Question 1: Is there a page limitation for the technical write-up, Factor 1?
Government Answer 1: There is no page limitation.
Question 2: Please provide the labor category for wage determination purposes.
Government Answer 2: Laboror(Shipwright) at 17.75. Executive order is applicable when a specific Labor code/ title is not called out on the list for a contract awarded on or after 1/30/2022. The EO applies a min of $17.75 for contracts performed in 2025.
That being said, this is a minimum and may not reflect an industry standard for this type of position. Unfortunately, in terms of completing fill-ins for FAR clause 52.222-42 we cannot assign an arbitrary equivalent rate although it would likely fall under a Mechanics And Maintenance And Repair Occupations occupation code. It is recommended to stay above the minimum and bid reflective of a wage consistent with industry standards for a highly qualified shipwright.
Question 3: Are there trade-specific requirements or qualifications for the Shipwright labor category? If so, will the PWS be updated to add this information?

Question 4: What is the required Government response time for overtime concurrence?
Government Answer 4:

Question 5: Can the Government confirm which PPE and specialized safety equipment (respirators, fall protection, RADCON gear, confined space equipment) will be Government-furnished versus contractor-furnished?
Government Answer 5:
NNSY does not provide any PPE or Specialized Safety equipment.
Question 6: If an employee fails their first skills validation attempt, what is the Government’s required timeline for remediation guidance and scheduling of the second attempt?

Yes, NNSY will compensate.
Question 9: Will the Government confirm that one supervisor resume will suffice for this proposal response?
Government Answer 9:
Yes, 1 supervisor resume for this proposal is fine. One supervisor will be needed for each shift.
Question 10: The Period of Performance listed on Page 11 of the RFP (2/1/26 – 1/31/27) and on Page 5 of the Performance Work Statement (2/2/26 – 1/29/27) do not align. Will the Government clarify which is correct?
Government Answer 10: The period of performance is 2/1/26-1/31/27
Question 11: PWS section 4.1.3.3 requires that Supervisors must always be physically available to the workforce however, the PWS does not provide hours for second shift supervision. Please clarify Government Answer 11: Supervisor will work same as 1st, 2nd and 3rd shift to cover contractor’s hours. Can be modified to meet project needs. The manning table within the statement of work was reevaluated and supervisor overtime hours were adjusted from 1,202 to 1500.
Question 12: Addendum to 52.212-1, Instructions to Offerors section 3.1.8 requires Program and Project Managers to be qualified to wear safety harnesses and work from scaffolds or platforms where drop off will be greater than five (5) feet Program and Project Managers normally are experienced in these areas but do not maintain qualifications, is this necessary.
Government Answers 12: Program and Project managers do not need to maintain qualifications but do need to have experience with working in confined spaces, wearing safety harnesses and work from scaffolds/platforms where the drop off will be greater than five (5) feet.
