About this file
This is a Request for Quote (RFQ) for maintenance services on Doosan forklifts at Norfolk Naval Shipyard, issued November 3, 2026, with an offer due date of November 10, 2026, at 5:00 PM local time. The solicitation number is N4215827Q0003, and this is a 100% small business set-aside. The requirement is for preventive and unscheduled maintenance services on five forklifts: three D35C-9 models and two D80S-9 models used for material handling operations throughout the shipyard.
The contract includes a base year (November 20, 2026–November 19, 2027) plus three one-year option periods, with all services on a firm fixed-price basis. Five contract line items (CLINs) are included: CLINs 0001–0004 cover 12 months of scheduled preventive maintenance for each contract year, while CLIN 0005 covers unscheduled maintenance and repairs authorized by the Contracting Officer. Preventive maintenance tasks are detailed in the statement of work and include routine inspections, fluid changes, filter replacements, lubrication, belt adjustments, brake testing, chain inspections, hydraulic system maintenance, and diesel particulate filter maintenance at specified service hour intervals. The contractor must provide qualified mechanics or ANSI/ASME certified forklift technicians, coordinate maintenance with the government's Contracting Officer's Representative (COR) with ten business days' notice, and respond to emergency repairs on-site within three business days. Payment will be made by electronic funds transfer through the Wide Area Workflow (WAWF) system to DoDAAC N50082. The Government will evaluate proposals based on technical capability/compliance with SOW requirements, past performance (demonstrating relevant experience with similar forklift maintenance within the past 24 months, with no more than two examples required), and price, with nonprice factors combined being more important than price.
