will be under the new contract.
Therefore, we cannot accurately complete Item Nos. 0003 through 0006 on pages 6 through 8, or on Attachment 1. Is it possible to indicate those Unit Prices as “TBD - To Be Determined”, with confirmation provided to our Navy contact as soon as the new fees are adopted?
(2) Also, we note that you are requesting pricing only for Municipal Solid Waste (MSW). Our fees currently cover several other commodities – e.g., asbestos, creosote treated lumber, contaminated soils, white goods, etc. Please be aware that should any load contain materials other than MSW, the applicable fees would apply. We can provide the complete adopted fee schedule to you as part of our proposal.
(3) I also have a question about the closing date. The “General Information” section on the website says: “Original Date Offers Due: Nov 25, 2019 05:30 pm EST”. The Attachment “SF1449_Solicitation_Final”, page 20, states:
A. Proposals are due no later than 4:00 PM Pacific Daylight Time on Friday 22 November 2019.
B. Proposals are to be hand delivered to the Naval Base Kitsap Bangor Pass and ID Office (BLDG 1035), located just outside the main gate, between 2:30 – 4:00 PM (PST). A designated official will be standing by in BLDG 1035 to take receipt of the proposals. No other time, date, location, or means of delivery will be acceptable.”
Because of the conflicting language concerning the due date, I want to confirm that proposals must be hand delivered only on Friday, November 22nd, at the Bangor Pass and ID Office between 2:30- and 4:00 PST.
GOVERNMENT RESPONSE:
(1) The Government contracts for this type of service are typically five years in length excluding the 6 months extension allowed by 52.217-8 in the event the follow-on contract is delayed. Please provide a proposal based on one base year and four option years, with an option to extend an additional six months (page four, paragraph 7.0). If the offeror has not set its published regulated rate for all years of the contract, and must wait for a regulated rate to be set by a government agency, the offeror must either:
provide an esimtated rate with a statement that once the rate is set by regulation, the rate will be adjusted to the regulated rate.
provide no rate with a statement that once the rate is set by regulation, the rate will be added.
(2) The Government will accept a rate schedule for other waste streams in the event the Navy delivers the other waste streams to the disposal site.
The Government acknowledges the discrepancy between the proposal due dates posted via the SF1449 and the General Information section of the solicitation on the website. Please see amendment 0003 of the solicitation (page 9 of 9; section: Proposal Due Date, Time, and Location;
paragraph A and B). Proposals are to be hand-delivered only on Monday, November 25th at the Bangor Pass and ID Office between 2:30- and 4:00 PST.
(3) Remember that a late proposal cannot typically be considered unless the conditions of FAR
15.208 (clause 52.215-1) are met.
