About this file

This is a Request for Quote (RFQ) for maintenance services on Doosan forklifts at Norfolk Naval Shipyard, issued under a women-owned small business (WOSB) set-aside with a 100 percent small business requirement. The solicitation number is N4215827Q0003, issued November 3, 2026, with an offer due date of November 18, 2026, at 5:00 PM local time. The contract will be firm fixed price for commercial services under FAR Part 12 procedures.

The scope requires comprehensive preventive and corrective maintenance for five Doosan forklifts: three D35C-9 models and two D80S-9 models used for material handling operations. The Statement of Work details extensive maintenance requirements organized by service hour intervals (50–100 hours, 250 hours, 500 hours, 1,000 hours, 1,500 hours, 2,000 hours, 2,500 hours, 3,000 hours, and 5,000 hours), including oil and filter changes, lubrication, inspections, brake and hydraulic system maintenance, cooling system service, and diesel particulate filter maintenance. The base contract period runs from November 20, 2026, through November 19, 2027, with three one-year option periods. Five contract line items (CLINs) are included: CLINs 0001–0004 cover scheduled preventive maintenance for 12 months each, and CLIN 0005 covers unscheduled corrective maintenance and emergency repairs requiring Contracting Officer approval. The contractor must respond within three business days to emergency requests, provide a point of contact with 24/7 availability, and notify the government ten business days before scheduled maintenance. Evaluation criteria include technical capability/compliance with SOW requirements, past performance (with a maximum of two relevant examples from the past 24 months), and price. The award will be made to the responsible offeror whose offer is most advantageous to the Government, with nonprice factors combined being more important than price. All contractor personnel must comply with DBIDS security requirements, Federal OSHA standards, and NAVSEA Hazardous Energy Control procedures, including designation of a qualified Lockout/Tags-Plus Coordinator.
