Statement of Work

Berth 20 & Slab 36 Emergency Diesel Generator Rental

1.0 Scope

• 1.1 Objective: Norfolk Naval Shipyard (NNSY) requires the rental of three (3) trailer-mounted Emergency Diesel Generators (EDGs) to provide standby emergency electrical power during unplanned power outages and the rental of an Automatic Transfer Switch (ATS) to automatically supply power for each of the generators.

• 1.2 Background: The EDGs will serve as standby equipment to maintain operations for project trailers and a living barge at Berth 20 and Slab 36 during utility outages. The ATS will allow the automatic transfer of power from the generator to the living barge.

2.0 Applicable Documents

The Contractor shall comply with the latest revisions of the following documents:

• 2.1 Federal Regulations:

o 29 CFR 1915.89 – Control of Hazardous Energy (Lockout/Tags-Plus) o Occupational Safety and Health Administration (OSHA) standards

• 2.2 Department of the Navy & Shipyard-Specific Requirements:

o Norfolk Naval Shipyard OSHE Program Manual, NAVSHIPYDNORINST P5090.2 o NAVSEA Occupational Safety, Health, and Environment Corporate Manual (OSHECM), Chapter 250

(Hazardous Energy Control) o NAVSEA 04 Ser 04/281 – Implementation Plan for Portable Electronic Devices (PEDs) o NAVSEAINST 2200.1A – Portable Electronic Devices Policy o SECPROMAN Vol 1 5510.36 Rev E – Security Program Manual

3.0 Requirements

• 3.1 Equipment Specifications:

• 3.1.1 500 kW Standby Power Diesel Generator (Quantity: 1)

• Output & Capacity: 480 Volts, 3-Phase, 3-wire grounded, with a minimum Standby Rating of 500 kW.

• Auxiliary Systems: Equipped with an auxiliary block heater and battery charging circuit.

Auxiliary power connections must utilize standard commercial configurations (e.g., standard NEMA plugs).

• Safety Devices: Equipped with an output circuit breaker with overcurrent protection.

• Physical Limitations: Footprint shall not exceed 20' L x 8' W. Total unit weight shall not exceed

45,000 lbs.

• Fuel System: Onboard or external fuel tank capable of a minimum twenty-four (24) hour run time at full continuous load prior to refueling. External fuel tank, if utilized, shall not exceed 1,240 gallons in volume, 10' L x 8' W in footprint, and 15,000 lbs fully fueled weight (or dual tanks not exceeding 5'-5 3/8" x 7'-8 5/8" and 6,200 lbs each). Fuel tank lifting points must have current weight capacity certifications. The fuel system must allow safe refueling while the generator is operating.

• Enclosure: Self-contained, outdoor, rain-tight, sound-attenuated enclosure with a self-contained cooling system.

• Connection Interface: Equipped with mechanical terminal lugs or standard connections compatible with standard 500MCM power cables (supporting up to 4 conductors per phase).

• Certification: The unit must be clean, well-maintained, and have undergone a load-bank test within two (2) weeks prior to delivery. Certified test data must be provided upon delivery.

Winding insulation resistance shall meet commercial standards (minimum 5MΩ above ground with neutral disconnected).

• Operating Instructions: Legible, weatherproof operating instructions (start, stop, parallel synchronization, and breaker operation) must be permanently posted near the control panel.

• 3.1.2 350 kW Standby Power Diesel Generator (Quantity: 2)

• Output & Capacity: 480 Volts, 3-Phase, 3-wire grounded, with a minimum Standby Rating of

350 kW.

• Auxiliary Systems: Equipped with an auxiliary block heater and battery charging circuit.

Auxiliary power connections must utilize standard commercial configurations (e.g., standard NEMA plugs).

• Safety Devices: Equipped with an output circuit breaker with overcurrent protection.

• Physical Limitations: Footprint shall not exceed 20' L x 8' W. Total unit weight shall not exceed

45,000 lbs.

• Fuel System, Enclosure, Connection Interface, Certification, and Instructions: Must meet the identical performance, size, safety, and certification requirements outlined in Section 3.1.1.

• 3.1.3 Automatic Transfer Switch (Quantity: 3)

• 800 Amps, 480 Volts, 3-Phase, 3-Pole

• Service Entrance-Rated

• Enclosure: NEMA 3 and above

• 3.2 Contractor Responsibilities:

• 3.2.1 Maintenance & Repair: Provide all routine, preventative, and emergency maintenance (including parts and wear-and-tear replacement) at no additional charge during the rental term. All associated travel and labor costs shall be borne by the Contractor.

• 3.2.2 Service Response: Provide 24/7/365 repair coverage. The Contractor shall dispatch a qualified service technician to arrive on-site within four (4) hours of notification by NNSY. If repairs cannot be completed on-site, the Contractor must replace the unit within eight (8) hours of initial notification, at no additional cost.

• 3.2.3 Emergency Contacts: Legible, weatherproof emergency contact information for 24/7 service must be permanently affixed to each generator unit.

• 3.2.4 Badging & Security: Ensure all service technicians and drivers are U.S. citizens and comply with NNSY security requirements, including obtaining DBIDS cards, NAVSEA green badges, and adhering to Controlled Industrial Area (CIA) access policies.

• 3.2.5 Protective Coverings: Provide adequate weather and saltwater-corrosion protection coverings for all rental equipment.

• 3.2.6 Documentation: Provide comprehensive technical manuals, fuel consumption curves, allowable operating hours at various ratings, and technical parameters upon delivery.

• 3.2.7 On-Site Support: Provide a technical representative to assist NNSY personnel during initial cable installation, perform voltage and phase rotation checks, and participate in initial Hazardous Energy Control (HEC) lock coordination.
